About this file

This is a Bid Price Form for contract SS 2027 PW1, issued by the Metropolitan Area Planning Council (MAPC) on behalf of the South Shore Regional Services Consortium for twelve participating Massachusetts municipalities. The contract solicits bids for four service categories: Roadway Surface Treatments (microsurfacing, emulsion with latex chip seal, and asphalt rubber surface treatment); Pavement Markings (thermoplastic, water-based paint, and epoxy resin); Street Sweeping; and Sidewalk Construction, Reconstruction, and Resurfacing. The bid price form establishes unit pricing structures across all service categories, with quantities specified for various line items including surface treatments measured in square yards, pavement markings in linear feet and each, sidewalk materials in linear feet and square yards, and equipment rental in hourly rates. The contract term extends through December 31, 2027, with two optional one-year extensions available. Bids were due October 8, 2026, at 4:00 PM via CommBUYS with public opening via Zoom.

Pricing is structured on a unit-price basis with bidders required to enter per-unit costs for each line item, with total costs calculated by multiplying estimated quantities by submitted unit prices. The estimated first-year contract value totals $5.957 million, comprised of $4.485 million for roadway surface treatments, $591,081 for pavement markings, $84,000 for street sweeping, and $796,585 for sidewalk work. Contractors must hold MassDOT prequalification in the specific work class or be listed on a MassDOT waiver contractor bid list as of bid opening. All work must comply with Massachusetts prevailing wage laws, MassDOT Standard Specifications for Highways and Bridges, MUTCD standards, and ASTM testing requirements. Microsurfacing work carries a two-year performance warranty. Bidders must submit a bid deposit equal to 5 percent of estimated contract value, along with performance bonds and Labor & Materials Payment bonds of at least 50 percent of estimated contract value. Low bidders are subject to a 1 percent MAPC contract administration fee on total invoiced amounts, and pricing remains firm except for permitted fuel and material index adjustments per MassDOT indices.
