About this file
This statement of objectives document outlines requirements for a research subcontract opportunity to advance heliostat technology for concentrating solar power applications. The National Renewable Energy Laboratory is seeking proposals to create an engaged heliostat research community, validate heliostat performance assessment methods, develop modeling and testing standards, and provide publicly available tools and resources. Subcontractors will conduct research and development activities to address critical gaps identified in a 2022 roadmap workshop. Deliverables will include quarterly and final reports detailing technical progress and project results. The subcontract period of performance is up to five years, with an initial phase and option for subsequent additional phases contingent on performance and funding availability. Proposals are due by responding to the related Department of Energy HelioStat Technology Advancement solicitation to further the goals of improving heliostat cost, performance, and reliability.

APPENDIX A
STATEMENT OF OBJECTIVES
“Heliostat Technology Advancement”
December 1, 2023
<STATEMENT OF OBJECTIVES IS FOR SOLICITATION ONLY.
THIS LANGUAGE IN COMBINATION WITH THE FINAL,
NEGOTATED PROPOSAL WILL CREATE THE PERFORMANCE
WORK STATEMENT THAT WILL BE INCLUDED IN THE
SUBCONTRACT. >
1.0 BACKGROUND
The Heliostat Consortium (HelioCon) is led by the National Renewable Energy Laboratory (NREL) and includes partners Sandia National Laboratories (Sandia) and the Australian Solar Thermal Research Institute (ASTRI). HelioCon is a U.S. consortium to support research, development, validation, commercialization, and deployment of low-cost heliostats for concentrating solar power (CSP) and concentrating solar thermal (CST) applications. Heliostats are a critical component of CSP power tower technologies. A heliostat field represents 30%–50% of the direct system cost and can be a large component of plant operations and maintenance (O&M) costs. To meet the U.S. Department of Energy Solar Energy Technologies Office’s (DOE-SETO) target of 5 cents/kWh for baseload CSP configurations or 0.8 cents/kWh for thermal production, significant techno-economic improvements for heliostats will need to be realized—both a reduction in costs and an improvement in performance and reliability.
HelioCon works closely with DOE and a board of advisors composed of CSP developers, component suppliers, utilities, and international experts to achieve the DOE-SETO 2030 objectives for U.S.-manufactured heliostat cost, performance, and reliability. To further advance U.S. heliostat technologies, HelioCon engages with subject matter experts and general stakeholders for direct, project-level collaboration, external consulting, and mission-specific panels or workshops.
2.0 STATEMENT OF OBJECTIVES
In the next five years, HelioCon aims to create:
• An engaged, active heliostat community to further advance heliostat technologies.
• A fully validated third-party performance assessment platform for an integrated heliostat and its components
• A series of modeling and testing guidelines and standards
• A publicly available, easily accessible suite of tools, models, and resources for the public
3.0 SCOPE OF WORK
<RESERVED> Final Scope of Work will be inserted upon Award Selection to fit each successful Awardee’s specific project following that proposal’s selection through the solicitation process. Based upon the Statement of Objectives and expected
Page 2 of 6 RG II-001, Exhibit A (09/30/2020) activities presented herein, the Offeror will propose a Scope for the work which upon selection as the successful Offer, will be converted to a Performance Work Statement (PWS) Scope by NREL. The SOW will be transmitted to the Successful Offeror for Agreement and the PWS will be mutually agreed upon and incorporated into the proposed Subcontract.
If a multi-year project is proposed, the project shall be proposed in Phases, Phase 1 representing the Year One work and Phase Two representing the Out Year’s work. The Deliverables shall tie to these 2 Phases. Upon completion of Phase 1, NREL will make a go/no go decision, based upon its sole judgement, whether or not authorize a Phase 2.
The go/no go decision will depend on the availability of Federal Funds and the successful outcome of Phase 1 to include project performance, project schedule adherence, the extent milestone objectives are met, compliance with reporting requirements, and overall contribution to the program goals and objectives.
Subcontractor shall conduct research, development, validation, and deployment of low-cost heliostats for concentrating solar power (CSP) and solar thermal (CST) applications.
Subcontractor shall address the critical gaps identified by industry member, stakeholders and suppliers during the 2022 Helicon road map workshop (provide a link where they can get the results)
4.0 TASKS
<RESERVED> Tasks will be finalized upon selection of the proposal for subcontract award. Tasks will designed to fit each successful Awardee’s specific project based on the final, negotiated proposal. These Tasks will be based upon the NREL Statement of Objectives and Tasks proposed by the Offeror. Upon selection as the successful Offeror, these Tasks will be converted to PWS Tasks by NREL. The PWS will be mutually agreed upon and incorporated into the proposed Subcontract.
<Note: if you need a hold point. The language can be modified as needed.
Upon completion of Tasks x through x, NREL will make a go/no go decision, based upon its sole judgement, whether or not to authorize Tasks x through x. The go/no go decision will depend on the availability of Federal Funds and the outcome of Tasks x through x. If NREL should decide not to authorize Tasks x through x, the subcontract shall be considered complete upon submittal of the final deliverables for Tasks X through X. Note: If it’s easier to call this Phase I and II then you may do that as well. If the hold point technique is used, then a limit of obligation equal to the deliverables for the initial tasks or phase should be set. >
5.0 REVIEW MEETINGS AND TRAVEL REQUIREMENTS
<RESERVED> This Section will be defined upon Award Selection to fit each successful Awardee’s specific project. These Review Meetings and Travel Requirements will be based upon the NREL Statement of Objectives and Review Meetings and Travel Requirements proposed by the Offeror. Upon selection as the successful Offeror, these will be converted to SOW Review Meetings and Travel Requirements by NREL. The SOW will be transmitted to the Successful Offeror for Agreement and incorporated into the proposed Subcontract.
