Amendment 0004

Amendment 0004 is incorporated into solicitation SP3300-20-B-5002.

Amendment 0004 is being issued to:

1. Answer the vendor questions seen below.

2. Revise the description of CLIN 0011 in section B to account for UGI pricing:

CLIN 0011: Provide the necessary labor, material and equipment to perform all work indicated in the contract documents to complete the following minor construction work for Natural Gas Piping not directly associated with Building 82 (exterior work) but not limited to:

• Install new natural gas branch line service from gas line main under “U” Avenue up to new gas meter to be installed by UGI.

• UGI to install new natural gas piping, fittings, valving from existing main "U" Ave. Since UGI is unable to provide a cost for this work at this time, the cost to be included in this CLIN for this item is $50,000.00. This is a Government estimated cost and should be added to the contractor’s bid for this CLIN to determine the total price of CLIN 0011. This UGI “plug value” will be adjusted up or down based on the actual cost provided by UGI after award, and in turn will adjust the total CLIN price.

Vendor Questions:

Question 28: Specifications for carpet states a Shaw Industries Product (eco Q Solution nylon) 24x24 tile, but finish schedule says Interface Silk Routes 50 cm tile. Additionally, the Silk Routes is a 250 sq.yd. minimum unless end user has a prearranged agreement for less (this project requires 170 sq.yds). Please verify carpet, size, and ability to purchase less than minimum if applicable.

Answer 28: Use Shaw Industries Product as your basis of design, the product is brand name or equal.

Question 29: Mannington Progressions VCT was discontinued 2 years ago. Closest substitute from aesthetic and performance standpoint would be Armstrong Crown Textures, please advise.

Answer 29: Use Armstrong Crown Textures as your basis of design, the product is brand name or equal.

Question 30: Specifications state Roppe Pinnacle rubber cove base, finish schedule says Johnsonite 283 Toast 4 inch. Does the government desire rubber or vinyl, cove of toeless (straight)?

Answer 30: Use Roppe Pinnacle Rubber cove base as your basis of design, the product is brand name or equal.

Question 31: Does the existing steam lines removed on the East side of Bldg. 82 contain any asbestos?

Answer 31: Based on asbestos containing material (ACM) testing of similar steam piping, there is a high probability that this piping does contain ACM materials in the insulation for these lines. Insulation and felt paper are typically around 30% ACM.

Question 40: The existing sidewalk is listed to remain. It’s in really bad shape. With as much work as we have in the areas of the sidewalks and having to cross the sidewalks with equipment, I don’t think we will be able to protect them from getting broken up worse than they already are. Would the Government consider adding replacing the sidewalks as part of the contract?

Answer 40: These sidewalks were purposely skipped in the project scope as future plans will likely modify existing sidewalks in this area making any work we would do now an unnecessary expense.

Question 44: Is there an allowance to carry for the scope of work associated with UGI?

Answer 44: The contractor is responsible for the complete cost of the installation of the natural gas service. UGI owns all of the natural gas distribution piping on the Installation and utilizes their own subcontractor to run piping from the main to the building, including the gas meter. This UGI effort will have an associated cost to be paid as part of this contract. The prime contractor will be responsible for preparing the trench to run the natural gas piping.

UGI will install then install the natural gas piping, meter and complete the pressure testing, followed by backfilling the pipe trench with stone dust (provided by the prime contractor) to cover the pipe. The prime contractor will then complete the backfill of the trench and repair pavement.

The Government is providing the amount $50,000.00 for UGI cost for each bidder to use in pricing of CLIN 0011. This cost and the total amount to the CLIN will be adjusted either up or down based the actual UGI pricing. Additionally, CLIN 0011 description has been revised to item 2 above to reflect this revision.

Question 45: Please clarify the type of light fixtures required in the following rooms:

A) A101.2 1 - 2X2 NOT LABELED

B) A101.17 13 - 2X2 NOT LABELED

C) A101.11 2 - 2X2 NOT LABELED

D) A101.3 NO TYPE AD SHOWN ON FIXTURE SCHEDULE The fixture schedule only lists type EM, and type DE Answer 45: A) Printer Room A101.2 has two (2) fixtures. One is Type “B” and the second is Type “BE”.

B) Industrial Hygiene Office A101.17 fixtures are existing to remain as noted on E-401 Key note 7.

C) Women’s Locker A.101.11 the two (2) fixtures not labelled are Type “B”, similar to Men’s Locker room.

D) Office A101.3 are both Type “A”, but the LED driver for those fixtures will be controlled by a compatible dimmer described by Key Note 12.

Question 47: Has the glue on the exiting floor been tested for ACM?

Answer 47: It has not been tested, however, mastic adhesive / glue used underneath tiling is well known to contain asbestos as a binding material especially prior to 1980. These materials definitely fall into this time frame.

Question 62: Who is responsible for Utility Co. costs? If it is to be the GC, the GC will need a contact at the Utility Co. and Owner's permission to represent the Owner.

Answer 62: See answer to Question 44.

The cost for use of utilities such as electricity, natural gas, and water will be paid for by the Government.

Question 65: What is the manufacturer of the existing electrical panelboards?

Answer 65: For the most part the panels noted to remain are SQ”D”, but not exclusively. Panels that were of current manufacture and deemed in “good” condition were reused.

Question 66: The floor plans and demo plans for bays 1-5 show emergency signs and exit fixtures in bold with no notes or direction. Is it the intent that those fixtures are to be replaced in place with new fixtures?

Answer 66: Demolition drawings note what is to be removed. Exit and battery wall packs are not noted to be removed, so they are to remain. Those same fixtures appear on the new work plans. The 1/16” scale makes the fixture appear “bold”.

Question 67: Is MC cable acceptable in the admin level?

Answer 67: MC cables are not indicated in Specification 26 20 00, Part 2 Products, nor mentioned in Part 3.1.3 Wiring Methods. So, unless COR authorizes its use, the answer is no.

Question 68: VCT-1 flooring is called out to be Mannington commercial vinyl tile Progressions collection which is discontinued. Please the standard Excelon Armstrong VCT is acceptable.

Answer 68: The Government confirms that standard Excelon Armstrong VCT is acceptable.

Question 69: Our translucent panel installer noticed that the panels are to meet blast requirements, the blast load and standoff distance should be noted on the drawings, but it isn’t. Is this building more at risk of blast loading? Or was the wrong spec inserted? This will make a big difference in price.

Answer 69: The warehouse is exempt from the requirements of UFC 4-040-01, DoD Minimum Antiterrorism Standards for Buildings due to it being a “Low Occupancy Building.”

Definition: Low occupancy building. Any building or portion of a building routinely occupied by fewer than 11 DoD personnel or with a population density of less than one person per 430 gross square feet (40 gross square meters).

Question 70: Will contractors be able to deactivate the existing water line(s) to install the proposed post indicator valves, or will the use of line stops be required to keep the waterlines active? If line stops are required, what size diameter is the existing water main around the building?

Answer 70: When proposed PIVs and new laterals are ready to be tied into the fire water main, the contractor shall notify the COR. The COR will have maintenance personnel isolate the water main at either end of Building 82. This outage may be no longer than 8 hours. Line stops will not be required or permitted. Corporation stops are to be installed at the lateral tie-in location to the main for new 8” laterals only.

Question 71: What size diameter of pipe are the existing water laterals to determine what size post indicator are required?

Answer 71: Water laterals on the south side of Building 82 are 6” laterals. Record drawings indicate that all laterals are ACP. For those laterals where PIVs are being relocated (3 bays), the contractor is to include the cost of replacing entire lateral with 8” ductile iron pipe. This includes increasing the connection to the main to 8”. The main line is 12” ductile iron. Remaining two bays will not be affected.

Question 72: How are the permits handled? All on base or what outside agency and fees apply?

Answer 72: All permits are handled on base, unless it’s an environmental permit for excavating, which is handled through the York county conservation district.
