About this file

TruePani Inc. submitted responses to questions from the Arizona Department of Environmental Quality (ADEQ) during a Request for Proposal (RFP) clarification meeting for Solicitation No. BPM004287, which covers Statewide Asbestos, Lead, and Mold Consultant and Abatement Services, specifically for Lead Service Line Identification and Inventory Consultant Services. The document details TruePani's capabilities and background, revealing they are a nationwide firm specializing in lead in drinking water projects, with previous experience in programs across states including Hawai'i, Nevada, and Texas.

The company proposes to provide on-site services for identifying and inventorying lead service lines, with a team of six key staff members available between 5-20 hours per week. TruePani has identified four Arizona-based subcontractors for pot-holing services: PDI Construction, SSC Underground, Aguilar Construction (serving Phoenix), and RT Underground (serving the entire state and DBE certified). While the company currently has no Arizona-based clients, they have completed similar projects in numerous other states including California, Nevada, Texas, Missouri, Tennessee, Georgia, North Carolina, Virginia, New Hampshire, Connecticut, and New York. The firm emphasizes its ability to mobilize staff and subcontractors as needed to meet contract demands.

TruePani Inc. Responses to ADEQ Questions from RFP Clarification Meeting

10/27/22 11:00 AM PST

Solicitation No. BPM004287, Title: Statewide Asbestos, Lead, and Mold Consultant and Abatement Services

Lead Service Line Identification and Inventory Consultant Services (SOW 2A:2)

1. What is TruePani’s capacity for boots-on-the-ground assistance for small systems?

One of TruePani’s differentiators is that the firm specializes in lead in drinking water on projects nationwide rather than providing a variety of environmental services locally. Most projects require “boots on the ground” support. TruePani staff are available and prepared to complete site visits across the state throughout the duration of the contract. TruePani has the capacity to support boots-on-the ground assistance for small systems.

Projects where TruePani has provided similar on the ground services include: the Hawai’i Lead in Drinking Water Program, the Nevada Lead Reduction and Remediation Program and the Texas Lead Testing in School and Child Care Program.

2. What percentage of staff would be available boots-on-the-ground?

To some extent, this would be depend on the number of water systems that TruePani is working with to develop their service line inventory. TruePani would plan to have at least one staff member available for on-site services across the state and can mobilize more team members as needed depending on the demand of the contract.

As TruePani has recently wrapped two projects in Hawai’i and California, the team has increased available capacity to support this project. A table of key staff and their current availability (hours per week) is listed below.

Key Project Team Members

Name, Role Available Hours per Week Shannon Evanchec, Project Manager 10 Sam Becker, Data Manager 10 Ayako Tischler, Managing Consultant/LCRR Specialist 20 Victoria Jacobs, Outreach Coordinator 10 Steven McDonough, Environmental Associate 20 Jenna Natwick, Communications Associate 5

3. Are the pot-holing subcontractors based in Arizona?

Yes. TruePani has identified four subcontractors that serve various areas of the state. PDI Construction, SSC Underground, and Aguilar Construction serve Phoenix. RT Underground serves the entire state and is DBE certified. Prior to beginning work, TruePani will maintain copies of client references, business licenses, certifications, and applicable insurance.

TruePani will coordinate with ADEQ prior to engaging in contract(s) with one or more firms keeping in mind that potholing to identify unknown service line materials is a resource intensive method.

4. Are the subcontractors also nationwide? Has TruePani worked with these subs before?

No, they all Arizona-based firms. TruePani has not worked with these subs before.

5. Do you have any Arizona-based clients?

No. TruePani has clients in California, Nevada, Texas, Missouri, Tennessee, Georgia, North Carolina, Virginia, New Hampshire, Connecticut, and New York.
