About this file
This document contains questions and responses related to a solicitation for electrical ductbank relocation work at Naval Computer and Telecommunications Station Cutler in Maine. The solicitation seeks a base scope of work to construct an electric and communications ductbank between Buildings B103 and B100, including associated manholes, conductors, and miscellaneous work. It also contains four bid options: deleting the ductbank to B100 and constructing a six-way ductbank; deleting the ductbank to B100 and constructing a two-way ductbank; milling and overlaying the road between B100 and B103; and extending fiber optic. The responses provide clarification on bidding requirements, permitting needs, known hazardous materials, power outage parameters, schedule extensions, road repair scope, and downtime allowances. Contracting questions regarding price adjustments, type of contract, and as-built drawings are also addressed.

N4008421B2512 – NCTCS Cutler Electrical Ductbank Relocation
NAVFAC PWD-ME PPI RESPONSES_PART 2
1. Please confirm if taxes should be carried in proposals?
A. Taxes are determined by the state. Maine has typically allowed NAVFAC
Construction contracts to be tax exempt for materials incorporated into the project.
2. Please confirm if any state, local, and/or Federal permits will be required on this project?
A. Permitting is not required, however, work within IR (Zone 1) Site 4 will require notification to the U.S. Environmental Protection Agency and Maine Department of
Environmental Protection, prior to any earthwork activities. Work that impacts any wetland areas will require notification to the Army Corps under the Main General
Permit Program, prior to any construction activities in wetland areas. Both of these notifications are to be completed by NAVFAC (not the Contractor).
3. Please confirm if there are any known hazardous materials?
A. The only known hazardous material detected was lead-based paint flaking off of the
S-11 tower, which has impacted the soil below. Refer to sheet C104 for Zone 1 delineation and Specification 31 23 00.00 20 section 1.7.e(1) for bidding criteria.
4. Please confirm what the government will allow for the length, day and time of an outage for the 5KV?
A. For bidding purposes, assume 5KV outages will be performed on weekends. Sequence outages to impact only one circuit at a time while limiting duration to the shortest timeframe possible by staging equipment/materials for termination prior to the outage period in order to reduce impact to customers.
5. Many subcontractors do not feel there is enough time stated for the POP and are requesting an additional 60 days. Please confirm if the government will allow an additional 60 calendar days?
A. Per Amendment 0003 the contract is revised to have a Contract Completion Date
(CCD) of December 31, 2022. Contract duration will be from date of award to
December 31 2022. Period of Performance (360 Days) no longer applies.
6. The mill and overlay of the roadway is called out as an option. Please confirm what is the base scope of work for the road repair if this option is not awarded?
A. Road repair for the base bid should be restored in accordance with detail C2 on C-
504.
7. Please confirm if the contractors should carry any downtime while working in B100 &
B103?
A. Intermittent downtime may be required in B100 due to mission activities. Coordinate construction activities with contracting officer at the time of schedule submission in order to minimize downtime.
8. Is there a provision in the Solicitation/Contract (FAR clauses, etc.) for the Contract to be modified if the successful offeror experiences unexpected and unreasonable cost escalation during performance, as is being experienced on many current contracts? We do not find any included in the Solicitation that are an exact fit for this (including FAR
52.243-4 “Changes” and DFARS 252.243-7002 “Requests for Equitable Adjustment” as examples, which are not completely applicable for occurrences of this type).
A. There is not. The Government will not be adding additional provisions to the
Solicitation.
9. Would the Government consider changing the type of contract from a Firm-Fixed-Price
(as per FAR 52.216-1 “Type of Contract,” page 14 of 56 of the Solicitation) to a “Fixed-
Price Contract with economic price adjustment” (as per 48 CFR Subpart 16.203) and/or include FAR 52.216-4 “Economic Price Adjustment-Labor and Material” or similar clause?
A. No.
10. Please provide As-built drawings of the ground grid system and test reports. If the contactor were to hit the ground grid during excavation, how fast does it need to be back operational?
A. Refer to Existing Keynote 4 on sheets C-101 through C-104 for ground grid layout.
Refer to note 6 on sheet C-001 and detail A2 on sheet C-503 for ground grid depth.
Disruption to the ground grid during excavation is expected. There is no required timeframe for restoration, outside of minimizing the quantity of ground grid conductors disturbed at one time as described in the following statement. All impacts to ground grid conductors and exothermic weld connections to ductbank structural steel and for conductor repair shall be restored between manhole structures before progressing to excavation between following ductbank and manhole segments.
11. The drawings provide profiles showing refusal in a few areas. Will the government consider adding a line item on the bid schedule for unit price of Ledge Removal cost to make it equal for all contractors to bid?
A. Rock excavation should be carried in the base bid (000101) in the quantity that is shown in the Unit Price schedule (1,025 cubic yards). The quantity (1,025 cy) multiplied by the Contractor's unit price (in the blank to be filled in) is what should be carried within the lump sum base bid. The rock quantities encountered during construction will need to be measured and documented so that any additional quantity gets paid at the unit price per quantity (or credited if it's less).
12. It seems that no company around the NCTCS facility can comply with the mix design that is in the spec. The Company that potentially can comply is a little too far and will compromise the concrete by taking more than 90 minutes. Does the Government have a concrete provider in mind?
A. The Government does not have a specific vendor in mind.
13. Per the site visit and construction drawings we will be running into IR Site near Building
100. If water is also found and is considered contaminated, what should the contractor carry for bidding purposes? Will the government consider adding it to the bid schedule as a unit price for disposal of contaminated soils and contaminated water found on site? Will a permit be required?
A. If water in Zone 1 (IR site) is encountered, follow the same dewatering process as
Zone 2, and discharge back into the subsurface in the same zone from which it was taken. For detailed dewatering requirements, refer to Specification 31 23 00.00 20 section 3.1.2.2(a) through 3.1.2.2(f). Also refer to dewatering pit detail A5 on sheet
C-501 and boring logs on sheets B-001 through B-003.
Encountering contaminated groundwater is not anticipated. If suspect contamination water is encountered, stop immediately and send a notification to the Contracting
Officer’s Representative. Refer to Specification 31 23 00.00 20 section 3.1.2.2(e).
Diposal of contaminated soil is expected in the Zone 1 area for the base bid work.
Refer to Specification 31 23 00.00 20 section 1.7.e(1) for bidding criteria regarding
Zone 1 soils. Refer to note 15 on sheet C-001.
For permitting, see response to question 2.
14. Please advise how much of the grounding grid may be removed at one time
(length/width) to allow for the installation of the new electric duct bank. We assume this must be accomplished sectionally along the route from B100 to B103.
A. See response to question 10.
15. What is the size/diameter of the grounding grid that will need to be CAD welded following completion of the sectional electric duct bank installations?
A. Refer to detail A2 on sheet C-503. Existing copper ground grid is #6 AWG.
Grounding electrode from ductbank structural steel to existing grounding grid is called out to be #6 AWG.
16. Are there any indications of ledge that will need to be removed? If so, will this be managed with a unit cost value that will be determined during construction?
A. For ledge removal bidding criteria, see response to question 11. For information regarding ledge location, see profiles on sheets C-101 through C-104 and boring logs on sheets B-001 through B-003.
