N4008421B2512 – NCTCS Cutler Electrical Ductbank Relocation

NAVFAC PWD-ME PPI RESPONSES_PART 1

*NOTE: PART 2 will be posted in a separate Amendment at a later date.

1. Section 01 45 00 para. 1.5.4 calls for a Fire Protection Quality Control Professional.

May we assume this is not actually required?

A. Fire Protection QC Professional will not be required for this project.

2. Section 01 45 00 para. 1.5.4 requires a Licensed PE Electrical QC Specialist on-site

2x/week and full-time during testing. May this person be an employee or sub to the electrical company performing the work?

A. Yes, Electrical Engineer QC specialist may be an employee or subcontractor to the electrical company performing the work.

3. Section 01 45 00 para. 1.5.5 calls for review of certain submittals including Lead Plan documents (by CIH). Is LCM abatement anticipated?

A. Refer to Specification 02 83 13.00 and testing report attached to the end of specification. Also note Zone 1 hazardous soil requirements found in Specification 31

23 00.00 20.

4. Section 01 45 00 para. 1.5.5 also calls for the FP QCP. Is this actually required?

A. Fire Protection QC Professional will not be required for this project.

5. What additional QC or testing specialists are required, and are any required to be first-tier to the Prime Contractor?

A. No additional QC Specialist required, note that multiple Licensed Electrical

Engineers may be required. In reference to the Table contained in 01 45 00.00 20 para. 1.5.3, the “Area of Responsibility” shall be broadened to include

Communications Systems in addition to Electrical Systems. See response to question

2 for Contracting Tier Requirements.

6. May all commissioning of electrical services/systems be performed by an employee or sub to the electrical company performing the work?

A. Commissioning of electrical services and systems shall be performed by qualified persons as defined in the commissioning specification 01 91 13, as well as each electrical Division 26, Division 27, and Division 33 specification. This person may be an employee of the electrical contractor, assuming adequate qualifications and experience are provided to and approved by the government.

7. For Unit Price Item 0001a, shall we price assuming blasting is allowed, or that only mechanical means of rock excavation will be permitted?

A. Blasting is NOT ALLOWED. Refer to Specification 31 23 00.00 20 para. 1.7.d.

8. Soil – Do they have a place they would like the excavated soil placed on site? If not, then we must assume that it is going to need to be tested and is contaminated.

A. Temporary stockpiling is allowed before testing and removal. Environmental soil testing results are shown on drawing B-003.

9. How long does the concrete have to cure before it is stripped and backfilled?

A. Forms can be stripped the day after placement if needed. Backfill can occur when

75% of design strength is achieved (approximately 3-7 days).shall be removed.

10. Do they want the panels/forms to stay in place or be removed?

A. Forms shall be removed

11. What is the ground grid spacing from one end of the project to the other?

A. Approximate grid spacing is shown on drawings C-101 through C-104.

12. Can we shift the duct bank slightly to get it away from the road?

A. No. There are wetlands adjacent to the road.

13. Do they really mean to place electrical manholes/vaults under/in the roadway? This will make a big difference in the cost of the precast concrete in order to accommodate traffic weights? We would also be concerned about roadway salt working its way down into the manholes and causing issues with various elements within the vault.

A. All concrete manholes are required to be HS-20-44 rated regardless. If they are in the pavement or not. Frames and covers specified are standard traffic type.

14. Are we required to avoid rebar and reinforcing steel inside the concrete walls when coring into them?

A. No.

15. If excess soil excavated from Non-Installation Restoration areas that is not going to be used as backfill tests positive for contamination, how is this cost to be accounted for in the proposal? Should we assume it is all contaminated for pricing purposes? Should we assume it is not contaminated with anything? If we assume it is not contaminated, would the Navy add a line item to the Client Bid Schedule Unit Prices Form for disposition of contaminated soils from Non-Installation Restoration Areas?

A. Specification 31 23 00.00 20 section 1.9.4 discusses how excess soils should be handled. The Contractor should plan on finding a licensed facility that will be used for off-site disposal of excess soil material for both Zone 1 (IR soils) and Zone 2

(non-IR soils). The Contractor should provide the analytical sampling requirements based on the licensed facility, and conducted by a qualified environmental professional. The Contractor should then plan on providing transportation to the licensed facility.

B. Specification 31 23 00.00 20 section 1.7 discusses criteria for bidding. Section 1.7.h describes the procedure for identifying suspected hazardous soils. See soil testing results on Drawing B-003. If hazardous soil is encountered within Zone 2 other than what has been identified in the Contract Documents, a change order will be negotiated based upon the test results. Please note there is a difference between contaminated and hazardous soils.

16. Subsection 13 (Responsibility Determination Information) in solicitation Section 00 21

00 (Instructions) notes that bidders shall provide “the Contractor’s technical and management plans for performing required services.” Can we assume that 1-2 pages each on the project technical approach and management approach would be adequate to meet this requirement? If not, please clarify the minimum requirements for this item.

A. 1-2 Pages each will be sufficient for this requirement.

17. Dwg. E-301 Keynote 1 states that the existing IEM switchgear can be identified by shop order No. 062585-001. The engineers at IEM have informed us that this is an invalid number. Could you kindly re-check the shop order number. They have also requested that a photo be taken of the U.L. label to help them in identifying the switchgear.

A. Manufacturer: Eaton. See attached photo:

18. We were previously unable to obtain pricing for the (4) transition sections necessary for the switchgear located in the B103 basement. We request that you advise us regarding the manufacturer of the existing switchgear as well as any shop order numbers that you may have.

A. Manufacturer is Siemens and ITE, which has gone out of business. Any materials needed to complete work may need to be procured after market.

19. We were previously unable to obtain pricing for the transition section for existing Switch

S1 located in the B100 Mechanical Room. We request that you advise us regarding the manufacturer of existing switch S1 as well as any shop order numbers that you may have.
