PART 1 - GENERAL PROJECT DESCRIPTION

1. This project is intended to provide a full restoration and modernization of building

1334 –Space Operations Center- at Morón AB (Spain). The repairs are also needed in order to meet the requirements for an alternate Base Defense Operation Center (BDOC) as per UFC 4-141-04, “Emergency Operations Center Planning and Design”.

2. Building 1334 is located in the South-East area of the base, close to buildings 1301 and 1302, and it is enclosed by its own perimeter fence. Additionally, the compound, consisting in various buildings (1301, 1302 and 1334), is enclosed by another perimeter fence within a controlled area by United States Marine Corps (USMC).

3. Building 1334 was constructed in 2004. No improvement projects have been carried out since then.

PART 2 - PROJECT OBJECTIVES

1. Provide a complete and fully operational facility/ies for the base needs in compliance with all applicable US, Spanish and NATO codes.

2. Provide an installation that incorporate maintainability and sustainable design principles.

3. Energy efficiency shall be incorporated into the design principles.

4. Provide a completed project with coordinated systems (structural, mechanical, civil and other applicable disciplines, if required).

5. Provide a complete project considering the ecological, physical and visual features of the site.

6. Project shall incorporate all necessary safety precautions in accordance with applicable safety standards.

7. Include proper training of Government personnel in the Operation and Maintenance

(O&M) of new equipment installed, and provide fully developed O&M packages.

8. Low maintenance and non-use of hazardous substances are of primary importance.

9. Project shall incorporate a Stormwater Pollution Prevention Plan (SWPPP) describing all the construction site operator’s activities to prevent stormwater contamination, control sedimentation and erosion, and comply with the legally binding requirements.

PART 3 - SCOPE

1. GENERAL: The work covered by this Statement of Work (SOW) consists in the design and build of the project, performing all necessary travels and furnishing all professional services, facilities, labor, equipment, materials, plants, transportation, specifications, detailed drawings and cost estimates that enable the Contractor to construct a complete and usable facility under a firm fixed price contract. The Contractor shall investigate site conditions, perform topographic surveys (geographic information system) at each facility and utilize manufacturer’s standard installation plans, specifications and drawings to the maximum extent feasible in developing the final design documentation necessary for obtaining Government approval. Any design change suggested by the Contractor to the SOW requires the approval of the Contracting Officer before its acceptance is given. The Contractor shall be responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris controllers during the work hours.

2. WORK DESCRIPTION: The construction works consist of, but are not limited to, the items indicated below, including the testing to be performed by independent laboratories for quality control. All items do not limit or reduce the Contractor’s responsibility to design and build all works as required by the project in order to provide a complete, operational and low-maintenance facility.

2.1. BASIC PACKAGE:

2.1.1. Renovate the building as needed to meet the requirements for an alternate Base

Defense Operation Center (BDOC) as per latest revision of UFC 4-141-04, “Emergency Operations

Center Planning and Design”. Rearrangement of the interior spaces shall be necessary in order to accommodate the functions requested. As of today, a minimum of six people will form the team for emergencies for Morón Air Base: Security Forces (1), Fire Department (1), Spanish Air Force SF (1), Flight Chief (1) and Command Office (2). A preliminary building layout is included in attachment D, noting that these preliminary approaches are subject to change during the design process. Regarding the Fire Department, the initial intention is to keep the primary dispatch location in Fire Department

Building (Bldg 1427) and only provide an alternate location in building 1334. The Central Security

Control should be large enough to house communications equipment base and area maps, sensor system annunciation and display equipment, auxiliary power equipment, workstations, adequate free floor space for electronic equipment, noise attenuation features, and support for flight operations.

2.1.2. Provide a new sidewalk connecting the existing sidewalk to the ARMAG door.

2.1.3. Repair exterior metal door and provide new hardware.

2.1.4. Improve interior finishes and retiled according to new functioning spaces organization.

2.1.5. Provide partition for communication center.

2.1.6. Replace interior doors and hardware.

2.1.7. Replace the acoustical tiles ceiling.

2.1.8. Repair existing access floor, replace missing tiles and adapt to new layout or replace the entire system if resulting unfeasible.

2.1.9. Perform minor repair to exterior roof slab surfaces by patching, crack repair and painting.

2.1.10. Repair gutters and downspouts, replace/repair brackets, paint and seal section joints.

Repair broken ceramic roof tile, regrout joints and clean the roof,

2.1.11. Install a certified fall arresting system at the roof ridge line.

2.1.12. Provide signage on the access road to provide direction to emergency responders in accordance to military installation standards identifying the facility as the Alternate Emergency

Operations Command Center.

2.1.13. Provide and install wet pipe fire suppression system from the closest main 6” water pipe in accordance with NFPA 13.

2.1.14. Renovate HVAC systems, including one specific unit for the communications server room.

2.1.15. Renovate grounding and bonding system of building.

2.1.16. Renovate electrical distribution system in the whole building.

2.1.17. Upgrade lightning protection system, including any surrounding elements violating the protected zone, such as Giant Voice loudspeaker pole and other antennas.

2.1.18. Renovate lighting system with LED luminaires and controls.

2.1.19. Provide a new combined fire alarm/mass notification system.

2.1.20. Telecom system renovation to include premise wiring from LAN/telephone drops up to location of switch. Base Communications department will provide patch panel for connection, rack, switch and, if needed, additional fiber optic lines to the building. Provisions shall be made for possible new systems to be installed, such as the 911 server, MNS dispatch, etc.

2.1.21. Enclose the electrical/telecomm room with a fire-rated partition per NFPA 101 and provide anti-static flooring.

2.1.22. Replace gate intercom with a new one with TV camera.

2.1.23. Renovate electrical service lines and circuit breaker in transformer substation #1300 if needed as a result of new building load.

2.1.24. Provide new service lines, ductbanks and manholes to provide power to new armory container from building power system.

2.2. ADDITIVE ITEM 1:

2.2.1. Reorganize the kitchen countertop and cabinet to allow the installation of a refrigerator.

2.2.2. Repair sidewalk and seal joints with building.

2.2.3. Replace toilet/kitchen fixtures in bad condition.

2.3. ADDITIVE ITEM 2:

2.3.1. Provide a new permanent emergency generator with 4-pole automatic transfer switch.

If needed, existing concrete slab for future generator shall be expanded.

2.4. ADDITIVE ITEM 3:

2.4.1. Expand the concrete slab by new 25 cm thick, 2.00x5.00 meter approx. slab on grade with doweled joint connection, demolish sidewalks, electric manholes and light fixtures from the area to be occupied by the addition and improve the soil condition for slab placing.

2.4.2. Load, haul and install a portable ARMAG container from its location on Base to proposed location and anchor in accordance with manufacturer recommendations. The armory will be furnished by the Government. Exterior dimensions of ARMAG: 25x10x10 ft (7.63x3.1x3.1 m), Net Weight of ARMAG: 45000 Lb (20412 Kg).

2.4.3. Refurbish the portable ARMAG container by:

a. Remove interior paneling, timber and insulation in bad condition from walls (approx.

50%), remove paneling and timber from the floor and store the wood plank for subsequent reuse.

b. Scrape exterior paint up to obtain a clean surface of steel envelopment, remove interior paint and rusting from the interior metal skin after demolition.

c. Remove interior light fixture.

d. Apply corrosion inhibitor passivate coating, two component epoxy polyamide primer with zinc phosphate and two coats of two component polyurethane acrylic enamel to all exterior metal envelopment and interior exposed metal surfaces of walls, underfloor and ceiling.

e. Install interior 16 mm wood waterproof plywood, 25 mm thick polystyrene insulation board with aluminum veneer, two 30 mm thick layers of timber and interior finish of

16 mm thick plywood with melamine veneer.

f. Install two 30 mm thick layers of timber, a 16 mm thick waterproof plywood and a 2 mm thick min. of vinyl flooring.

g. Provide electrical service, new lighting fixtures, bonding and Lightning Protection

System (LPS)/Grounding as required.

2.4.4. Install a canopy of insulated galvanized metal paneling at the front door covering

2.50x5.00 meter approx. including metal frame and anchorage to the expanded slab.

2.4.5. Install concrete curb around the container and seal the joint.

2.4.6. Provide electrical service, new lighting fixtures, bonding and Lightning Protection

System (LPS)/Grounding as required.

3. SITE AVAILABILITY:

3.1. The Contractor shall coordinate with the Contracting Officer or authorized representative for site visits with a minimum of ten (10) working days in advance. The attendance to the site visit prior to the design phase commencement is mandatory.

3.2. The Contractor is responsible to investigate the site as needed to complete the project.

The Contractor shall follow all instructions to comply with the base access requirements and restrictions on the 1334 area.

4. PROJECT PHASING: The Contractor shall plan and execute all works in strict adherence to phase completion requirements provided by the Government below. The two general phases of the project shall be the Design Phase and the Construction Phase. A notice to proceed

(DNTP) for the design phase and, upon request to the Contractor Officer, a notice to proceed (CNTP) for the construction phase will be issued. The construction phase shall consider the phasing plan required to perform works with minimum interferences to Base operations and security, including a

Construction Phasing Plan. The estimated project phases (not to exceed days) will be as follows (see next page):

4.1. The total performance period proposed for this project, 555 calendar days, including the design, the preconstruction, construction and finish activities and average inclement weather days, is for information purposes only. In this case, the Contractors should request a CNTP from the

Contracting Officer when preparing to mobilize for construction, the CNTP can be requested before design has been finalized. The Contractor shall provide his proposed performance period with his response to this scope of work showing the same breakdown items shown above. Should Additive item #2 is not awarded, the 65% Review and Approval period will be reduced to 25 calendar days

(instead of 90) and therefore, the total proposed performance period would be 490 calendar days.

4.2. The Government design review continues through the 100% design to provide direction, as pertaining, to the quality and content of the documents.

PART 4 - DESIGN REQUIREMENTS

1. PROJECT DESIGN:

1.1. The project design shall be performed by a certified A-E firm hired for this project by the Contractor, regularly engaged in projects of similar size and type, whose design meets Spanish, US and NATO regulations. The A-E shall provide a comprehensive description of the project to be designed under this contract. The description of the project shall be prepared in sufficient detail to clearly describe all functional requirements and minimize design changes. During the progress of the work, the A-E may expect minor changes in criteria within the general scope of the project and shall make necessary adjustments accordingly. The 35% design submission is intended to clarify and establish specific requirements of project.

1.2. The project submitted by the A-E Firm shall represent the best engineering solution possible providing a complete and usable installation. All work must be in accordance with current criteria, guides and specifications established by the Spanish, US and NATO regulations.

2. ENVIRONMENTAL CRITERIA: The Integrated Natural Resources Management

Plan for Morón Air Base and the Final Governing Standards (FGS) for Spain shall be followed to assure final design meets all environmental requirements.

3. SERVICES. The services to be performed and project documents to be provided to the Government shall include the following:

1. Design analysis.

2. Technical specifications.

3. Drawings.

4. Cost estimates.

5. Design conferences, site inspections and investigations (to include minutes of all meetings).

4. KICK-OFF MEETING: Before beginning the design and within 25 days of contract award, the Contractor shall review current criteria, guides and specifications, make a thorough study of conditions at the site and the requirements of the project. A kick-off meeting shall be held by the

Contractor with the members of the Base and Government representatives to clarify the functional requirements to be met and the scope of the work. Any conflict shall be brought to the attention of the

Contracting Officer. The expected outcomes of this meeting are:

1. Integrate the Contractor and all Base and Government representatives into the project team.

2. Achieve consensus from the project team on any issues and concerns with the Contractor's technical proposal and the User's functional requirements.

Confirm the design is within the project budget.

3. Establish and explain policies and procedures for completion of a successful project.

4. Establish clear lines of communication and points of contact for

Government and Contractor team members.

5. Establish project design schedule, design submittal packaging, and preliminary construction schedule including the main activities related to the construction of this project foreseen at this stage.

6. Discuss design milestones and events.

7. Establish clear expectations and schedules for facility turnover, providing asset management records, O & M submittals, and training of Government maintenance personnel.

8. Establish procedure for design packages reviews, Contractor's resolution to comments, and Government's role in review of packages.

5. DELIVERABLES: The submission requirements at the different design review milestones shall be as indicated below.

5.1. First Submittal: This submission to the Contracting Officer or authorized representative shall be at approximately the 35 percent stage of completion (see requirements in table below). The Contracting Office or its authorized representative shall furnish the A-E with the comments and corrections from the 35% review package to be incorporated in the subsequent submission.

5.2. Second Submittal: This submission to the Contracting Officer or authorized representative shall be at approximately the 65 percent stage of completion. The documents in the table below shall be provided as deemed necessary to convey the design intention in a construction contract. Likewise, comments and corrections shall be provided, after revising the package, to be included in the third submission.

5.3. Third Submittal (Pre-Final). This submission (95 percent) shall be essentially complete from A-E viewpoint and shall include information in sufficient detail of all phases of the work to provide a complete technical submittal. The intent of this submission is to prevent premature

SOW 16 of 114 time-consuming reviews of incomplete drawings and specifications. All submittal data, including plans and specifications, shall be date stamped with the date of submittal. An incomplete submittal shall not be accepted. Engineering calculations shall be legible, neatly arranged, bound and indexed.

The A-E's name and the project title shall be shown, as well as Contractor’s name. Design data shall be clearly stated, and where unconventional design methods or formulas are employed, reference sources shall be cited. Specifications for the third submission (95%) shall be complete, with all elements thoroughly checked and coordinated with the drawings and with sufficient detailed information to permit accurate construction of the project. The third submission shall incorporate all comments of the previous submission. Particular emphasis shall be placed on coordination of the different disciplines where parts of the design are subcontracted. The Contracting Office or its authorized representative shall furnish the A-E with the comments and corrections to be included in the final submission following the review of the third submittal.

5.4. Final Submittal Project Design. The final submission (100%) shall incorporate the corrections and clarifications noted on the third submission or an explanation provided for not doing so.

5.6. Appropriate Signatures. Each final drawing shall be signed by the Designer of Record

(DOR). The project shall be validated by the organizations of Morón Air Base involved on the project with a signature on the cover sheet. To expedite this process the A-E shall send the original drawing of the cover sheet on polyester with the third submission and it shall be returned to the A-E prior to the final submission with the required signatures.

5.7. Project Drawings Final Submission. Project drawings shall be final and complete with all elements thoroughly checked and coordinated. All elements of the work shall be properly coordinated to insure that there are no conflicts between all portions of the work. Particular emphasis shall be placed on this coordination when certain elements of the design are performed under sub-contract to the A-E contract. Drawings shall be prepared in order to avoid errors, omissions, inadequacies or conflicts with the specifications. Applicable parts of the following design data shall be shown on the drawings.

5.8. Format for Drawings:

5.8.1. AUTOCAD Requirements: All designs shall be accomplished in AUTOCAD 2015 or higher and shall be submitted on CD ROM and in one set of Mylar reproducible.

5.8.2. Size of Drawings: The A-E shall use drawing size DIN A-1 841 mm x 594 mm in all cases unless specifically directed to use another size.

5.8.3. Lettering and Shading: The minimum size lettering on all project drawings shall be

2.5 mm high. Make minimum gap between lines equal to one-half the letter height. Shading is not acceptable.

5.8.4. Scales: Locate it directly under the title of each plan, elevation, section and detail and shall be an indication of the scale of the object drawn (example: SCALE 1:100) on the metric system unless otherwise approved. In addition to the conventional scales, and directly to the left of the title block, shall be a series of graphic scales, which shall include every scale used on the sheet. Scales shall be placed in sequence according to size with the smallest uppermost. If it is not sufficient to

SOW 20 of 114 place all scales on one sheet, each sheet must be treated independently, as the drawings used usually are reduced in size and not always at scaled. For these reasons, it is imperative that graphic scales be shown.

5.8.6. Arrangement of Drawings: Drawings shall be arranged and comply with the A/E/C

CAD Standard – Release 5.0, prepared by the CAD/BIN Technology Center.

5.8.7. Register number: All drawing sheet shall be incorporated in its title box the register number record provided by Morón Air Base Civil Engineering specific for each project.

5.8.8. Drawing Orientation: The orientation of drawings shall be arranged with North toward the top (or left edge, if better suited) of the plotted sheet and perpendicular to the sheet borderline. On individual sheets, if the shape of the area dictates, the North symbol can be oriented between these directions to accommodate the site. For example, on drawings having excessive longitudinal but limited lateral dimensions, such as those for roads and railroads, the North symbol can be oriented obliquely to make the best use of available space. All drawings of the same discipline shall be consistent in orientation in so far as practicable.

5.8.9. GIS Master Plan: Coordinate with Geobase office for requirements on GIS drawings and obtaining initial site plans for GIS survey.

5.9. Requirements for Project Specifications:

5.9.1. Project Specifications Preparation. The project specifications form a part of the contract documents. Project specifications shall be as brief as possible, definite, and free of ambiguities and omissions, which might result in controversies and subcontractors' claims for additional compensation. For construction projects, which involve interruptions of existing facilities operations or major utility usage, it is the Contractor's responsibility to discuss the required outages and interruptions with the Contracting Officer or authorized representative and operations personnel to establish a construction schedule for these interruptions in the contract specifications. In order to provide conformity in reproduction of specifications, it is requested that all sketches, which are to be bound as a page in the specifications, be drawn on a sheet of A4 page size with 1.25 mm margin on all sides.

5.9.2. Standard Specifications. The guideline for the specifications shall the Unified

Facilities Guide Specifications (UFGS). Maximum use shall be made of standard specifications, materials and methods of construction available in Spain (for example, UNE, CÓDIGO TÉCNICO

DE LA EDIFICACIÓN, PLIEGOS DE CONDICIONES DEL MOPU, among others). Federal and

Military Specifications and other standards such as ASTM, ASME, AASHO shall not be used if the products or the methods described are not available in Spain or are not common practice in the local construction industry, unless there is a requirement for use of such product or method (ie; U.S.

SOW 21 of 114 standard electrical devices). In general, the materials shall meet all necessary requirements and be specified briefly in the project specifications.

5.9.3. Spanish Translation of Specifications: It is a requirement to submit a Spanish translation of project specifications. Project drawings shall contain both the English and Spanish versions.

5.10. Cost Estimate Requirements: It shall provide a detailed breakdown of all items required for the construction project based on this design. The Construction Cost Estimate Breakdown shall be developed, at least, in accordance with the divisions of the UFGS, and marked "For Official

Use Only". Cost estimates shall be prepared separately for each funding source category. Summary sheets of not more than 4 pages shall be provided.

5.11. Correspondence: The Contractor shall forward all correspondence pertaining to this contract to the Morón Air Base Contracting Officer or authorized representative including submittal packages, minutes of meeting and all pertinent documents. The only exception to this requirement is the 100% submittal, which shall be delivered directly to Civil Engineering of Moron Air Base.

5.12. Minutes. The Contractor is responsible for recording, typing, and preparing the meeting minutes of all pre-design and design review conferences for their distribution.

6. COORDINATION The Contracting Officer or authorized representative, in coordination with his technical representative, shall establish liaison between the Contractor and all

U.S. Government agencies for general and detailed technical information necessary to completing the terms of the contract. The Contracting Officer or authorized representative, in conjunction with the technical representative, shall assist the Contractor to gain access to Base and facilities necessary to complete the terms of the contract.

7. MATERIALS TO BE MADE AVAILABLE BY THE GOVERNMENT PRIOR TO

DESIGN START: The Government shall provide access to the Contractor to the following materials prior to design start:

1. Existing record drawings.

2. Government publications and criteria shall be available for review, during normal duty hours, at the Base Civil Engineering Office, Bldg 202, of Moron

Air Base, Spain.

3. One copy of the facility as-built drawings necessary for design.

4. Project, project register number, title block and drawing frame to be used for final contract drawings in AutoCAD 2015 file.

5. Key Map of Spain, Vicinity Plan, Base Map, Reference Key, logos, drawing schedule table and project coordination table for the cover sheet in AutoCAD

.2015 file.

6. AutoCAD seed files, color table, font resource files used for the creation of AutoCAD design files.

7. A sample of Cover Sheet and Second Sheet. These samples are to be strictly adhered to when formatting the cover and second sheets for each project. The

Contractor shall be required to edit the list of abbreviations.

8. Vicinity, Location and Base information for the project location in

ESRI (Environmental Systems Research Institute) Geodatabase, as well as reference control points in UTM WGS84 coordinates system.

9. Submittal Sheet for project design packages.

10. Standard specification cover sheet.

11. Files of existing site and facilities’ plans, details and utility plan files shall be made available to the Contractor. The Contractor shall research the files of all applicable drawings and generate a list of any document that is deemed necessary. The

Government shall provide copies of the drawings within 72 working hours of the

Contractor's request. All provided drawings in either hard copy or digital drawing file formats are record drawings and not as-built drawings. Air Force record drawings are from past construction projects that may not reflect the true as-built condition. The Air

Force shall provide one full size copy of each drawing required. Any additional copies of any one particular drawing shall be at a reduced scale, normally half size.

PART 5 - PERFORMANCE TECHNICAL SPECIFICATIONS

1. ARCHITECTURAL WORKS

1.1. Demolition works shall be carried out in accordance with Real Decreto 105/2008

Producción y Gestión de los Residuos de Construcción y Demolición, Ley 22/2011, de 28 de Julio, de Residuos y Suelos Contaminados and Orden MAM/304/2002 Operaciones de Valorización y

Eliminación de Residuos.

1.2. Interior door: Frames: Shall be made of vinyl coated preformed metal profile made of 1.2 mm thick galvanized metal sheet , interiorly treated with corrosion-proof primer. The coat of vinyl shall have a minimum thickness of 150 microns. The frame shall be adapted to the thickness of the partition where the door is going to be installed. Frames shall be installed by means of hidden brackets with adjustable screw and filling material of polyurethane foam. Fire rated doors shall be provide with a intumescent band in the frame metal profile.

Door leaf: Shall be 45 mm total thick flush and solid door. Door leaf shall be constructed by means of chipboard panel covered of 3 mm thick HPL phenolic compact sheet on both sides.

The door structure shall be of perimeter frame in solid beech wood. Fire rated door shall be constructed with interior fireproof core chipboard panel.

1.3. Solid metal doors: The door design shall be 44 millimeters minimum thickness, hollow metal, industrial type construction with minimum 14 gauge (1,9 mm) skin plate thickness both sides, internally reinforced vertically, with continuous steel stiffeners spaced 150 mm maximum on center. Provide steel frames for the entire perimeter of door leaf. Material: Metal sheet S 235 steel type UNE-EN 10025. Frame and stiffeners of hot laminated steel profiles. Hinges: Provide four hinges per door leaf of ball bearing hinge type. Louver shall be made of fixed blades from standard

“S” shape performed steel profiles 1 mm minimum thickness. Frames: Hot rolled profiles 50 mm thick with mitered joint. Anchor: Provide anchors to secure the frame to adjoining construction, minimum of three anchors for each jamb and floor anchor of drilled for 10 mm anchor bolts at bottom of each jamb member. All steel profiles and metal sheet shall be of welded construction with continuous, full penetration welds. Prior to painting works, all steel surfaces shall be cleaned from rust, grease or any waste from metal works. All steel surfaces shall be paint finished with two component epoxy-polyamide primer with zinc phosphate and two coats of dual component polyurethane acrylic enamel.

1.4. Hardware: Provide complete hardware for new doors from the standard manufacturer of Morón AB. Hinges 4/7/5/1/1/0/0/12 UNE –EN 1935, Panic Bar 3/7/6/1/1/3/2/2/A, Handle, inlayed lock, door shutters 4/8/2-6/1/1/4 UNE-EN 1154

1.5. Exterior Closure: Perform general repairs as defined, in accordance with Código

Técnico de Edificación CTE, document Básico HS Salubridad.

1.6. Roof: System to be repair shall follow Unified Facility Criteria UFC 3-110-03

Roofing, with Change 3. Roof construction for canopy shall be formed by a reinforced concrete roof slab, connected with the existing one and pitched roof of ceramic tiles equal to the existing.

1.7. Personal Fall Arrest System: Provide a system capable of stopping the fall of a worker from any work surface that is more than 1.80 meters in height, consisting of one or more lifelines adequately anchored on which workers hook their lanyards to their harness. The system consists of

60x60x3 mm anchor posts, anchoring end, intermediate anchor and final absorber of stainless steel

ANSI 316.

2. MECHANICAL WORKS

2.1. New HVAC equipment shall be 208-230Volts/1 phase/60 Hz imported from the USA.

Inverter technology air to air heat pump type with head pressure control kit. Other commercial refrigerant substituting R-410A refrigerant shall be considered during the design. The refrigerant pipes shall be insulated and protected with aluminum jacket. Ductwork shall be galvanized steel sheets UNE 37552. Diffusers and grilles shall be lacquered aluminum.

2.2. Due to the change of use of the building, a specific HVAC system for computer rooms is not required. The new HVAC system shall be capable of providing independent temperature control and fresh air renovation for each individual space. Available space above the drop ceiling tiles is 25 cm approximately. Raised floor shall not be used as supply/return plenum.

2.3. Toilet/kitchen plumbing fixtures and accessories in bad condition shall be replaced with similar models from the same manufacturer. All flexible water pipes, flush valves and water mixers shall be replaced with similar one models from the same manufacturer.

2.4. Underground water distribution pipes shall be high density polyethylene PE100 PN10.

Above ground water pipes shall be DIN2448 galvanized steel. Backflow preventers shall be imported from the USA, same manufacturer than the existing ones in Base. Underground gate valves, valve boxes, air relief valves, flow meters, etc... shall be of the same manufacturer than the existing ones in

Base.

2.5. Aboveground fire suppression water pipes shall be ANSI B 36.1 SCH 40. Barrel type fire hydrants, fire hydrant gate valves and valve boxes shall be of the same manufacturer than the existing ones in Base and imported from the USA. Post indicator valve, control station for sprinklers and wet pipe fire suppression elements shall be of the same manufacturer than the existing ones in

Base.

2.6. Wet pipe fire suppression system shall be calculated in accordance with NFPA13.

Residual pressure at 20 PSI data for surrounding fire hydrants are as follows: H113=1186 GPM, H114=1186 GPM, H115=1290 GPM.

3. ELECTRICAL WORKS

3.1. General system description

3.1.1. This project requires a complete renovation of electrical systems in building #1334 located in the Bldg’s #1301 compound, as well as the upgrades to electrical installations indicated in

Part 3 of this SOW. Also new electrical systems and communications related equipment will be considered in the design as also indicated in Part 3 of this SOW. All systems shall be complete and operational.

3.1.2. Electrical distribution system in Morón Air Base is 12,47 kV primary, three phase, four wire, 60 Hz, and 208/120 volts secondary, three phase, four wire, unless otherwise indicated.

3.1.3. Demolitions required under this project shall be performed as indicated in the architectural works paragraph, and incorporating specific requirements for lighting devices under category 5 of the R.D. 208/2005.

3.1.4. Provide an electrical system complete in place, tested and approved, as specified throughout this SOW, as needed for a complete, usable and proper installation. All equipment shall be installed per the criteria of PTS, applicable codes and manufacturer’s recommendations. Where the word “should” is used in the manufacturer’s recommendations, substitute with the word “shall”.

All electrical raceways under this project shall be installed, to the maximum extent feasible, concealed in walls, above false ceilings or below raised floors, following applicable installation criteria in regulations. The only exception to the installation of concealed raceways is where this would lead to structural damage.

3.2. Interior Distribution System

3.2.1. Conduits and fitting. The number of conductors permitted in conduit, shall conform to the applicable provisions of the National Electrical Code for the conduit of the equivalent internal diameter. In no case conductors area shall exceed 40 percent of conduit cross sectional area. Conduit sizes in drawings refer to interior free diameters. Conduits and fittings shall conform to the following:

3.2.1.1. Rigid Steel Conduit (Zinc): ANSI C80.1. Galvanized steel. To be installed where exposed to weather, where subject to physical damage, where exposed on exterior of buildings and where so indicated in project drawings.

3.2.1.2. Electrical, Zinc-Coated Steel Metallic Tubing (EMT): ANSI C.80.3. Hot zinc-galvanized steel. To be installed in branch circuits and feeders above suspended ceilings or exposed where not subject to physical damage and where so indicated in project drawings.

3.2.1.3. Flexible Metal Conduit: UL 1, UNE-EN 50086-1 or UNE-EN 61386-23, for recessed and semi-recessed lighting fixtures; for equipment subject to vibration; and for motors other than pumps. Limited to 6 ft (1.80m) length. They shall be armored with exterior PVC insulation;

SOW 27 of 114 minimum compressive strength of 1,250N with a 25% maximum deformation, medium impact resistance, operating temperature range from -5ºC to +60ºC, flame propagation resistant, tensile strength greater than 250N. The connections shall be watertight.

3.2.1.4. Flexible Conduit (non metallic): To be installed only embedded in walls. Corrugated halogen free conduit. For electrical installations in public occupancy buildings. Flame retardant. Low emission of opaque fumes and toxic gases. Non emission of corrosive gases and halogen acid. Stable up to +90ºC – compression resistance 320 N “Transversally elastic” and impact resistance 2 Jules to

-5ºC in accordance with UNE EN 61386-23. Light grey. Dimensions in accordance with UNE EN

60423.

3.2.1.5. Fittings for Flexible Nonmetallic Conduit: Fabricated in halogen free polyamide.

Similar characteristics to rigid conduit UNE EN 60423

3.2.1.6. Surface Metal Raceway: UNE 50085-1. Anodized aluminum, RAL 9006 color, totally enclosed, snap-cover type, with two separate spaces with different covers and spacer for both power and communication wiring. Dimensions needed to enclose power and communications wiring. IK07, IP4X protection ratings. To be installed in administrative buildings to provide configuration of workstations flexibility.

3.2.1.7. Weatherproof Metal Raceway: Steel with green epoxy-polyester coating, UNE

50085-1 compliant, cover removable by means of screws, impact resistance 20J, maximum installation temperature 120º, flame resistant, electrically continuous, protection index IP65.

Corrosion resistant. To be installed for power distribution from emergency generators to automatic transfer switches.

3.2.1.8. Fittings for Metal Conduit and EMT: Ferrous fittings shall be cadmium- or zinc-coated in accordance with UL 514B. Fittings for Rigid Metal Conduit shall be threaded-type, split couplings unacceptable. Fittings for EMT shall be steel compression type.

3.2.1.9. Fittings for Flexible Metal Conduit: Ferrous fittings shall be cadmium- or zinc-coated in accordance with UL 514B or compatible with UNE-EN 61386-23 conduit.

3.2.1.10. Fittings for Surface Metal Raceway: Standard products from the manufacturer of the raceway. Include all required fittings and accessories for a complete installation, such as spacers, couplings, angles, cable rails, receptacle/LAN drop boxes, adaptors and covers, end and joint covers, tees, etc.

3.2.1.11. Fittings for Weatherproof Metal Raceway: Standard products from the manufacturer of the raceway. Include all required fittings and accessories for a complete installation, such as couplings, screws, curves, junction boxes, end covers, couplings, gaskets, supports, etc.

3.2.2. Outlet boxes, junction boxes, pull boxes and conduit outlet bodies: UL 514A, zinc-coated ferrous metal. Boxes for shall be of the cast metal hub type when located in normally wet

SOW 28 of 114 locations and when surface or flush mounted outside of exterior surfaces. Junction, pull and connection boxes of surface mounted devices or lighting fixtures shall be sheet steel. Each box shall have the volume required for the number of conductors enclosed in the box, with 1,640 ml (100 cubic inches) minimum. Boxes installed for concealed wiring shall be provided with suitable extension rings or plastic covers, as required. Boxes to be used in masonry-block or tile walls shall be square-cornered tile-type. Cast metal boxes installed in wet locations and boxes installed flush with the outside of exterior surface shall be gasketed.

3.2.3. The wiring system shall consist of insulated, single-conductor cable installed in conduits, raceways or cable trays. All conductors shall be copper and no smaller than 2.5 mm².

AENOR certified. Conductor color coding shall be as per UNE 21089.

3.2.3.1. Main Distribution Panel to Secondary Panels: Connecting conductors for main distribution panel to secondary panels shall be flexible class 5 copper and shall be rated 1000 volts nominal capacity with cross-linked polyethylene (XLPE) insulation in accordance with UNE 21123-

4. Insulation shall be moisture and heat resistant and be suitable for maximum operating temperature rise of 90ºC. Technical designation RZ1-K (AS), flame retardant (AS), halogen-free with thermoplastic polyolefin (Z1) jacket.

3.2.3.2. Wiring for Lighting, Receptacles and Other Loads Circuits: Connecting conductors for lighting and power circuits from secondary panels shall be flexible class 5 copper and shall be rated 450/750 volts nominal capacity with halogen-free thermoplastic polyolefin insulation.

Insulation shall be moisture and heat resistant and be suitable for maximum operating temperature of

70ºC. Technical designation H07Z1-K(AS), flame retardant (AS), halogen-free with thermoplastic polyolefin (Z1) jacket. In accordance with UNE 211002.

3.2.3.3. Connecting Conductors to Motors: Cables feeding motors (i.e.: air conditioning units, etc.), shall be flexible class 5 copper and shall be rated 1000 volts nominal capacity with cross-linked polyethylene (XLPE) insulation in accordance with UNE 21123-4, unless otherwise indicated in project drawings. Insulation shall be moisture and heat resistant and be suitable for maximum operating temperature rise of 90ºC. Technical designation RZ1-K (AS), flame retardant (AS), halogen-free with thermoplastic polyolefin (Z1) jacket.

3.2.3.4. Grounding Conductors: Shall be insulated copper, unless otherwise indicated due to size. In that case, the conductors shall be unshielded twisted copper. Grounding conductors shall be same technical designation as the conductors which they run along with.

3.2.4. Device plates: UL compliant, one-piece device plates for outlets to suit the devices installed (one-, two-, three-gang or more as required). Standard size. Plates shall be stainless steel with brushed finish having round or beveled edges in mechanical rooms, over false ceilings, mechanical rooms and outdoors or thermoplastic nylon in other interior spaces. Plates shall be same color as receptacle or toggle switch with which they are mounted. Plates for emergency receptacles shall be 302 stainless steel with brushed stainless steel finish and shall have the word

‘EMERGENCY” engraved. Screws shall be machine-type with countersunk heads in color to match

SOW 29 of 114 finish of plate. Sectional type device plates will not be permitted. Plates installed in wet locations shall be gasketed and UL listed for “wet locations”.

3.2.5. Toggle switches: Standard size. Shall meet Federal Spec W-S-896. Wall switches shall be of the totally enclosed type with bodies of thermoplastic or thermoset plastic and mounting strap with grounding screw. Handles shall be ivory for interior areas or gray thermoplastic for exterior/mechanical room areas. Wiring terminals shall be side wired screw type. Not more than one switch shall be installed in a single gang position. Switches shall be rated 20 amperes, 120/277 volts for use on an alternating current only, shall be suitable for the control of lamp loads up to their full rated capacity and be single-pole, two-pole or three-ways as required. Toggle switches shall industrial heavy duty grade.

3.2.6. Receptacles: Standard size.
