MEMORANDUM OF UNDERSTANDING BETWEEN

THE 47TH AIRCRAFT MAINTENANCE DIRECTORATE (47 FTW/MX)

AND

THE 47TH LOGISTICS READINESS DIVISION/FUELS MANAGEMENT SECTION

(47 LRD/LGRF)

FOR

FUEL AND LIQUID OXYGEN (LOX) SUPPORT

AGREEMENT NUMBER 01-13

This is a Memorandum of Understanding (MOU) between the 47th Aircraft Maintenance Directorate and the 47th Logistics Readiness Division. When referred to collectively, the 47th Aircraft Maintenance Directorate and the 47th Logistics Readiness Division are referred to as the “Parties”.

1. BACKGROUND: Not applicable

2. AUTHORITIES: Not applicable

3. PURPOSE: This Memorandum of Understanding provides guidance to ensure continuity of operations and also identifies the responsibilities for both parties to ensure fuel/LOX support is provided in a timely manner in support of the daily flying training mission at Laughlin AFB, TX for both flying and non-flying days.

4. UNDERSTANDING OF THE PARTIES:

4.1. The 47 LRD/LGRF will:

4.1.1. Provide fuel support to the 47 FTW/MX.

4.1.1.1. On scheduled flying days, the 47 LRD/LGRF will provide refueling servicing vehicles at a ratio of (1) truck for every 8 scheduled T-38 aircraft, (1) truck for every 8 scheduled T-1 aircraft and (1) truck for every 12 scheduled T-6 aircraft. Refueling vehicles will be dispatched to the flight line prior to the first aircraft landing or upon notification by Maintenance Operations Center (MOC). Additionally, one standby fuel truck for each T-6, T-38 and T-1 area will be provided throughout the flying period and during final recovery of aircraft. One defuel truck will be provided on an as needed basis. MOC will provide the Fuels Service Center (FSC) reason for defuel and estimated quantity to be removed from the aircraft requesting support. MOC personnel have the option to prioritize defuel support requests if it does not impact refuel support for scheduled aircraft flying training sorties.

4.1.2. Provide liquid oxygen support to the 47 FTW/MX.

4.1.2.1. On scheduled flying days fill LOX carts when tank contents are less than 25 gallons. LOX carts will be serviced during the established servicing hours between 0800-1100 hours.

4.1.2.2. On non-scheduled flying days, e.g. AETC Family Days, weekends and holidays, LOX carts can be serviced on an as needed basis upon request from MOC in coordination with T-38 weekend supervision. LOX carts required to be filled to meet mission requirements will be serviced no later than 1500 hours on Sunday.

4.1.3. In the event of an emergency or wing exercise that dictates the relocation of the FSC from building 8, Fuels Management Operations will be relocated/evacuated to building 222, MOC and the refueling fleet will relocate to the south trim pad area. The Fuels Controller will advise MOC via radio/telephone of the evacuation order. The controller will pass on all pertinent information such as the nature and location of the emergency.

During relocation, the FSC will maintain communications with MOC via Land Mobile Radio (LMR). The Fuels Expeditor will transport FSC personnel to MOC and then return to the flight line to aid in the transfer of the refuelers. In the event the FSC cannot be established at MOC, the FSC will remain with the Expeditor and maintain communication with MOC via LMR.

4.1.4. IAW DESC-I-21, complete a daily consolidated transaction report to capture sales/credits recorded for each day of scheduled flying. This report will be recorded on a Base Level Support Application query and DD Form1898. The report will be forwarded daily by email to the 47 FTW/MX resource advisor as the home station customer.

Additionally, due to separation of named parties the Fuels Contracting Officer Representative will validate transaction report and sign for the 47 FTW/MX customer representative. Transaction report will then be filed as part of the Fuels Management document control program.

4.2. The 47 FTW/MX will:

4.2.1. Provide one maintenance ground crew member to facilitate fuel servicing operations. Applicable checklists will be used during fuel servicing operations at the designated aircraft.

4.2.2. Coordinate with the Fuels Contract Manager or the Fuels Operations Supervisor for fuel support on a non-scheduled flying day (e.g. AETC family days, weekends and holidays), at least one day prior.

4.2.3. Provide a LOX safety person during scheduled flying days and weekends to assist fuels personnel during servicing hours. The Aircraft Maintenance Safety person will bring all required safety gear to the LOX cart servicing operation. Personal protective equipment required is listed in T.O. 00-25-172, Chapter 4, Para, 4.17, item b.

4.2.4. Complete AFTO Form 244 (Industrial/Support Equipment Record) and AFTO

Forms 134 for each cart, prior to filling the cart. Aircraft Maintenance personnel will ensure all full in-service LOX carts are used first to prevent a low use trailer. Aircraft Maintenance Supervision will monitor in service LOX carts to ensure compliance with Technical Order 42B6-1-1, para.2.22 b., with regards to low use trailers.

Note: To prevent a low use trailer fuels personnel will identify the next two LOX carts to be used indicated by a sign that reads: “USE NEXT” above the parking spot. Aircraft Maintenance personnel are required to use these designated carts to prevent low use trailers.

4.2.5. Ensure the LOX storage area is secured at all times when unmanned. The entrance gate on the flight line side must be kept locked at all times except when entering the compound to obtain or return LOX carts. Personnel must ensure the gate is locked when departing the area. Fuels personnel will perform random security checks of the area to ensure gates are locked.

4.2.6. Coordinate with the FSC when the Aircraft Maintenance Directorate has a shortage of personnel to meet required LOX safety person support.

Note: During instances when T-38 aircraft are placed in hangars over the weekend, MOC will inform the FSC, on or about the preceding Friday afternoon for scheduling purposes.

The Fuels midnight shift controller (w/MX safety person) will fill a minimum of four LOX carts at approximately 04:00 am Monday morning (Tuesday if Monday is a holiday). If one of the carts is unserviceable, the Fuels controller will notify MOC and request a stand-by cart.

4.2.7. Call in fuel requests for all locally assigned and transient aircraft via the direct dedicated phone line with the FSC or by dialing 298-5174. Radio Communication will be utilized when required.

4.2.8. Inform the FSC when there are changes to the flying schedule that would affect refueling operations.

4.2.9. Provide working space (one desk w/LAN accessibility) for the FSC when the order is given to relocate Fuels Operations.

4.3. Both parties will:

4.3.1 Share responsibility of maintaining and accounting for (2) 400 gallon reclaimable fuel bowsers. As part of the USAF equipment maintenance initiative these bowsers were added to the 47 FTW/MX, Aerospace Ground Equipment (AGE) section CA/CRL. The 47 LRD/LGRF will be assigned fuel bowsers, NSN 2330-01-245-9458 with registration numbers 29727/29728 on a hand receipt and be physically maintained at the fuels area.

Required maintenance will be performed by AGE in accordance with Technical Order 36A11-10-15-1 at no cost to the 47 LRD. Fuels Management will ensure bowsers are inspected daily, prior to use and documented on the AFTO Form 244. Fuels Management will be responsible for turning in bowsers to AGE in a timely manner for required maintenance. AGE will notify Fuels Management as soon possible when maintenance has been completed to prevent any delays. Should any of the two fuel bowsers be delayed for extended maintenance, AGE will notify Fuels Management and a determination will be made if a replacement bowser is required.

5. PERSONNEL: Each Party is responsible for all costs of its personnel, including pay and benefits, support and travel. Each Party is responsible for supervision and management of its personnel.

6. GENERAL PROVISIONS:

6.1. POINTS OF CONTACT: The following points of contact (POC) will be used by the Parties to communicate in the implementation of this MOU. Each Party may change its point of contact upon reasonable notice to the other Party.

6.1.1. For the 47th Logistics Readiness Division Fuels Management Section:

6.1.1.1. Position and phone number of Primary POC: Fuels Contract Manager, 298-5000

6.1.1.2. Position and phone number of Alternate POC: Fuels Operations Manager, 298-5878

6.1.2. For the 47th Aircraft Maintenance Directorate:

6.1.2.1. Position and phone number of Primary POC: Deputy, Director of Maintenance, 298-5072

6.1.2.2. Position and phone number of Alternate POC: Maintenance Operations Center, Supervisor, 298-5947

6.2. CORRESPONDENCE: All correspondence to be sent and notices to be given pursuant to this

MOU will be addressed, to the 47th Logistics Readiness Division, to-

6.2.3. Fuels Management Office/Contract Officer Representative

55 Kansas Ave. Bldg 8 Laughlin AFB, Texas 78843 and, to the 47th Flying Training Wing Aircraft Maintenance Directorate, to -

6.2.2. 47th Aircraft Maintenance Directorate 440 Barnes Street, Bldg 222 Laughlin AFB, Texas 78843 or as may from time to time otherwise be directed by the Parties.

6.3. FUNDS AND MANPOWER: This MOU does not document nor provide for the exchange of funds or manpower between the Parties nor does it make any commitment of funds or resources.

6.4. MODIFICATION OF MOU: This MOU may only be modified by the written agreement of the Parties, duly signed by their authorized representatives. This MOU will be reviewed annually on or around the anniversary of its effective date, and triennially in its entirety.

6.5. DISPUTES: Any disputes relating to this MOU will, subject to any applicable law, Executive Order, Directive, or Instruction, be resolved by consultation between the Parties or in accordance with DoDI 4000.19.

6.6. TERMINATION OF UNDERSTANDING: This MOU may be terminated in writing at will by either Party.

6.7. TRANSFERABILITY: This MOU is not transferable except with the written consent of the Parties.

6.8. ENTIRE UNDERSTANDING: It is expressly understood and agreed that this MOU embodies the entire understanding between the Parties regarding the MOU’s subject matter.

6.9. EFFECTIVE DATE: This MOU takes effect beginning on the day after the last Party signs.

6.10. EXPIRATION DATE: This Agreement expires on 31 Oct 2016 .

6.11. CANCELLATION OF PREVIOUS MOU: This MOU cancels and supersedes the previously signed MOU between the same parties with the subject, effective date of 19 Jun 13 .
