About this file
This is a Tax Compliance Certification Instruction document issued by the Massachusetts Department of Revenue. The document outlines mandatory tax compliance requirements for bidders responding to Commonwealth of Massachusetts solicitations, specifically requiring demonstration of compliance with Massachusetts General Law Chapter 62C, Section 49A. Bidders must submit an original or photocopy of a Certificate of Good Standing issued by the Massachusetts Department of Revenue within the past year. The document advises that certificate issuance typically requires several weeks, and bidders should indicate in their request to the Department of Revenue that the certificate is sought in connection with a Commonwealth solicitation to expedite processing. If bidders cannot provide the certificate with their response, they must submit documentation verifying that the appropriate application has been filed, with the actual certificate required prior to final execution of the Standard Contract Form.
Bidders must request the Certificate of Good Standing from the Department of Revenue's Taxpayer Services Division Certificate Unit, providing specific information including the corporation's name, address, telephone number, reason for the request, types of taxes subject and corresponding Massachusetts identification numbers, and a signature from a major corporate officer. The Department of Revenue can be contacted at P.O. Box 7066, Boston, MA 02204, (617) 887-6550, or via FAX back on demand at (617) 887-6262 for application and instructions. Bidders should include Power of Attorney Form M-2848 if applicable. This certification is a prerequisite to contract award and execution.
