About this file
Summary
This is an Invitation for Bids (IFB) issued by the State of Maryland Department of General Services, Office of State Procurement (DGS OSP) for statewide procurement of vans and sport utility vehicles (SUVs), Types 9 through 18. The solicitation seeks to establish an indefinite quantity, indefinite delivery contract with firm fixed pricing for various vehicle types including compact utility vehicles, full-size utility vehicles, minivans/wagons, and cargo vans in both gasoline and diesel configurations. A pre-bid conference is scheduled for January 14, 2026, at 11:00 AM local time, with RSVPs required by January 12, 2026, at 3:00 PM. Written questions must be submitted by January 23, 2026, at 3:00 PM, and bids are due February 3, 2026, at 3:00 PM, submitted electronically through eMMA (eMaryland Marketplace Advantage). The contract includes a two-year base period with one renewal option period and covers statewide performance across Maryland with multiple award capability.
Bidders must meet minimum qualifications including three years of experience providing specified vehicles, valid Maryland Motor Vehicle Administration dealer and salesman licenses, and must submit reference checks with their bids. The State reserves the right to award multiple contracts to all lowest responsive and responsible bidders, though contract award does not guarantee any State business volume. Pricing must include all transaction and processing fees, temporary tags fees, and sales tax is exempt for the State. Annual price adjustments are permitted beginning twelve months after contract effective date, based on the lowest of the manufacturer's suggested retail price (MSRP) percentage change or the applicable Producer Price Index (PPI) as published by the U.S. Department of Labor, subject to Office of State Procurement approval. No federal funding is involved in this procurement. Required bid attachments include financial capability documentation, proof of minimum qualifications, reference checks, conflict of interest affidavits, and mercury affidavits, among other standard certifications.

See Appendix 3 – Commodity Supplemental for the General Vehicle Type specifications associated with this solicitation.

Accordingly, Bidders/Offerors are strongly encouraged to offer EPPs to fulfill this contract, to the greatest extent practicable.
The State of Maryland reserves the right to request from the Contractor quarterly sales data over the course of this contract. This information must include details about the recycled
IFB for the Department of General Services, Office of State Procurement Page 21 of 41 content, third-party sustainability certifications, and other environmental attributes of products and services sold on this price agreement per the contract specifications.
This information will enable Maryland State agencies to comply with Article §14–405 of the
Annotated Code of Maryland and COMAR 21.13.01.14, effective October 1, 2014, which requires Maryland State agencies to report to the Department of General Services on their procurement of environmentally preferable products and services. To facilitate consistent reporting on targeted contracts, the Contractor will be provided with a
VENDOR GREEN SALES REPORT template by the Maryland DGS.
2.5.3 Price Escalation
The price adjustments for the renewals shall be negotiated and mutually agreed upon by the Office of State Procurement and the Contractors. Although each negotiation will be carried out independently, the percentage increase or the monetary increase shall be the same for all vendors.
Contract price may be adjusted annually beginning twelve (12) months after the
Contract’s effective date. All price adjustments shall be based on the percentage change
(up or down) of the MSRP, or the following Producers Price Index (PPI) or whichever is lowest:
Automobile, light truck and utility vehicle MFG automobile, light truck and utility vehicle MFG: PCU336110336110

MSRP percent changes shall be verified by the chassis or body manufacturer in the form of a letter on manufacturer’s letterhead or other publication. Price adjustments shall correlate with the PPI as published by the U.S. Department of Labor, Bureau of Labor Statistics. These reports are accessible at the following website: http://www/bls.gov/data/.
When requesting a price adjustment, the awarded vendor must submit a justification in writing to the Procurement Officer and Contract Manager identified on the Key Information
Summary Sheet and Section 2.2, detailing the reasons for the price adjustment request and demonstrate the calculable change in PPI or MSRP for the duration of months on the current contract, prior to the price that supports a price adjustment. The requested adjustment for a price change may not exceed the percentage change of the PPI for preceding twelve prior to the adjustment or the MSRP percentage change. The price adjustment justification must be submitted to the Procurement Officer and Contract Manager no less than forty-five (45) days prior to the annual contract effective date to have the price adjustment reviewed. Any approved price adjustment will be effective for new orders placed by the Agency on or after the effective date of the adjustment, as approved by the Office of State Procurement.
