About this file

This is an amendment to an Invitation to Bid issued by the Tennessee Department of Wildlife Resources Agency (TWRA) for the manufacturing and delivery of weather-resistant plastic boating certificates and dual decals for the 2029 and 2030 registration years. The scope of work requires production of 65,000 units of 2029 certificates and decals in blue (Pantone 286) and 77,000 units of 2030 certificates and decals in orange (Pantone 021). Certificates are laser-compatible plastic cards measuring 3.375 by 2.125 inches with consecutive numbering, and decals measure 3 3/8 by 3 inches with permanent adhesive capable of withstanding three years of weathering without significant degradation. The awardee must print materials using a Konica Minolta BIZHUB C4065 printer and fold and stuff materials in envelopes using a Pitney Bowes F700 inserter. Sample mock-ups are due within fifteen days of purchase order issuance, with fifty proofs required within an additional fifteen days. Delivery to TWRA IT Print Operations in Nashville must occur by October 1, 2026, during business hours with arrival by 3:00 p.m. CST. The Purchase Order is anticipated to be issued around September 4, 2026 or sooner. Questions were due August 14, 2026 at 1:00 p.m. CST, and bids were due August 21, 2026 at 1:00 p.m. CDT.

Amendment #1 addresses vendor questions and clarifications regarding the ITB requirements. The amendment confirms that the mandatory use of the Konica Minolta BIZHUB C4065 printer and Pitney Bowes F700 inserter is a firm requirement, and that decal artwork will be changed to reflect the expiration year as specified. The previous award was held by R. R. Donnelly in 2029 at $2,029 per thousand and in 2028 at $360.74, establishing historical pricing context for this procurement. Pricing must be firm and fixed, F.O.B. destination, inclusive of all delivery costs. Respondents must certify compliance with the Iran Divestment Act, non-foreign-adversary status, and non-debarred status with registration in the Tennessee Supplier Portal required. Liquidated damages provisions include replacement of damaged materials at no cost to the state and a penalty of twenty cents per damaged decal, with failure to meet the October 1 delivery deadline resulting in a one percent price deduction per day of delay, capped at ten percent total liability.
