The National Renewable Energy Laboratory seeks proposals to fund research, development, validation and deployment of low-cost heliostats for concentrating solar power and concentrating solar thermal applications. The maximum page count for the technical volume is fifteen pages and there is only one required task and deliverables section that should be included in the additional supporting documentation. RFP No. RFX- 2024-10000
Amendment 3
January 30, 2024
OFFERORS:
SUBJECT: Amendment No. 3 to Request for Proposal (RFP) No. RFX-2024-10000, “Heliostat Technology
Advancement”
Amendment No. 3 is being issued to provide questions and answers to Offerors.
Question: We plan to submit a response to the above-referenced recent HelioCon RFP. We are at the stage where we would be moving our draft over into the Word template, as referenced in
Section 9 (page 14) of the solicitation. However, when we go to the HelioCon website, and also look at Appendix C of the solicitation, all of that is in PDF, not DOC or DOCX, format.
Is there a link to a DOC/DOCX formatted document anywhere, or should we just work to port the PDF template into Word in some way?
Answer: If the Offeror finds it necessary to convert the Intellectual Property Provisions Appendix C to
Word, then they may port the PDF template into Word.
Question: Section 9 of the RFP “Proposal Response Content and Form” notes that there is a
“current/pending” requirement. However, that is the only reference in the RFP. Are current and pending documents required? If so, is NSF format acceptable? If so, is the NSF certification okay, or do you want the
DOE separate document with the DOE assurances?
Answer: Please disregard the current/pending document requirement as that was an error.
Question: 1) Technical Volume Maximum Page Count Question:
In the summary table within the RFP, the maximum page count for the technical volume (which includes the
Cover Page, Project Overview, Technical Description/Innovation/Impact, Project Work Plan, and Project
Team and Resources sections) is listed as 15.
Section 9.1 of the RFP also states that the technical volume section is a total of 15 pages maximum.
However, within the template for the proposal, there is a note in red font following the Technical Volume title that reads "10 pages max".
Could you clarify the acceptable length for the technical volume (Cover Page + Project Overview +
Technical Description/Innovation/Impact + Project Work Plan + Project Team and Resources sections)?
Answer: The maximum page count for the technical volume is 15 as listed on Page 14 of the RFP. We apologize for the inconsistency.
Question: Task and Deliverables Table Questions:
RFP No. RFX- 2024-10000
Amendment 3
Within the Technical Volume template, there is a subsection under Project Work Plan titled "Tasks and
Deliverables Table". Section 9.2.4 of the RFP discusses the requirement for a Tasks and Deliverables section for each Offeror and provides an example table. However, this section is under the Additional Supporting
Documentation section in the RFP, which is not included in the maximum page limit of the Technical
Volume.
Could you clarify whether there are two required Task and Deliverables sections (i.e., one within the
Technical Volume and a second supporting document)? If there are two required sections, are they both supposed to be presented in table format?
Answer: There is only one Task and Deliverables section required and it falls under Additional Supporting
Documentation.
Except as otherwise stated in this RFP amendment, all other terms and conditions of the subject RFP remain unchanged.
Your organization’s proposal is due not later than February 16, 2024, 4:00 p.m. MT
