About this file

This is a specifications document for the Tennessee Wildlife Resources Agency (TWRA) for a one-time purchase event (Event 32801-13948) to produce 2029 and 2030 boat certificates and decals. The project requires the vendor to manufacture weather-resistant plastic cards and dual decals that meet specific durability and printing standards. The cards must be 3.375 by 2.125 inches, laser-compatible poly material up to 6 mil thickness, with front printing in orange (Pantone 021) for 2030 and blue (Pantone 286) for 2029, and black on the reverse. Two boat decals measuring 3 3/8 by 3 inches each must be produced in matching colors with permanent adhesive suitable for application to various watercraft surfaces. Both product types must withstand three years of weathering, water splash, and normal boat maintenance without flaking or significant fading. The vendor must deliver sample mock-ups within fifteen days of receiving the purchase order and minimum fifty proofs for testing within an additional fifteen days. Both 2029 and 2030 decals shall be delivered no later than October 1, 2026, to TWRA IT Print Operations in Nashville, Tennessee, during business hours (8:00 a.m. to 4:30 p.m. CST, weekdays only), with delivery arriving by 3:00 p.m. CST.

The contractor must print materials on a Konica Minolta BIZHUB C4065 printer and use a Pitney Bowes F700 inserter for folding and envelope stuffing. Forms shall be consecutively numbered beginning at 30000000 for 2030 and 29077001 for 2029, with no missing numbers guaranteed. Production quantities are specified as not less than the requested amount with no more than ten percent overruns available at fifty percent discount. The specification document establishes liquidated damages provisions requiring immediate replacement of any damaged or unusable certificates and decals at no cost to the state, reimbursement of postage costs, and a penalty of twenty cents per damaged decal. Additionally, failure to meet the delivery deadline results in one percent deduction from the contract price per day of delay, with maximum damages capped at ten percent of the maximum liability. All artwork must be provided to the state within thirty days of job completion at no additional charge.
