About this file
This is a commodity supplement specification document for the State of Maryland's statewide procurement of Vans and Sport Utility Vehicles (SUVs), Types 9 through 18. The solicitation is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract, meaning the State does not obligate itself to purchase any minimum or maximum quantity throughout the contract period. Orders will be placed by using authorities on an as-required basis, with supplemental orders permitted within 360 calendar days after each purchase order date. The document provides comprehensive technical specifications that all vehicles must meet, including mandatory features such as four-wheel or all-wheel drive, Maryland Clean Cars Act compliance, OEM technology packages (Bluetooth, backup cameras, USB ports), safety features (ABS, airbags, reverse sensors), climate control, and convenience options. All vehicles must be fully assembled, serviced, inspected, and road-tested before delivery, with a minimum of five gallons of gasoline included at delivery. The awarded vendors are responsible for supplying vehicle catalogs with option codes and pricing at the time of award.
Bid pricing must be fully loaded to include all costs and expenses associated with vehicle provision, delivery, administrative charges, temporary tag fees, and transaction or processing fees; sales tax does not apply to the State. Vendors must bid all line items, and any unavailable options must be marked as "N/A" on the price bid form. Price escalation adjustments are permitted annually beginning 12 months after contract effective date, with increases capped at the lower of the Consumer Price Index (CPI-U) or Producers Price Index (PPI), verified through MSRP documentation or manufacturer letterhead. Requests for price adjustments must be submitted in writing at least 45 days prior to the annual contract effective date and require written approval from the Office of State Procurement. The State reserves the right to make awards by line, by item, by groups of items, or by total bid price as determined to be in the State's best interests, and contractors must comply with Maryland's Green Purchasing Reporting Requirements and submit a Mercury Affidavit with their bid.
