CONTRACTOR QUESTIONS:

CONTRACTOR QUESTIONS:

Solicitation Section L page 109, Sec 2 Past Performance: i. A minimum of 3 referenced contracts with a point of contact information (i.e. phone number and e-mail address) shall be included…The Government will evaluate the offeror’s submitted past performance to include questionnaire from three (3) current or previous… Is the government going to evaluate only three (3) past performance references?

FESAA RESPONSE

The government only will go back 3 years to ensure that everyone is evaluated if there is evaluation.

Are you expecting a separate proposal for each site?

FESAA RESPONSE

Only one price proposal is required. However, one technical proposal is required, with a site specific appendix for each location.

One proposal 50 pages for PWS and 10 pages Appendix base specific per location. (Total 70 pages)

Sec M – Factor 1. Page 116: The sub factors listed are not consistent with the factors provided in (i) Technical/Management; on pages 114 and 115. Some of the sub-factors are redundant. Please clarify.

FESAA RESPONSE

See Attachment of this amendment for the revised ADDENDUM TO 52.212-2 – EVALUATION –

Reference RFP Paragraph L-0002. (c): The paragraph requires a socioeconomic plan submission in Volume II;

however, we do not see any evaluation criteria associated with this portion of the submission. Please clarify how it is to be evaluated by the Government.

FESAA RESPONSE:

According to the clause, a socio economic plan is APPLICABLE TO LARGE, SMALL, VETERAN-OWNED

SMALL, HUBZONE SMALL, SMALL DISADVANTAGED, AND WOMEN-OWNED SMALL

BUSINESSES. No need for a socio-economic plan since R0501 is 100% 8(a) set aside this goes the same for R0502 (100% small business set aside). You will not need a small business subcontracting plan.

12. Reference RFP Additional Instructions for all Prospective Offerors: The second paragraph states that technical questions are to be submitted by February 29th. As the closing date for proposal submittal is only 4 working days later, March 4, we respectfully request an extension to the proposal deadline. This will allow time for the questions and answers to be released, and for potential offerors to be able to incorporate the answers into their proposal.

FESAA RESPONSE:

An extension was submitted to FBO for this question.

13. Referencing the Solicitation, would the Government please provide the number of aircraft assigned to the following models:

LAUGHLIN COR RESPONSE:

- T1: 48

- T6: 103

- T38: 65

- AT38: 0

RANDOLPH COR RESPONSE:

- AT38: 48

RESPONSE: SEE QUESTION 12.

15. It was stated that MOAs were in place for the location of the cryogenics storage and issue area. Can DLA provide all the applicable MOA for Fuels Management Services at Randolph AFB?

RANDOLPH COR RESPONSE: Currently, there are no MOAs in place for Fuels Management Support/Services at Randolph AFB.

16. At both locations fuel is received by tank truck. Is the contractor required to provide escort for the commercial tank truck from the gate to Bulk Storage?

FENCB RESPONSE: Currently, the Contractor does not escort tank trucks under normal circumstances at either Laughlin AFB or Randolph AFB. However, IAW PWS paragraph C-5.2.2, “The Contractor shall escort tank truck deliveries from the base gate to bulk storage and returning as required.” Thus, for example, in the event of heightened security or a driver not being cleared, the Contractor may still be required to perform this task.

17. Do the R-11s have vehicle mounted radios or is all LMR communication done via handheld bricks?

FENCB RESPONSE: R-11s are equipped with vehicle mounted radios. Additionally, hand held radios are available as listed in Appendix AF.

18. Who maintains the LMRs?

FENCB RESPONSE: The Contractor is responsible for care and safeguarding of LMRs, but maintenance of LMRs is the responsibility of the base.

19. Will you please load all applicable attachments and exhibits into FBO?

PWS and CBA could not be uploaded into FBO due to technical difficulties. Attachments were provided via email to all that requested.

20. Reference PWS Appendix AF.II.Randolph AFB and Randolph Site Visit: The Government briefed that there was a drastic reduction in transient traffic. Please provide a count of fuels servicing for transient aircraft in the past 12 months.

RANDOLPH COR RESPONSE: Approximately 1,445 transient refuel/defuel operations performed from Feb 2015 thru Feb 2016.

21. Reference PWS Appendix AF.II.Randolph AFB and Randolph Site Visit: The Government briefed that there were “3 Go’s of 6 T-38s” per day. Please confirm our understanding of the workload – the workload for T-38 training is approximately 18 sorties per day average.

RANDOLPH COR RESPONSE: The approximate daily workload/sorties are: T-38A=36, AT-38 (IFFs)=36, T-1A=12, and T-6=48.

22. Reference PWS Appendix AF.II.Randolph AFB: Please confirm the Mon-Fri Hours of Operation for the FSC and Operations.

RANDOLPH COR RESPONSE: The Hours of Operation for the Fuels Distribution and FSC are as follows:

Operations hours are 2230 Sunday through 2230 Friday night. The FSC hours of operation are 0630 Monday through 2230 Friday night.

23. Reference Laughlin CBA: The Agreement has a classification designated as “Accounting Clerk IV (Fuels Accountant)”; however, there is no corresponding position description provided. Please provide the position description for this category.

FENCB RESPONSE: The CBA is between the Contractor and the Union. However, apparently this position was initially to be a bargaining position but was negotiated as managerial before finalizing, leading to the absence of the position description.

24. Reference PWS Appendix AF.II.Laughlin AFB and Laughlin Site Visit: The Government briefed that part time staff were not practical, in their opinion, for the staffing of the contract. Please confirm that the use of part-time staff will be considered by the Government as not understanding the requirement and, therefore, not technically acceptable.

FENCB RESPONSE: Due to the apparent lack of available, fully qualified part-time workers in the Del Rio area, planned reliance by the Contractor on part-time employees may raise doubt as to the Contractor’s ability to meet the requirements of the PWS with their proposed staffing. However, it is the Contractor’s responsibility to determine their staffing approach and to effectively communicate that approach in their technical proposal as well as to ultimately accomplish all required tasks with the staffing provided without additional government reimbursement or adjustment.

25. Reference PWS Appendix AF.II.Laughlin AFB and Laughlin Site Visit: The Government briefed during the site visit that the LOX vacuum pump was shared with AGE and, we believe, that AGE was also maintaining

it. That is in conflict with the PWS Appendix – does the Government perform the maintenance on this pump?

LAUGHLIN COR RESPONSE: The LOX vacuum pump is owned and maintained by AGE. There is no vacuum pump for LOX in the appendix.

26. Reference PWS Appendix AF.II.Laughlin AFB and Laughlin Site Visit: The Government briefed during the site visit that an average of 185 sorties are supported per day. Please provide an estimate of the average disbursement of those flights across day and swing shift.

RESPONSE: SEE QUESTION 4B.

27. Reference PWS Appendix AF.II.Laughlin AFB and Laughlin Site Visit: The Government allowed us to see the 4-point fillstand used for R-11 bulk issue; however, there is no information provided on the capacity of the pumps for the fillstand. Please provide the GPM capacity for each of the four issue points.

LAUGHLIN COR RESPONSE: Pumps for the 4-point fillstand are 600 GPM.

28. Reference PWS Appendix AF.II.Laughlin AFB and Laughlin Site Visit: The Government allowed us to see the 4-point fillstand used for R-11 bulk issue; however, there is no information provided on the number of issues to refueling units from fillstands. What is the average number of issues per month?

LAUGHLIN COR RESPONSE: 290 per month.

29. Reference PWS C-5.8.2.1: Who is responsible for the maintenance of Government provided bowsers at each location?

LAUGHLIN/RANDOLPH RESPONSE: The Contractor is responsible for daily inspection of the bowsers for serviceability. Maintenance is performed by base AGE shop.

30. Is there a requirement for confined space entry by the contractor at either location?

LAUGHLIN/RANDOLPH RESPONSE: There are no confined spaces which the Contractor is required to enter.

FENCB RESPONSE: The Contractor proposal and Safety Plan should still include information pertaining to confined spaces to ensure proper understanding of all personnel.

31. Will the Government provide Nitrogen for the ATG’s at each location?

FENCB RESPONSE: Nitrogen for the ATGs is provided by the base.

32. Reference Appendix AF.II., Laughlin AFB Base Specific Requirements: The paragraph references the MOU with 47 FTW/MX for MOCC Aircraft Priority and Fuels Servicing Response Times. Please release the MOU for offeror review.

LAUGHLIN COR RESPONSE: MOU provided.

33. Reference Appendix AF.II., Laughlin AFB Base Specific Requirements: The paragraph states fuel testing for Department of Homeland Security Border Patrol located at Del Rio International Airport is to be provided.

Please provide workload data.

LAUGHLIN COR RESPONSE: Sample testing of Jet-A tank twice per year.

34. Reference Appendix AF.II., Laughlin AFB Base Specific Requirements: The paragraph references providing fuel support to Spofford Auxiliary Air Field site. Please provide historical workload data.

LAUGHLIN COR RESPONSE: 6 DS2 and approximately 6 Jet A servicings per year

35. Hours of Operation: table indicates Cryogenics and Bulk should use Operations hours – it’s highly unlikely there will be any Bulk/Cryogenic activity between 1600-2300 daily. Please confirm this requirement to staff?

FENCB RESPONSE: The question pertains to Laughlin AB Appendix AF. Cryogenics and Bulk Storage functions other than fillstand support normally occur during day shift. Fillstand support for operations typically entails full hours coverage as for Operations. Ultimately, it is the Contractor’s responsibility to ensure appropriate staffing to accomplish all required PWS including response to variations such as increased operations tempo, delayed tank truck receipts, etc.

36. Hours of Operation: for FSC indicates Sun 2300 thru Fri 2300. Please confirm that this is a 24-hour operation even though none of the other functional areas are?

FENCB RESPONSE: The question pertains to Laughlin AB Appendix AF. Per the Laughlin AFB COR, FSC is 24hrs as indicated and individual(s) will be qualified to provide full support to wing as required. During Normal Hours of Operation periods when only FSC or Operations are indicated as open, the Contractor must maintain contact with the MOCC, be capable of dispatching, refueling/defueling aircraft, and logging transactions in FMD. The temp during these periods has historically been met with one personnel on duty during the time indicated, but it is the Contractor’s responsibility to ensure aircraft servicing requests are properly accomplished.

37. Workload Projections: Please provide workload data for the Cryogenics operation.

LAUGHLIN COR RESPONSE: On average: 3 LOX cart servicings daily; 7 receipts per year

RANDOLPH COR RESPONSE: On average: 4 LOX cart servicings Mon, Wed and Fri; 1 to 2 receipts per month.

38. Workload Projections: Annual through put is identical to Randolph (10.8M gls) – Please confirm?

LAUGHLIN COR RESPONSE: Jet A CY 15 = 9.9M gallons

39. Workload Projections: Please quantify the numbers of refueling vehicles normally operated simultaneously per shift - specifically by shift as you did for Randolph.

LAUGHLIN COR RESPONSE: 8/7/1

40. Who is responsible for maintenance of the R-11’s?

FENCB RESPONSE: Typical operator/checkpoint maintenance is the responsibility of the contractor.

Maintenance above operator/checkpoint will be provided by Transportation Refueling Maintenance.

41. Will the contractor be reimbursed for travel expenses associated with the Government-provided training as identified in PWS C-5.7.1?

FENCB RESPONSE: The Government only provides the training allocation. All associated costs and travel expenses are the responsibility of the contractor.

42. At the site visit, there appeared to be some confusion as the minimum and maximum number of contracts the contractor is required to submit for past performance. Can the Government please clarify?

FESAA RESPONSE:

The government only will go back 3 years to ensure that everyone is evaluated if there is evaluation. See response to Question 1.

43. At the site visit, it was stated that in addition to the 50 page limit to the technical proposal, the Government is requesting a maximum 10 page addendum (10 pages for each location) discussing specific requirements at each location. Will Section L be updated to reflect this new 10 page addendum requirement as well as the new 50 page limit?

FESAA RESPONSE:

Absolutely, there will be a total of 70 pages: 50 for Technical Proposal, 10 pages per location, totaling 70 pages.

See Amendment 0002 with corrected language.

44. Can the Government please inform the contractor of the specific maintenance requirements associated with the cryogenic storage tanks?

FENCB RESPONSE: Maintenance requirements are specified in AF Technical Order 37C series publications.

45. What software is currently used for tracking maintenance?

FENCB RESPONSE: FMD is available to track maintenance in addition to standard AFTO Forms for manual tracking.

46. Can the government provide contractors copies of the MOUs that are mentioned in the PWS for both locations?

FESAA REPONSE: Copies of MOUs provided.

47. Cryogenic hours of operations and requirements are not very clear for Laughlin, could we get further clarification?

LAUGHLIN COR RESPONSE: Normally 0800-1100 hrs. Requirements see Question 37.

48. The current CBA for Randolph states that there are annual negotiations per Article XXXII. Will the Government please issue an updated CBA or the addendum to the current CBA that gives the rates of pay and other paid fringe amounts for the effective Date of October 1, 2015?

FESAA RESPONSE:

The most current CBA was previously provided separately.

49. Laughlin: Appendix AF.II states Hours of Operation for Operations and for the Airfield. Since Airfield functions fall under Operations, and the Hours of Operations for these two activities differ, can the Government please clarify?

LAUGHLIN COR RESPONSE: Airfield operations refers to normal airfield operating hours (daily flying window, not including night flying hours). However, after flying window is over, aircraft will continue to be serviced.

50. Randolph: Throughout Appendix AF.II the various Hours of Operations are inconsistent, i.e., under paragraph 4.9.4, Fuels Distribution hours are listed as Monday – Friday 0630 – 0630 (24 hrs.), but then Friday is listed again, separately, as 0630 – 2230. This is also true for the Hours of Operations table two pages prior to

4.9.4 in Appendix AF.II. Further, there are asterisks behind the Saturday and one of the Sunday hours, but no explanations given for the asterisks. There are two different sets of hours for Sunday. Can the government please clarify?

RANDOLPH COR RESPONSE: See question #22 for hours of operation. The asterisks represent the Seasonal variations of the normal duty hours that may occur. The contractor shall ensure enough personnel are on duty to support mission requirements. Normal flying may be scheduled during weekends and the contractor shall adjust the hours of operation as necessary to support full mission requirements. At times, coded aircraft may arrive before or after the scheduled weekend hours. The contractor must forward a letter stating whom to contact in these instances to the Base Command Post, Airfield Management and Transient Alert. Servicing of these coded aircraft will be included in the contract price. Until further notice, Randolph airfield is closed on Saturdays unless otherwise requested to support coded/VIP aircraft.

51. Does the Government provide the maintenance tracking software for facilities and vehicles? If so, is it part of FMD or is it a standalone software product?

FENCB RESPONSE: The Government does not provide a standalone maintenance tracking software product.

FMD is provided for Contractor use which may be used for maintenance tracking.

52. Does each employee require a CAC and access to the base LAN?

FENCB RESPONSE: Yes.

53. Is a CDL required for all drivers?

FENCB RESPONSE: Yes

54. How often are LOX carts serviced daily?

SEE QUESTION 37.

55. Is there a contract turnover period?

10 days per E29.01CONTRACT TURNOVER INSPECTION (DLA ENERGY MAR 2002) of the solicitation.

56. Are trucks required to be pre-positioned on the flight line as outlined in the PWS?

FENCB RESPONSE: See Question 82.

57. Aside from base access requirements, what minimum requirements does the Government set for fuels operators?

FENCB RESPONSE: See PWS Appendix D.

58. How often are requests for fuel made for the off-site locations?

LAUGHLIN COR RESPONSE: On the average about 12-13 per year

RANDOLPH COR RESPONSE: On the average about 2 to 3 per year.

59. What are the normal hours for receiving fuel at Bulk Storage and the Service Station?

LAUGHLIN COR RESPONSE: 0800-1500

RANDOLPH COR RESPONSE: Bulk Storage receiving hours: 0700 thru 1800 Monday thru Friday. Service Station receiving hours: 0700 thru 1500 Monday thru Friday.

60. In the CBA for Randolph in Appendix AF , 2nd Shift and 3rd Shift are mentioned. Will the Government please state what the hours are for the 2nd Shift and 3rd Shift?

RANDOLPH COR RESPONSE: 2nd shift hours: 1430 thru 2230 – 3rd shift hours: 2230 thru 0630

61. On the Laughlin PWS Appendix AF normal hours of operation table, it shows the FSC position hours to be Sunday 2300 through Friday 2300. Is this position required to be manned at all times between these hours?

SEE QUESTION 36.

62. PWS paragraph C-5.2.2 requires the contractor to escort tank truck deliveries to and from the base gate.

During our site visit, we discovered this requirement was not being performed. Can the government please clarify this and if not required, will the PWS be revised accordingly?

FENCB RESPONSE: See Question 16.

63. It was stated at the Randolph site visit that the Assistant Terminal Superintendent position was not a requirement. However, in the TS’s absence a qualified individual shall be designated. Will the PWS be revised to reflect this requirement?

FENCB RESPONSE: The PWS will not be revised related to Assistant Terminal Superintendent (ATS). It is the Contractor’s responsibility to determine if a full-time ATS will be offered or if the requirement will be met through other means such as collateral duty of another management employee.

64. At the Laughlin site visit the COR mentioned a Memorandum of Understanding that listed how many fuel trucks were to be placed on the ramp as sorties returned, based on the number of returning aircraft. Can this document be made available for review?

LAUGHLIN COR RESPONSE: MOU provided.

65. Is Past Performance required for last three years or last five? Vicki Hahn stated at site visit that it might change from three years to five?

The past performance submission requirement is established at the last three (3) years.

66. Reference: PWS, Appendix C-I. Directives, page 25

Comment: The AFI states that we should have 2 people when offloading tank fuel (1 operator and 1 truck driver)

Question: In the case of 2 or more trucks, does the Government require us to have 1 operator and 1 driver for each truck in order to meet the requirement of 2 persons when offloading a fuel tank?

FENCB RESPONSE: It is the Contractor’s responsibility to determine the staffing required to ensure any operation can be safely performed considering the operation itself, distances involved, facility and equipment utilized, etc.

67. Are personnel with a secret clearance required at both locations?

FENCB RESPONSE: For both locations, sufficient personnel with appropriate clearance levels are required to potentially access classified information and to prepare and submit Petroleum Contingency Reports (REPOL) as required.

68. Please confirm that this is a commercial vs. government based award.

This requirement is considered commercial.

69. Appendix AF. II. LAUGHLIN AFB, TX states (page 4): “MOCC Aircraft Priority and Fuels Servicing Response Times; See MOU with 47 FTW/MX”. Please provide the referenced MOU.

FENCB RESPONSE: See Question 32.

70. What is the level of support/workload required to support the Border Patrol sampling? (Ref. Appendix AF.

II. LAUGHLIN AFB, TX, page 4)

FENCB RESPONSE: See Question 33.

71. In Appendix AF for both locations offerors are instructed that “Fuels Operations and FSC shall operate during these observed holidays unless authorized to close by the Wing Commander or designee.” Please provide historical workload data for these holidays?

LAUGHLIN/RANDOLPH RESPONSE: Historically, the airfields are closed on recognized federal holidays detailed in the CBA leading to no aircraft servicings being conducted.

72. Is a facility clearance required at either location?

FENCB RESPONSE: See Question 89

73. The consolidated PWS indicates the requirement for a Terminal Manager and assistant. The assistant may have collateral duties. Does the assistant have to be an exempt position or can they be part of the bargaining unit?

FENCB RESPONSE: See Question 63

74. Section L instructs offerors to indicate on the Cover Page of the Price Proposal to “provide a summary of the responsibility of each teaming partner and sub-contractor.” This type of summary could be longer than a single page. Would the government consider revising this requirement to allow submission on more than the cover page?

FESAA RESPONSE:

There is no page limit for the price proposal.

75. In the Past Performance section offerors are asked to submit information to “…demonstrate evidence of experience in performing Environmental Response Services for DoD bulk storage terminals…” This experience seems to not match the requirements of the PWS. Please clarify.

If there is no experience in performing Environmental Response Services (i.e. taking care of fuel spills or contaminated fuel), please state NONE. This was outlined in the PWS under C-5.6 Environmental Protection and C-6.1.6 Environmental Protection Plan.

76. Instructions for Section III – PRICE for the Price Proposal volume directs offerors to submit “Electronic pricing spreadsheets prepared using Attachment I…”. Will Attachment I be posted to the Federal Business Opportunities website, or will it be emailed to those that request it?

FESAA RESPONSE:

Electronic pricing spreadsheets are not applicable and are hereby deleted.

77. Clause L-0002 L2.01-1 PROPOSAL PREPARATION INSTRUCTIONS AND PAST PERFORMANCE AND SOCIOECONOMIC PLAN SUBMISSIONS (DLA ENERGY FEB 2015) indicates that a Past Performance Submission and a Socioeconomic Plan Submission is required. Which section of the Price Proposal volume should include these submissions?

FESAA RESPONSE:

The Past Performance Submission and a Socioeconomic Plan Submission are separate submissions from the Price Proposal.

78. The requested Past Performance information in clause L-0005 L2.31 PROPOSAL FORMAT AND CONTENT (DLA ENERGY JAN 2012) is different than the information requested in ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS (APR 2014) on page 109. Should offerors submit two different Past Performance sections?

FESAA RESPONSE:

No just one is needed.

79. The PWS provides airfield hours. However, it does not state the hours of operations for Aircraft Maintenance. Can the working hours for Aircraft Maintenance be provided?

LAUGHLIN/RANDOLPH RESPONSE: Aircraft Maintenance typically operates 3 shifts per day covering 24 hours per day for 6 days per week at Laughlin AFB and 5 days per week at Randolph AFB.

80. In the FINAL_SMALL_BUSINESS_SOLICITATION_number_1- _LEKEISHA_with_NEW_CLAUSES_FEB_8-_RE.doc, section L, 1. Volume I, Technical Proposal. b. It states, “Type font shall be 12 point Times New Roman…” Does this font and size apply to graphics and tables within the document as well?

Yes, used same font size.

81. PWS C.5.4.2 states the contractor shall pre-position refuelers in closer proximity to aircraft or fill stands to expedite required support. Please clarify if this is required at either location (Laughlin or Randolph) in order to meet local routine response times for base assigned aircraft. If so, how many units are typically pre-positioned and during which shifts?

FENCB RESPONSE: There is no requirement at either location to “typically” pre-position refuelers and operators. It is the Contractor’s responsibility to determine staffing and other support such as pre-positioning of refuelers and operators to ensure the required support is provided. Close coordination with Maintenance Operations Control Center and adequate staffing should ensure under normal circumstances at both locations, daily operational requirements can routinely be met without use of extreme measures.

82. PWS C-5.2.4.2 - does either location have a regular delivery schedule for ground products (daily/weekly), or all ground products delivered by specific request from the organizational tank custodian? If a regular delivery route is in place, what is the schedule and how long does it typically take to run the route from start to finish?

LAUGHLIN/RANDOLPH RESPONSE: There is no regular delivery schedule. Deliveries are made upon request.

83. PWS C-5.2.4.3 - are VIL keys furnished by the government?

FENCB RESPONSE: VIL keys are provided by the government.

84. PWS C-5.2.6 states the Contractor shall provide all necessary laboratory supplies and replacement equipment without additional government funding. We understand the “supplies” refers to consumables used in the normal course of sampling and testing; however, please clarify what is considered as “equipment” under this paragraph, and in particular how this relates to the government furnished equipment listed in the base specific appendices.

FENCB RESPONSE: See Question 6 and 7.

85. PWS C-5.5 - please clarify the Contractor’s role in conducting background checks (NACI). In the past, the government has provided the required forms to the Contractor for submission to DLA, who in turn initiates the NACI. Has the process changed?

FESAA RESPONSE:

No the process has not changed. The contractor will provide the forms to DLA and DLA will initiate the background check.

86. PWS C-5.7.1 - The PWS states a minimum of two personnel must be graduates of the formal Fuels Quality Control Course. This is a change from the previous Air Force contracts that only required one graduate and we have four questions regarding this requirement:

- Does the current contract require the service provider to have two graduates?

- Will the government fund all expenses associated with training the second person?

- Will the government defer the training requirement to allow sufficient time following contract start to train the second person?

- Will commercial equivalent training be considered a satisfactory substitute for the formal training course requirement?

SEE FENCB RESPONSE BELOW

87. PWS C-5.7.1 - The PWS states a minimum of two personnel must be graduates of the formal Fuels Cryotainer Maintenance Course.

SEE FENCB RESPONSE BELOW.

87. & 88. FENCB RESPONSE: The requirement to staff with a second person who has graduated from the Lab and Cryogenics schools has been rescinded and will be removed from the PWS. The Contractor must comply with AFI 23-201 for Lab and Cryogenics personnel.

88. PWS C-5.9 requires submission of REPOL reports. This report is typically classified at the SECRET level. We have four questions associated with this requirement:

- Will any Contractor personnel be required to possess a SECRET security clearance? If yes, how many?

FENCB RESPONSE: Yes. Although it is ultimately the Contractor’s responsibility to determine the number and positions of personnel possessing clearances, the Terminal Manager, Assistant Terminal Manager, accountant, and alternate accountant should possess clearances as indicated in PWS Appendix D.

- Will the Contractor be required to obtain a Facility Clearance (DD 254) for either or both locations?

LAUGHLIN/RANDOLPH RESPONSE: Yes.

- Is any classified material stored in any facility under the Contractor’s control?

LAUGHLIN/RANDOLPH RESPONSE: No.

- Is SIPRNET access required and available at any facility under the Contractor’s control?

LAUGHLIN/RANDOLPH RESPONSE: SIPRNET access is required and available at a facility not under the contractor’s control.

89. PWS Appendix F states in part that the Contract must provide at their own expense, without any additional government funding, replacement for initially provided GFE which is not replaced by the government. GFE for these locations includes fueling units and other high cost capital items. Please clarify the intent of this paragraph. Will the contractor be allowed to request an equitable adjustment when GFE is removed or no longer serviceable? How is a Contractor reasonably expected to forecast the need to replace GFE over the life of the contract?

FENCB RESPONSE: GFE vehicles; high cost, accountable equipment items; or real property installed items will be replaced by the government. It is the Contractor’s responsibility to determine their anticipated cost and risk of replacing other existing items.

90. PWS Appendix F states in part that overtime costs for extended operations are at the Contractor’s expense.

So that we can properly account for this in our price proposal, please provide the average number of annual overtime hours at each location.

FENCB RESPONSE: It is the Contractor’s responsibility to determine the staffing necessary to perform the tasks of the PWS, and the Contractor’s risk or use of overtime is dependent on their staffing approach.

91. Are any spill kits provided as GFE at either location?

LAUGHLIN/RANDOLPH RESPONSE: Spill kits are provided initially at the service station, Bulk Storage, Jet-A fillstands, and Fuels Distribution Facility; the Contractor is responsible to replace items and maintain the spill kits with all required clean-up and PPE items. “Kitty litter” is not used.

92. Is the Contractor required to provide spill clean-up supplies at the military service station (i.e. kitty litter)?

FENCB RESPONSE: See Question 92.

93. Is PMEL support provided by the government for GFE equipment requiring calibration?

LAUGHLIN/RANDOLPH RESPONSE: Yes

94. Will the base bio-environmental office provide required testing of the laboratory fume hood?

FENCB RESPONSE: Base Bio-Environmental has indicated they will not provide the required testing.

However, this responsibility remains with the base to obtain necessary services.

95. Is the Contractor required to enter any confined spaces at either location?

SEE QUESTION 30.

96. During the site walks it was briefed that the government desired a single 50 page (or less) “core” technical proposal addressing the topics common to both Laughlin and Randolph, plus 10 pages (or less) for each base describing the individual base-specific items. Please confirm this is the case. In this instance; if we are submitting for both locations, how many copies of each portion of the technical proposal do you need?

ONE ORIGINAL AND TWO COPIES

97. For the price proposal, if we are submitting for both bases, do you need only one copy to two separate copies (one for each base)?

ONE PRICE PROPOSAL FOR EACH BASE

98. During the site walks it was briefed that the period of performance for Laughlin AFB was changed to begin November 1, 2016. Please confirm the period of performance for this location.

FESAA RESPONSE:

November 1, 2016 – October 31, 2020 (base period)

November 1, 2020 – October 31, 2025 (option period)

99. On page 40 of the solicitation document, the Non-displacement of Qualified Workers clause is not marked as being incorporated into the contract - is this correct?

No, this should be marked. The non-displacement clause 52.222-17 was checked off on Amendment 0003.

100. The Laughlin CBA reflects H&W and pay rates that will take effect November 1, 2016. For the purposes of preparing our price proposal, should we use the current rates in effect now, or the rates effective in November?

FESAA RESPONSE:

Current rates now in effect

101. The Randolph CBA wage and benefit rates reflect those that went into effect October 1, 2014. Article XXXII, Section B states the parties to the CBA meet annually to negotiate to wages and fringe benefits. Please confirm the current rates and the projected wage rates to take effect October 1, 2016.

FESAA RESPONSE:

The current rates remain effective.

SEE QUESTION 31.

FOR GILA BEND AND COLUMBUS

120. I have a question and a concern. I know that it is too late for questions however I feel this issue should be looked at. I was told by the two members of the incumbent's management team at Gila Bend that they are using personnel from the BOS contract to assist in Fuel Operations. Personnel from Range Maintenance are trained to pump their own fuel into range equipment using the M-49 during range clearance's instead of Fuels personnel being dispatched. Weather personnel operate as dispatchers for airfield operations. The moving target discussed is fueled by Logistics personnel with 5 gallon cans, and the generator tank on top of NATO Hill is often filled by Range Maintenance personnel with a portable tank in the bed of a truck.

I have observed all of these accusations since I worked there for years (with the exception of the dispatching).

I have always considered this to be an illegal practice.

Is DLA going to take a strong look into the proper number of personnel it will take to perform the contract? If allowed this practice would completely undermine any other contractor a reasonable chance to win the contract since their manning requirements will be much higher.

FESAA RESPONSE:

The proper number of personnel will be up to the contractors estimates independent of the boss contractors involvement in the operations.

121. What is the average number of Overtime hours at both Gila Bend and Columbus.

FENCB RESPONSE: It is the Contractor’s responsibility to determine the staffing necessary to perform the tasks of the PWS, and the Contractor’s risk or use of overtime is dependent on their staffing approach.

122. In Appendix AF.II Columbus AFB, MS, under Response Times, Paragraph 4, it states: In support of daily flying operations and when directed by the MOCC, pre-position a minimum of seven refueling vehicles and operators on the flight line during normal flying hours and five refueling vehicles and operators for other than normal flying hours. Does this mean that during normal airfield hours 0700-1900 or when flying is occurring, that the contractor must have the capability to provide a minimum of seven (7) refueling vehicles and operators or five (5) during other than normal flying hours at all times? Example: Flying is completed at 1800 hours, but until FSC and Operations normal duty hours are over (2400 hrs), the contractor must be able to provide five (5) refueling vehicle and drivers.

Does Q #1 also include Sunday normal airfield hours of 1200-1700 hrs?

COLUMBUS COR RESPONSE: Current PWS states this is a 24-hour-a-day, 7-days-a-week operation. The airfield hours provided define the “normal” hours the airfield is open. The guidance provided on page 6 states in support of daily operations (which changes) or when requested by MOCC the predetermined units will be pre-positioned. This is greatly influenced by the actual flying schedule. Provider is responsible for reviewing and interpreting the flying schedules to ensure sufficient support is always available. Night flying, as an example, changes the normal operation hours during that week. Night flying is identified in Appendix AF II Columbus AFB, MS on page 2 under Distribution: Note 1. For Sunday, unless scheduled as an additional fly day or make-up day. It is not a full fly day. Normally the airfield is open for cross-country returns. Again, the flying schedule determines level of support required.

123. Can you please clarify in an official amendment the required in the Columbus PWS response times. "pre-position a minimum of seven refueling vehicles and operators on the flight line during normal flying hours and five refueling vehicles and operators for other than normal flying hours." Does DLA require seven drivers to be placed on the flight line on standby during flying operations?

SEE QUESTION 121.

124. How does the government expect bidders -- to include the incumbent contractor, to price contract Phase- In? And, what is the length of the Phase-In period? How will the bidders Phase-In price be factored as part of the Lowest-Price Technically Acceptable award evaluation?

FESAA RESPONSE:

According to Clause E29.01, the phase-in period is 10 days. All pricing should be included in the proposed monthly use charge.

125. Columbus - The Hours of Operation shown on the chart specifically the FSC/Operations hours of M-F 0400-2400 and Sun 0800-1700 are slightly different than the hours listed for the Base Specific Requirements 5 pages later. The hours listed there show the Airfield M-F 0700 through 1900 and Sun 1200 through 1700. Will the Government please state which hours of Operation should be used for the airfield? What time are the last flights scheduled?

COLUMBUS COR RESPONSE: The Hours of Operation in Appendix AF II Columbus AFB, MS page 1, Table are the normal operating hours specifically for Fuels Management. There are required tasks in support of the PWS that go beyond flightline refueling. As examples: performing inspections, inventory and preventative maintenance of equipment and facilities. These tasks must be completed prior to supporting customer requests.

The Airfield Hours provided in Appendix AF II Columbus AFB, MS page 5, are the normal hours the airfield is active, i.e. flying operations are taking place. The flying hours vary as stated in Appendix AF II Columbus AFB, MS page 2-4 Workload Projections. The flying schedule dictates level of support and when last down times occur.

126. What criteria are used to distinguish the different levels of Fuels Technicians described in the CBA? Is it time in service or a difference in assigned duties?

FENCB RESPONSE: The CBA requirements are established between the Contractor and the Union.

127. Is work performed in Operations by a Fuels Master Technician paid at a higher rate than a Fuels Technician 3 performing fuels accounting?

FENCB RESPONSE: See Question 125. For Gila Bend, this is not applicable. Fuels accounting is performed by Luke fuels personnel in their Fuels Service Center (FSC). Gila Bend Fuels contractors provide the daily numbers for the fuels accountants.

128. Hiring new employees under Section VIII of the CBA refers to minimum requirements for employment under the PWS. Aside from base access requirements, what other minimum requirements does the Government set?

FENCB RESPONSE: Requirements are identified in the PWS including Appendix D.

129. How often are requests for fuel made for the off-site locations?

GILA BEND COR RESPONSE: Fuel support is delivered to ten separate fuel tank locations throughout the range and any equipment requiring fuel (Target Vehicle for example). Within the last year, there were approximately 25 organizational tank refuels and 12 moving target fuel ops.

COLUMBUS COR RESPONSE: As stated in Appendix AF II Columbus AFB, MS, page 2 Distribution:

paragraph a. Jet Refueling: Approximately 2 servicings every 6 months.

130. What are the normal hours for receiving fuel at Bulk Storage and the Service Station?

GILA BEND COR RESPONSE: Normal hours of bulk fuels storage and Service Station receipts are 0630- 1600.

COLUMBUS COR RESPONSE: The Hours of Operation in Appendix AF.II Columbus AFB, MS page 1, Table states the hours for Bulk Storage,…
