Amendment Two to Invitation for Bids – Maryland Department of General Services

This document is Amendment Two to an Invitation for Bids (IFB) issued by the State of Maryland Department of General Services, Office of State Procurement, for the statewide procurement of Vans and Sport Utility Vehicles (SUVs), Types 9 through 18, under eMMA Number BPM052413. The amendment addresses questions and answers from prospective bidders and revises key terms of the solicitation. The revised bid due date is February 10, 2026, at 3:00 PM Local Time. This is a multiple award IFB, meaning the State intends to award contracts to multiple dealers for each vehicle type. Out-of-state businesses must be registered with the Maryland Comptroller's Office and maintain a valid Maryland business license with a resident business office in the state to participate.

Amendment Two clarifies several specifications and modifies the bid evaluation criteria. A clarification was made to specification item "gg" regarding power mirrors locks, changing "two-state" to "two-stage" to reflect current FMVSS 111 Standards for rear vehicle visibility. Revisions to the Price Bid Form now allow Type 17-D and Type 18-D diesel Sprinters to be offered with a base RWD configuration and an optional AWD upgrade, eliminating the requirement for standard AWD configuration and reducing costs for bidders offering RWD-only vehicles. The bid evaluation criteria were revised to specify that option prices will not be included in the evaluation for each vehicle type except where otherwise noted; bids will be ranked solely on Total Bid Price from lowest to highest.
