About this file
This is Addenda #2 to an Invitation for Bids (IFB) issued by the Metropolitan Area Planning Council (MAPC) on behalf of the South Shore Regional Services Consortium, representing twelve Massachusetts municipalities: Braintree, Cohasset, Duxbury, Hanover, Hingham, Hull, Marshfield, Milton, Norwell, Pembroke, Rockland, and Scituate. The addendum, issued September 15, 2026, clarifies MassDOT prequalification requirements for five primary service categories: Roadway Surface Treatments (microsurfacing estimated at $3,094,286 annually; emulsion with latex chip seal at $961,026 annually; and asphalt rubber surface treatments at $430,476 annually); Pavement Markings at $591,081 annually; Street Sweeping at $59,600 annually; and Sidewalk Construction, Reconstruction & Resurfacing at $796,585 annually. The contract runs through December 31, 2027, with the awarding authority reserving the right to extend for two additional twelve-month options. Contractors must hold current MassDOT prequalification in the specific class of work required, with prequalification valuations calculated at three times the first-year estimated value to account for the potential three-year contract term.
The addendum emphasizes that all vendors must demonstrate capacity to provide services at three times the initial estimated value over the potential three-year contract period. For Item 14 (Sidewalk Construction), the document confirms that bidders require MassDOT prequalification of at least $2,389,755, or must obtain approval through MassDOT's waiver process. All contractors must comply with Massachusetts prevailing wage laws, MassDOT Standard Specifications for Highways and Bridges, MUTCD standards, and ASTM testing requirements. The CommBUYS bid identification number is BD-27-1217-MAP03-MAP03-133290, with additional details available through the state procurement platform.

2. Vendor Question:
Q: Can you please confirm that the MassDOT prequalification amounts for
Item 14 – Sidewalk Construction, Reconstruction and Resurfacing are correct?
The IFB lists an estimated one-year contract value of $796,585 and states that the
MassDOT prequalification value is calculated at three times the first-year value. Based on that language, it appears that bidders would need a MassDOT single contract limit of at least $2,389,755, unless approved through the waiver process.
A: The estimated one-year contract value of Item 14, Sidewalk Construction, Reconstruction
& Resurfacing is confirmed at $796,585.00. The language listed in this addendum in section 1, as recommended by MassDOT, illustrates that bidders are required to have a
MassDOT prequalification of up to three times the single-year amount or would require a waiver through MassDOT.
