RFP Section C.3, Page C-7 - The contractor is under the impression that they will only be providing Cost Plus Fixed Fee Services to the local posts of duty within a 50 mile radius of each campus and computing center. During the Martinsburg, WV site visit it was mentioned that the warehouse supplies its services within a 300 mile radius of the Martinsburg Computing Center. Will the contractor be responsible for providing Cost Plus Fixed Fee Services for only offices within a 50 mile radius of each campus and computing center or will the contractor be providing services to every IRS Office located across the country?
A133. Cost Plus Fixed Fee Services shall be provided at those locations listed on TE-2 identified as “IRS Office.” Those locations identified as Campus, Computing Center or “IRS Office – 50 miles” shall receive services as Firm Fixed Price under Basic Services.
Q134. RFP Section :C.17 Plans, Page C-28 - In this section it states that the contractor shall provide all the plans no later than 30 days after award. A137. As stated in Amendment A0001, Answer A9, the current contract does not utilize unionized employees or a collective bargaining agreement.
The purpose of the Strike Contingency Plan is to have it in place in the event unionized employees or a collective bargaining agreement is necessary under this requirement.
Q138. RFP Section: M.3 sub-factor 2.8 Continuity of Operations Plan, Page M-4
- Could the government please provide the Continuity of Operations Plans for each of the IRS Campus and Computing center locations?
A138. Creating a Continuity of Operations Plan is the responsibility of the offeror. This plan must address the information stated in Section L.10.
Q139. The contractor understands that this is an A-76 contract award. Knowing this, are there any grandfathered stipulations to first right of refusal that apply to this contract?
A139. This is an incorrect understanding. This requirement is not an A-76 competition. This requirement is a full and open competition under Federal Acquisition Regulations (FAR) Part 15.

A141. Section H has been revised.
Q142. During the site visits conducted the contractor has noticed numerous types of office furniture used throughout different campus locations. Is each site specific to the office furniture? Is there a national IRS office furniture standard used? Could the government please identify all the different types of office furniture used throughout the country?
A142. Each site is not specific to the office furniture. Recently the IRS has begun to implement a national IRS office furniture standard as office locations have changed. Example of furniture manufacturers that IRS uses are: Herman Miller, HON, Teknion.
Q143. During the Kansas City Site Visit it was mentioned that the Kansas City Campus location is 1 of 5 submission processing campus across the country.
The contractor does not find this reference to a submission processing center in the RFP. Is this a vital piece of information for the contractor to know and understand? If important, will the government please explain what a submission processing campus is and what the other locations are?
A143. Submission Processing Campuses are the locations where tax returns are processed for the Internal Revenue Service. Austin, Covington, Kansas City, Fresno and Ogden are the locations that process tax returns.
Q144. Reference: RFP L.10, Section 5 (Subcontractor Management Plan), third paragraph, Page L-15 - The instruction states that a description of the processes, techniques, and tools that will be used for managing any subcontracted product for this project should be provided. Please clarify both the meaning of the statement and the information/type of information that is expected to be provided in response to the instruction.
A145. Section L.10 has been revised to clearly identify the required information.
Q146. Reference: RFP Section L.8 (Proposal Submission Requirements), bold heading “Volume II – Technical Proposal, Page L-4, and RFP Section L.8(b)(1) (Proposal Submission Requirements – table indicating required volume materials), Paragraph II (Technical Proposal), Pages L-6 and L-7. The Volume II
– Technical Proposal (page L-4) indicates that the Technical Proposal consists of seven (7) Parts (Executive Summary, Compliance Matrix, Technical Approach, Management Approach, Relevant Experience, Present and Past Performance, and Key Personnel). The proposal submission requirements (table on pages L-5 and L-6) indicate that the Technical Proposal is to be 310 pages (Executive Summary – 10, Technical Approach – 150, and Management Approach – 150).
We assume that the other Parts (i.e., Relevant Experience, Present and Past Performance, and Key Personnel) are excluded from the page count. Is this assumption correct?
A146. The table in Section L.8, paragraph 3(b)(1) has been revised to correct the page limit amounts and the information required under each section.
Q147. Reference: RFP Section L.8 (Proposal Submission Requirements), bold heading “Volume II – Technical Proposal, Page L-4, and RFP Section M.3 (Technical Proposal Evaluation), Factor 5 (Key Personnel), page M-5.

Q149. Reference: Pre-Proposal Conference Presentation, Performance Work Statement, Work Order Processing – C.5 - In the Pre-Proposal Conference presentation, it states that the ERC system is “being converted to the KISAM system”. Does this mean the ERC system is being replaced by KISAM or supplemented by KISAM?
A149. The ERC system is being replaced by KISAM.
Q150. Reference: Response to Question 6 and RFP TE-9 - Information in IRS literature on the KISAM system indicates that it is “not a work request management system” and that it “tracks requests for IT (information technology) services”. Is this true, and if so, how will the other call types (non-IT) listed in TE- 9 be managed if KISAM replaces ERC?
A150. Question 6 mentioned above does not relate to KISAM. However, KISAM will be utilized by the Government to request all required services outlined in this solicitation under the appropriate call type listed in TE 9.
Q151. Detroit warehousing. TE-3. The Detroit territory has 5 times of storing stock per month, but there is no information as to what the offeror is storing. This is also the same for Oakland. The offeror cannot effectively staff the warehouse operations without knowing what will be stored 5 times each month. Could the government provide more information as to what the offeror is storing 5 times per month at these locations?
A151. The Detroit territory requires storage of miscellaneous stock items 5 times per month. Examples of miscellaneous stock items include: chairs, desks, flatbeds, cages; etc. TE-3 has been updated accordingly.
The Oakland territory requires preparation of items for shipment and to receive property five times per month. TE-3 has been updated accordingly.
Q152. Technical Exhibit 6, Transportation Services Workload. On page 2 of the attachment there is a chart for “Peak Season Months for Transportation Services.” The chart only lists Austin, Covington, Fresno, and Ogden as having Peak Months throughout the year. Within in the attachment though, there is varying information for Cargo, scheduled trips, miles driven and driving runs between almost all Non-Peak and Peak month Averages. For example, the Andover option year Table is highlighted below. Why is information provided and different for the Peak monthly averages, if the Andover territory does not have any Peak months? This is a common trend throughout the attachment (Andover, Atlanta, Kansas City, Ogden, Oakland).
A152. TE 6 has been updated to reflect the correct non-peak and peak month averages.
Q153. Reference: Section M Factor 3 - Relative Experience and Factor 4 - Past Performance M.5 Evaluation of Past Performance and Section L L.11 - Relevant Experience
Comments: Understand that "Relative Experience" Evaluation Factors for Award are stated in M Factor 3 - Relative Experience. Understand that "Past Performance" Evaluation Factors for Award are stated in M Factor 4. However, M.5 Evaluation of Past Performance appears to be contradictory and should read "EVALUATION OF RELEVANT EXPERIENCE." Further, the reference to "Section L, paragraph L.12, Past Performance" should read "Section L, paragraph L.11, RELEVANT EXPERIENCE (Volume II,Part 5)." Additionally, further references to "past performance" in M.5 should be changed to reflect "relevant experience."
Question: Are the observations in the comments above correct? If so, will the changes be reflected in the next amendment to the solicitation?
A153. Relevant experience and Past Performance are two separate items.
Relevant experience refers to what projects has the offeror completed or is currently working that is similar to this requirement. Past Performance refers to how well did/are you perform on the projects.
Sections L and M have been revised to clearly show what is required.
Q154. Reference: REFM Logistics Services Amendment 0001, posted September 19, 2011. Questions and Answers.
Q.2 Repair Services - What are the manufacturers of the "Pipeline Tax Processing Equipment" that the contractor would be required to repair?
A.2. The contractor shall provide repair services for all pipeline tax processing equipment. Due to the vast amount of pipeline equipment, this information would be too voluminous to provide.
However, participants of the site visits have been afforded the opportunity to view a sample of pipeline equipment that may need repairing.
Comments: We feel this response is unsatisfactory. In order to provide a solution as requested and to price the requirement intelligently, the manufacturers must be known along with the types of equipment. There must be a current inventory of all "Pipeline Tax Processing Equipment" in the REFM Solicitation that lists the amounts, model numbers and manufacturers. To suggest that sufficient information regarding the inventory of pipeline equipment could be gathered on the site visits is unrealistic. The incumbent contractor has this information. Respectfully, recommend it be furnished as initially requested.
Question: Will the Government provide the requested information cited in Q2. above?
A154. Although the Government’s response remains the same as previously provided, we do understand the offerors position. Examples of pipeline equipment previously requiring repairs are -- lektrievers, candeling machines, mail conveyor, Baker Tables.
We attempted to allow participants of the site visits to view examples of the equipment, however, in some instances, we were not able to due to the disruption to the work process.
Q155. The established transportation routes in Section J of the PWS reflect a specific location to location format. Are these routes mandated by the solicitation or may offerors deviate from this format and establish individual routes?
A155. The established routes must be followed as established in Section J.
However, the successful offeror may work with the local Sub-COTR and the customer to establish depart and return times that best fit the customer’s needs. The transportation route format is based on the workflow that is processed at the locations.
Q156. What kind of vehicles will be required to transport materials given the different types of containers being transported (rolling stock, pallets, etc)?
A156. The kind of vehicles required to support the transportation requirements of this solicitation shall be determined by the offeror. The government requires that the vehicles be able to accommodate all of the property in a safe and secure vehicle.
Q157. Table 1: Transportation Services Peak and Non-Peak Workload Months by Site (Attachment J-5, TE 6, page 2) shows all months, January through December, as Non-Peak for Kansas City. On the other hand, TE 6:
Transportation Services Workload (Attachment J-5, TE 6, pages 3, 26, 48, 70 and 93) shows different monthly volumes for Non-Peak and Peak months.
Should we disregard the Peak Volumes in the tables on pages 3, 26, 48, 70 and 93 or is the table on page 2 wrong? If the table on page 2 is wrong, please provide the Peak months for Kansas City.
A157. The peak workload period for Kansas City is February through May.
TE-6, page 2 has been updated to reflect the peak season months for Kansas City.
Q158. The Kansas City Building Legend (Attachment J-5, TE 6, pages 15, 38, 60 and 82) does not show a location for PO (Post Office) or for C (Chouteau FMC). Please explain.
A158. The Kansas City Building locations for “PO” and “C” are as follows:
Post Office – Kansas City, MO 64131; Chouteau FMC – Kansas City, MO 64117.
Q159. TE 6: Transportation Services Workload (Attachment J-5, TE 6, on page
3) is complete but TE 6: Transportation Services Workload (Attachment J-5, TE 6, on pages 26, 48, 70 and 93) is cut off. Are the tables on pages identical to the table on page 3 or do we need the part that is missing from the table on pages 26, 48, 70, and 93?
A159. TE-6 has been revised to reflect the correct information.
Q160. For purposes of the estimated cost called for by item 5.7 of the response form, can we assume all deliveries are the average for both size and weight Please disregard question #4 (above) and replace with;
Can we assume all deliveries are the average for both size and weight since?
A160. Yes, please refer to TE 3, Warehouse Services Workload for the average size and weights of product items.
Q161. Reference: C.2.4.1 Move Boxes - The contractor shall move boxes as requested through work orders. The maximum number of boxes permitted on a single request is 200. The Government considers a pallet of shrink wrapped boxes as one (1) box. *In lieu of a work order request, the Philadelphia Campus requires daily sweeps three times per day to pickup and deliver from 23 centralized drop points. Drop point locations will be provided to the successful offeror after award.
Question: Based on the information listed above the contractor could potentially be required to move 200 pallets (“a pallet of shrink wrapped boxes as one (1) box”) contained in 1 work order. If this is a factual statement the contractor wouldl need 4ea 53 foot semi-trailer loads to move this property.
A162. The Government considers the example cited above as extreme and unlikely. Any request that exceeds 200 boxes will be negotiated on a case by case basis.
Q163. Reference Para 2.2.2 Transportation Services - Data contained in Exhibit 6 is listed as a monthly average. The bidder cannot accurately determine equipment requirements based on a monthly average. Request that a daily average or at least a minimum and maximum daily requirement be provided.
Example: Andover has a requirement to move 920 pallets per month between the ANC – Service Center and the Warehouse. If the pallet movement is spread out evenly throughout the month it would equal approximately 46 pallets per day.
With 2 trips required per day with 4 separate legs the average number of pallets per load would be 11.5 and could be loaded in a 2 axle cargo truck.
If however we were required to move the 920 pallets in 3 work days we would be required to move 76.75 per leg which would require 2 each 53 foot semi-trailers to accomplish. In conclusion it is impossible to calculate the personnel and equipment requirements based on a monthly average. Additionally as noted on your TE exhibit 6 it appears to be highly unlikely that 460 pallets would be delivered to ANC – service Center and exactly 460 pallets would be picked up at ANC – Service Center and delivered to the warehouse. Based on this the apparent inaccurate data makes it even more difficult to accurately project equipment and personnel requirements.
A163. TE-6 has been revised to show better accuracy of the transportation workload. The Government’s requirements vary from day to day depending upon the needs of our customers.
Q164. Reference: Transportation Services - Although Transportation Services appears to be a very significant part of this task order it was apparent that during the site visits this critical requirement was simply ignored of quickly glossed over.
The requirement to develop manning levels, determine equipment types/quantity and lease/purchase agreements will be a significant cost driver yet very little emphasis was placed on this requirement in either the PWS or during the site visits. Because of the inaccurate data provided, lack of specific detailed information within the RFP and vague work load data it will be impossible for anyone but the incumbent contractor to develop a realistic and cost effective solution that will meet the Governments requirements. If fair and open competition is to be achieved additional precise detail must be provided. Will the Government provide additional details and accurate workload information that will enable the offeror to develop a reasonable offer?
A164. It was not the intent of the Government to ignore or gloss over the transportation portion of this requirement. It would have been difficult to show the transportation routes during the site visits as that would have involved all participants to drive each route. Transportation was not available to permit that exercise. The Government has updated TE 6, Transportation Services, to clearly identify the peak and non-peak workload, the schedules between each building and the number of times each schedule is required.
Q165. Reference: C.2.3.2 Provide Locksmith Services - The contractor shall make keys, repair, install, re-key, and replace locks on office property as requested by the work order. The contractor shall also install lock bars on filing cabinets as requested by the work order. The total number of locksmith services permitted on one request is 12. The total number of keys permitted on one request is 24. The contractor shall label all key replacements with the lock number associated with that key.
Question: Based on the requirements of this paragraph the contractor shall make keys and perform locksmith services at each site. However analysis of TE- 11 Government Property Furnished confirms that key cutting machines are just provided at Andover, Austin and Fresno. Will the Government provide a key cutting machine at each site or will the contractor required to purchase a key cutting machine for the remaining sites or will the contractor be asked to outsource this requirement to a private firm? Does the workload data contained in TE-7 contain individual keys or does it reflect work orders? Example Andover has 21 listed however based on the prerequisites listed above this quantity could be anywhere from 21 to a maximum of 504 keys.
A165. As you noted, the Government Property Furnished is identified in TE-11. This is the only equipment the Government will make available to the offerors. Any additional equipment needed will be the responsibility of the offerors. The method in which each offeror determines to provide the services to all sites is a business decision. The workload data in TE-7 is reflective of work orders.
Q166. Reference: C.2.3.1 Repair Property - The contractor shall perform repairs, adjustments, and modifications to Government property. The contractor shall be responsible for the purchase, removal, storage, replacement and proper disposal of fluorescent light bulbs for systems furniture in accordance with the latest applicable Federal, State, local and environmental regulations for managing the removal, storage, and disposal of fluorescent light bulbs.
It does not appear that work load data is provided for the number of bulbs replaced per site. Additionally the document titled Section B does not appear to contain a CPFF CLIN for the purchase and disposal of florescent light bulbs.
Which CLIN should the replacement bulbs and possible fees for disposal of these bulbs be charged to?
A166. The workload data for replacing the light bulbs is included in TE-7 and TE-8. CLIN 2, Basic Services, is the CLIN to be used for the purchase and disposal of the bulbs at the campuses, computing centers and their local Posts of Duty within 50 miles. CLIN CLIN 3B, Office Repairs, is the CLIN to be used for the purchase and disposal of the bulbs for the Posts of Duty outside 50 miles.
Q167. Reference: Exhibit 6: Exhibit 6 contains numerous errors throughout the document therefore it is attached as a separate enclosure to the questions contained in the document. Because of the number of errors highlighting them would be counterproductive. Comments have been added to the document and some of the general errors were highlighted to provide a representative sampling.
A167. TE-6 has been revised.
Q168. Reference: Comparison of TE-3 Warehousing and TE-6 Transportation - Information contained in TE-3 and TE-6 does not correlate. Example:
Comparison of Andover data contained in TE-3 and TE-6. A total of 920 pallets are identified in TE-6 for movement exclusively between ANC – Service Center and the Warehouse however TE-3 contains data for a total of 170 pallet processes of which 110 could be associated with a shipment or receipt. Can the government explain this discrepancy? It is understood that TE-3 contains Warehousing data and TE-6 contains Transportation data and would not be expected to be the same in every instance because many shipments are between individual sites however it is reasonable to assume that the warehouse should handle an amount equal to or more than that shipped between the warehouse and dedicated site with exclusive property movement between the two sites. Discrepancies in data contained in both TE’s have been identified throughout each document and are too numerous to list.
A168. TE-3 and TE-6 have both been revised.
Q169. Reference: C.2.4.2 Move Property - The contractor shall support office moves as requested through work orders. Property moves are limited to 15 persons per work order request with up to 265 sq. ft. of office space each. The move may include the movement of a computer, peripheral equipment, credenzas, bookcases, file cabinets, boxes, etc. Any requests for services in excess of these limits will not be the responsibility of the logistics services contract.
Does TE-7 Basic Services Workload refer to work orders or the total number average per month. According to the paragraph above 1 work order could generate 15 personal moves. Example: TE-7 pertaining to Andover lists 13 in the column associated with office moves. If this information reflects work orders then it could represent up to 195 individual moves.
A169. TE-7 Basic Services Workload shows the average number on a monthly basis.
Q170. Reference all TE’s - Does the work order data contained in each TE reflect work order or total quantity data? It the workload is based on work order quantity then we request that the Government provide the average quantity per work order for each TE data element in which a quantity of >1 is possible based on the RFP requirements.
A170. The TEs provide an estimate of the total quantity data.
