About this file
This document is a Standard Specifications reference file for the Pima Association of Governments (PAG) incorporated into the City of Tucson's Stone Avenue Youth Transitional Housing Project solicitation. The project involves a comprehensive renovation of a 50-room Econolodge facility located at Stone Avenue and Helen Street in Tucson, Arizona, converting single rooms into studio kitchenettes and replacing or modifying all major building systems including electrical, HVAC, plumbing, and structural components to meet current code requirements. The exterior will incorporate green stormwater infrastructure (GSI) practices for water harvesting and community gathering spaces. A pre-submittal conference is scheduled for Friday, December 5, 2025, at 8:00 a.m. at the project site, with bid submissions due by 2:00 p.m. Arizona time on Tuesday, December 16, 2025. Bids will be opened via Microsoft Teams with results available within 24 hours, and a Notice of Intent to Award will be issued within 60 days of bid opening. The project completion time is 540 consecutive calendar days from the Notice to Proceed.
The estimated contract price range is between $5,000,000 and $10,000,000, with bid security of at least 10 percent of the total bid amount required and 100 percent Performance and Payment Bonds mandatory for the successful bidder. The project is funded through HUD funding and is subject to Davis-Bacon prevailing wage requirements, with labor rates ranging from $10.39 per hour for general laborers to $33.00 per hour for structural ironworkers. Liquidated damages are assessed at $1,683.00 per calendar day for delays beyond substantial completion. Insurance requirements include Commercial General Liability coverage of $1,000,000 per occurrence, Commercial Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation coverage at statutory levels. Contractors must be registered with the City of Tucson and maintain an appropriate Arizona Registrar of Contractors license throughout project duration. All subcontractors with contracts exceeding $5,000 must be listed with the bid submission. There is no specific Small Business Enterprise (SBE) or Disadvantaged Business Enterprise (DBE) goal, though bidders must comply with federal requirements for encouraging small and minority business participation.
