About this file
This federal contract opportunity solicitation requests proposals for electrical ductbank relocation work at the NCTAMS LANT DET CUTLER facility in Cutler, Maine. The solicitation includes a base bid and four options. The base bid involves relocating an electric ductbank from Building 103 to Building 100. Option 1 deletes this ductbank and instead constructs a new six-way ductbank. Option 2 deletes it and constructs a two-way ductbank instead. Option 3 involves milling and overlaying the road between Buildings 100 and 103. Option 4 extends fiber optic work. All work must comply with project specifications as well as local, state and federal codes. The solicitation was issued by the Department of the Navy Naval Facilities Engineering Command.

1.4.2 Location
The work shall be located at the NCTAMS LANT DET CUTLER, Cutler, Maine, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.5 PROJECT SEQUENCING REQUIREMENTS
Provide Work Sequencing, Phasing, and Preparation Plan indicating how the work is to be accomplished and incorporating Government directives and restrictions specified in Section 01 14 00.00 20 WORK RESTRICTIONS (PWD ME) (AOR). The intent of this Plan is for the Contractor to show the Government that a complete understanding of the project requirements are understood by the Contractor and his/her subcontractors. The Plan shall be carefully prepared and shall include every aspect of the project and how it is to be accomplished with an absolute minimum of disruption to Government operations on the NCTAMS LANT DET CUTLER. No work may begin on the project until this plan is reviewed and approved by the Government.
Coordinate this plan with the Demolition/Deconstruction Plan specified in Section 02 41 00 DEMOLITION AND DECONSTRUCTION.
Phasing plan shall incorporate the following requirements:
Phasing is necessary to reduce outage times and ensure uninterrupted service to the Transmitter Building, Helix Houses and antenna array.
Downtime and cutover phasing work will need to be closely coordinated with NCTAMS. The following construction sequence is anticipated:
Electric Service Once the new electric ductbanks are complete, provide power feeders ready for final connections. Outages and final connections must be made only at times approved by the Contracting Officer's Representative. Each outage shall last no longer than one 8-hour working day, and be scheduled to coincide with regularly scheduled "down days" (one day per week, typically Mondays). It is anticipated that the work required to connect to the existing switchgear in B103 for B100 house power will take longer than one day. The Contractor shall provide a temporary generator to provide power.
Communication Service Construct ductbank between B103 and existing MH 1W. Install new communication cables ready for final connection. Outages and final connections must be made only at times approved by the contracting officer. Each outage shall last no longer than one day.
1.6 PROJECT ENVIRONMENTAL GOALS
Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation is to produce a building that meets the
SECTION 01 11 00 Page 3 functional program needs and incorporates the principles of sustainability. Specifically:
a. Perform work and utilize equipment, materials and procedures to minimize environmental impact.
b. Preserve and restore the site ecosystem and biodiversity; avoid site degradation and erosion. Minimize offsite environmental impact.
c. Use the minimum amount of energy, water, and materials feasible to meet the design intent. Select energy and water efficient equipment and strategies.
d. Use environmentally preferable products and decrease toxicity level of materials used.
e. Use renewable energy and material resources.
f. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building and adjacent facilities.
g. Reduce construction waste through reuse, recycling, and supplier take-back.
1.7 OCCUPANCY OF PREMISES
Adjacent facilities will be occupied and operational during performance of work under this Contract.
Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.8 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.9 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation by contacting the Contracting Officer 15 calendar days in advance . Scan the construction site and floor and roof structures as applicable with Ground Penetrating Radar and electromagnetic or sonic equipment, and mark the surface of the ground, paved surface, and floor and roof structures as applicable where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated to be specified or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to
SECTION 01 11 00 Page 4 be conducted or installed.
1.9.1 Notification Prior to Excavation
Notify the Contracting Officer at least 48 hours prior to starting excavation work. Contact Dig Safe 48 hours prior to excavating.
