About this file
This document is an amendment to a request for proposal issued by the National Renewable Energy Laboratory. The RFP seeks proposals for research, development, validation and deployment of low-cost heliostats for concentrating solar power and concentrating solar thermal applications. Foreign entities are eligible to propose as prime contractors for Subtopic 2b only, and may propose as subcontractors for all topics. The anticipated start date for awards is March 2024, though no later than June 2024. The amendment provides answers to questions from potential offerors, including clarifying that digitized non-proprietary data from Sandia's solar field may be available and that offerors can team with other parties to propose. Proposals are due no later than February 16, 2024 by 4:00 pm Mountain Time.

RFP No. RFX- 2024-10000
Amendment 2
January 16, 2024
OFFERORS:
SUBJECT: Amendment No. 2 to Request for Proposal (RFP) No. RFX-2024-10000, “Heliostat Technology
Advancement”
Amendment No. 2 is being issued to provide questions and answers to Offerors.
Question: Are foreign entities still prohibited from leading the proposal (including ASTRI)?
Answer: Foreign entities are eligible to propose as a Prime Contractor for Subtopic 2b only. Foreign entities may propose as a subprime for all topics. This includes all foreign entities.
Question: I have a question regarding the start date for the awards?
Answer: The start date is anticipated to be as soon as March 2024 but no later than June 2024.
Question: How keen is the group on exploring a computer vision-based solution for identifying defective heliostats and reducing opto-mechanical errors? Is there any previous computer vision work that has been done in the past? If yes, where can we take a look at it?
Answer: NREL is unable to provide an indication of how strong a given proposal would be prior to submission. That will be determined by receiving the fully compliant proposal, scoring and performing a best value analysis in accordance with the RFP provisions. Regarding what work has been done, we suggest that you research what is available in the public domain regarding NREL’s and Sandia’s work in this area.
Question: If our proposed approach aligns with your interests, could we gain access to heliostat datasets from NREL, such as drone footage, during the project?
Answer: We can provide digitized data from non-proprietary sources, most likely from the Sandia solar field.
Question: If direct dataset access isn’t feasible, would it be possible for us to collaborate as a subcontractor with companies that have dataset access and software licenses, like DO? We are open to various collaboration models and would appreciate your suggestions on this.
Answer: The Offeror can team up with another party to propose as a prime or be a subcontractor on a proposal submitted by another party who is proposing as a prime. NREL is unable suggest collaboration models or act as a “matchmaker.”
Except as otherwise stated in this RFP amendment, all other terms and conditions of the subject RFP remain unchanged.
Your organization’s proposal is due not later than February 16, 2024, 4:00 p.m. MT
