About this file
This Terms and Conditions document outlines the contractual obligations and legal framework governing a state and local contract opportunity in Maryland. The contract relates to elevator maintenance services at the Mary E. W. Risteau Multi Service Center/District Court Building located at 2 S. Bond Street, Bel Air, Maryland, under Harford County jurisdiction. The procurement was solicitioned for a three-year term beginning February 1, 2027, through January 31, 2030, with bids originally due July 17, 2026. The scope of work requires comprehensive elevator maintenance services at the facility. Contractors are required to submit monthly invoices by the last day of each month for services rendered, with payment processing expected by the 15th of the following month. The contractor is not obligated to provide services on designated state holidays, including New Year's Day, Martin Luther King Day, Washington's Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Election Day, Veterans Day, Thanksgiving Day, and Christmas Day, unless emergency conditions warrant service.
The contract is governed by Maryland law and includes standard state procurement provisions. The State of Maryland may terminate the contract for non-appropriation of funds, for default by the contractor, or for convenience without cause upon written notice. The contractor must comply with all nondiscrimination provisions under federal and Maryland law and must certify compliance with anti-bribery statutes. Amendments to the contract require written consent from both parties and cannot significantly alter the contract scope or price. Disputes arising from the contract are governed by the Maryland State Finance and Procurement Article and COMAR regulations, and contractors must continue performance during dispute resolution. The Department of General Services assumes no liability for equipment non-operation resulting from fire, flood, civil or military actions, insurrection, or riot. No contract value, incumbent contractor information, or specific evaluation criteria were provided in available materials. Amendment #1 was posted on July 14, 2026, though specific substantive changes were not detailed. This procurement has been cancelled.
