Amendment 0003 is incorporated into solicitation SP3300-20-B-5002.
Amendment 0003 is being issued to:
1. Answer vendor questions seen below.
2. Provide attached Additional Design Instructions and lesson learned on previous like projects/contracts.
3. Provide Sketch V-101, Addendum.
4. Incorporate revised FAR Provision 52.204-24, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020), in full text into Section K. See attached full text provision, prospective awardee will be required to fill out before award is made.
5. Incorporate revised FAR Clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020), by reference into Section I.

Vendor Questions:
Question 1: Is this project being administered by USACE? Or will it be administered by DLA contracting?
Answer 1: DLA Distribution is administering this contract.
Question 2: The Bid bond Section of the solicitation requests for an amount of 20% but does not mention the Dollar amount. Can you please provide the information for the same?
Answer 2: The bid bond amount is 20% of your bid amount.
Question 3: Please confirm that the submission requirement will be changed from a hand delivered or mailed hard copy to electronic submission only as discussed at the site visit.
Answer 3: This was changed to an electronic submission through DoD SAFE exchange, please see Amendment 0002 for the details.
Question 4: Reference Specification Section 09 90 00 Paints and Coatings, confirm that only the painting indicated by the notes on the drawing includes all the painting required by the specifications.
Additionally, see question #5 below, confirm that the Fire Extinguishing Sprinkler System piping in the warehouse area and above the ceiling in the Administrative Annex fall under subparagraph 1.8.3.1 a. of this section and therefore does not need to be painted if “self-adhering red plastic bands spaced at maximum of 20 foot intervals” are provided.
Answer 4: Painting requirements include both requirements set forth in the project specifications as well as the contract drawings.
Question 5: See question #4 above, will all sprinkler pipe have to be painted? Currently some of the sprinkler piping is painted red or green.
Answer 5: All sprinkler piping in the warehouse and above the celling in the annex area will be painted RED. The use of self-adhering plastic bands instead of painting is not acceptable.
Question 6: Is Johnson Controls the preferred control contract for the base or the building?
Answer 6: The government does not have a preferred controls contractor. Johnson Controls and other control companies have and will do work on this base in the future.
Question 7: Is there a current roof warranty in place? If so, please provide the company, contact information, and any pertinent information.
Answer 7: There are two warranties in place for Building 82. The first warranty is for the main warehouse roof. This is a Carlisle roof, was installed around 2010, and carries a 15 year warranty. As of this time, we have been unable to locate the warranty information but the Government is working with the manufacturer to obtain this information. The second warranty is for the roofing installed over the dock areas otherwise called canopy roofing.
The canopy roofing is a Genflex product manufactured by Goodyear. It was installed in 2015. The Government is not certain of the duration of this warranty as we have been unable to locate this warranty although we believe that this roof system likewise carries a 15 year warranty. Both warranties will be available to the successful contractor at the start of the project after award.
Question 8: Who currently controls the building Fire Alarm system? Please provide the company, contact information, and any pertinent information.
Answer 8: The Installation has both a fire company and a security station with are both manned 24 / 7 / 365. All fire alarm systems are monitored by the Installation Dispatch Center.
Question 9: Will the existing materials stored on the racks be moved around as needed for the contractor to be able to perform the required sprinkler work?
Answer 9: Yes, material that is deemed to interfere with construction will be moved. Mission personnel must be given at least one week’s notice to allow them time to move materials from the racks presenting the construction interference.
Question 10: Will the office annex be vacant and restricted to construction activities only during the renovation of that portion of the project?
Answer 10: The Government is currently working through this issue. Although an amiable solution has not yet been reached with building participants, it is the Government’s intent to temporarily relocate up to 75% of personnel currently working in this area. For the purpose of bidding this contract, assume that the following rooms will remain active during construction: A101.16, A101.17, A101.20, A101.21, and A101.22.
Question 11: Will portions of the interior and exterior of the facility be restricted to construction activities only during the renovation of those portions of the project?
Answer 11: The mission and its personnel will always have first priority. That being said, when an area is under construction, the contractor must follow safety guidelines as defined in the project specifications. In these instances, Government personnel must respect construction areas and remain outside the perimeter of these work areas.
Question 12: Reference Schedule B, Is it the Government’s intent for all items (No. 0001 through 0011) to add up to the total project cost? If so, please define the scope under each item number for the bullet point stating “Other work as described in the contract documents.” so that total scope of each item is clearly understood by contractors.
Answer 12: This particular item appears to be a major source of confusion for many bidders. These works divisions are required to define the cost associated with work on various assets on the Installation for the purpose of accounting for these assets separately. To simplify this division to an extent, consider CLINs 0001, 0002, and 0003 as any work that is associated with Building 82. This includes anything within, on, or on top of the building. In general, any item within, on, or on top of Building 82 repaired or painted, that is to say not being demolished is considered to be a Maintenance Item (CLIN 0001). Any item that is being repaired (by replacement) that is to say that something is being demolished and replaced with something else is to be considered Building Repair (CLIN 0002). Finally, anything within, on or on top of Building 82 that is being constructed for the first time, that is nothing was there before, is considered Minor Construction (CLIN 0003). These first three CLINs represent approximately 85% of the total project cost. The last group of CLINs (0004-0011) are minor assets and are typically outside of the building perimeter. This would include concrete pads, electrical, gas, water, and sewer services to / from the building. Costs associated with these items are to be grouped into the applicable CLIN number.
CLIN 0001 through 0011 are all separately priced, when added up make the total bid price.
Question 13: Reference AD-103, AD-113, A-103, A-113, Confirm that only the ceilings in Rooms A101.5, A101.6, A101.17, A101.20, A101.21, and A101.22 are to be replaced with new, and that all other finish, specialties, equipment, and furnishings are existing to remain. Also, confirm that the specialties, equipment, and furnishings are existing to remain in Rooms A101.10 and A101.11. Lastly, please confirm that there is no work in Rooms A101.8 and A101.9.
Answer 13: All acoustical ceilings panels and grid shown on AD-113 must be removed. Ceilings that remain are A101.18, A101.8, A101.9.
A101.10 and A101.11 – lockers and bench are to remain.
A101.8 and A101.9 – lights to be removed.
The only items on AD-113 to remain are items that are greyed out, everything else is to be removed.
Question 14: Reference A-201, A-202, A-203, General Elevation Note #7 and #9 as well as various Key Notes refer to repairing damaged CMU, there were several areas where damage to the CMU wall was observed during the site visit, how should other areas of damaged CMU or other wall surface materials be addressed that are scheduled to be repainted?
Answer 14: G-003 – Bid pricing. Rough estimate of damage was provided to GC to provide bid pricing.
The final locations and extent of repairs need to be coordinated with the GC and COR.
Question 15: Reference A-201, A-202, A-203, General Elevation Note #1 implies the entire exterior of the building is to be repainted and refers to sheet G-002, which is the Sheet Index and does not indicate a paint color, please identify the correct sheet and paint specification.
Answer 15: Note should reference G-003. Paint colors are under general notes.
Question 16: Reference 1/A-203, what is the scope of work for the shed and screen wall with the vertical siding shown on the east elevation?
Answer 16: Shed, screen wall, and vertical siding must be painted.
Question 17: Reference A-101 through A-105, Please confirm that there is no interior wall patching or painting work in the warehouse portion of the project unless specifically identified by Key Note.
Floor Plan General Notes #4 and #5 imply that there is patching, repairing, and painting in these areas that is not shown and cannot be quantified, if required how does the Government expect the contractors to address the scope and quantity of this work?
Answer 17: See G-003 – Bid pricing. Rough estimate of damage was provided to GC to provide bid pricing. The final locations and extent of repairs need to be coordinated with the GC and
COR.
Question 18: Reference A-101 through A-105, Floor Plan General Notes #2 and #3 imply that there is patching and repairing of the loading dock surface, ramps and curbs that is not shown and cannot be quantified, if required how does the Government expect the contractors to address the scope and quantity of this work?
Answer 18: See G-003 – Bid pricing. Rough estimate of damage was provided to GC to provide bid pricing. The final locations and extent of repairs need to be coordinated with the GC and
COR.
Question 19: Reference FA-101 through FA-105, General Notes #3 implies that there will be conduit removal and relocation that is not shown and cannot be quantified, if required how does the Government expect the contractors to address the scope and quantity of this work?
Answer 19: This is means and methods and is dependent on the contractors scheduling of the project.
If the contractor selects to replace the windows before the fire alarm replacement, then the contractor is aware that fire alarm conduit will be in the way of the window replacement work. If the contractor selects to replace the fire alarm system before the window replacement, then there is no coordination issue between the existing fire alarm conduit and window replacement work. The intent of the note is to make the contractor aware that conduit is present and coordinate between the various trades will be required.
Question 20: Reference E-001 through E-701, Confirm that there is no lighting work required within the warehouse portion of the project.
Answer 20: Lighting within the Warehouse areas of the building were upgraded and are to remain.
Branch circuits serving the lighting are to remain and be intercepted with a new wireway at the panel that is being installed. Panel schedules note the branch circuits as “Ex. L – Row

Question 22: Drawing E-501 6 way ductbank details states to run 6 - 4” conduits, 4 active and 2 spares from the new outdoor pad mounted transformer to the outdoor junction box/trough. Drawing E-302 note 16 states 4-500 Kcmil COPPER SECONDARY SERVICE FEEDERS IN EACH A FIVE (5)
4” SCHEDULE 80 PVC DUCTS THAT TRANSITION TO 4” RIGID STEEL. IT STATES TO
PROVDE A SPARE PATH OF THE SAME AS DESCRIBED.
a. Please clarify which drawing is correct, is there four active conduits and 2 spares or are there 5 active conduits and 1 spare?
Answer 22: Detail on E-501 was provided to indicate duct bank construction requirements. The scheduled feeder from the transformer to the SWBD should be 4W1600 (5) Sets of 4- 500Kcmil in 4”c + Spare as indicated and Noted (#16) on E-302.
Question 23: Drawing E-301 POLE UA6 shows a note 17 that has a square around it. Note 17 on this drawing does not seem to match this note. Please clarify.
Answer 23: We agree that Note 17 does not apply and should be removed. Existing Pole UA6 is to remain, but it has a streetlight that shall be disconnected when the secondary service cables are removed. That fixture shall be reconnected by the new street lighting branch circuitry shown to be installed.
Question 24: Drawing E-301 POLE UA6 shows a description that references pole UA15 to disconnect 12.47 KV taps etc. Please clarify if this info is correct.
Answer 24: We agree that Note does not apply and should be removed. The demolition work at existing Pole “UA6” is described in Question 23 above.
Question 25: Drawing E-301 Feeder tags for panel Z103 to H101 there are two feeder tags pointing to this feeder run 4W110 by panel Z103 and 4W150 by panel H101.
a. Please clarify which tag is correct.
Answer 25: Panel Z103 is scheduled with a 100A/3 MCB and the feeder breaker in Panel H101 that feeds Panel Z103 is indicated to be 100A/3. Therefore, the 4W110 feeder 4-#2+#6G in 1 ¼”C should be installed.
Question 26: What CLIN bid number would the work for the generator quick connect cabinet along with conduit and feeder wiring fall under?
Answer 26: Since this is not replacing anything that is already there, it would be considered new and is therefore falls under CLIN 0003, minor construction.
Question 27: What CLIN item is the work in Boiler/Mech Room A102 (drawing E502) in?
Answer 27: Since this is not replacing anything that is already there, it would be considered new and is therefore CLIN 0003, minor construction.
Question 28: Specifications for carpet states a Shaw Industries Product (eco Q Solution nylon) 24x24 tile, but finish schedule says Interface Silk Routes 50 cm tile. Additionally, the Silk Routes is a 250 sq.yd. minimum unless end user has a prearranged agreement for less (this project requires 170 sq.yds). Please verify carpet, size, and ability to purchase less than minimum if applicable.
Answer 28: Additional time is needed to answer this question. Therefore, the Answer for this question will be provided in Amendment 0004 to this solicitation.
Question 29: Mannington Progressions VCT was discontinued 2 years ago. Closest substitute from aesthetic and performance standpoint would be Armstrong Crown Textures, please advise.

Question 30: Specifications state Roppe Pinnacle rubber cove base, finish schedule says Johnsonite 283 Toast 4 inch. Does the government desire rubber or vinyl, cove of toeless (straight)?
Answer 30: Additional time is needed to answer this question. Therefore, the Answer for this question will be provided in Amendment 0004 to this solicitation.
Question 31: Does the existing steam lines removed on the East side of Bldg. 82 contain any asbestos?
Answer 31: Additional time is needed to answer this question. Therefore, the Answer for this question will be provided in Amendment 0004 to this solicitation.
Question 32: Drawing C-501, Detail 1- Fuel Truck Loading Concrete Pad – is 6” thick with 2.9w x 2.9w reinforcing correct? The standard detail for concrete slab/pavement at the New Cumberland DLA is 8” thick with two rows of #4 rebar reinforcing.
Answer 32: Use New Cumberland DLA standard concrete slab detail of 8-inch thick with two (2) rows of #4 rebar reinforcing.
Question 33: Drawing C-501, Detail 1- Fuel Truck Loading Concrete Pad – are there details for the transverse and longitudinal joints?
Answer 33: Use Joint Details 3, 4 & 5 sheet C-501.
Question 34: Drawing CS-101, Note 12 – is there a trench detail for the new 1” & ¾” Fuel Lines? Need to know minimum trench width and bedding materials.
Answer 34: Use Detail 9/C-501.
Question 35: Drawing CS-101, Note 11 – above ground fuel tank – how is the new 6” concrete equipment pad installed/tie-in to the new concrete pad? Drawing M-505, Detail 1, Note 2 states the new pad is to be installed on existing asphalt roadway.
Answer 35: The new concrete fuel tank pad is not placed on existing asphalt roadway but grass area.
This area will be cleared and new concrete pad installed as noted as Key Note #10/CS-101 and detail 8/C-501.
Question 36: Clarify the pipe size of the existing sanitary sewer line the new 4’ Dia Doghouse MH is installed on? Drawing CS-101, Sanitary Sewer Table- Shows the pipe is 6”. Drawing C-502, Detail 1- Shows the pipe is 8”
Answer 36: Existing pipe size, as shown per available record drawings, is six (6)-inch. Contractor is required to verify sanitary sewer during construction.
Question 37: Drawing CS-101, Sanitary Sewer Table – please clarify the downstream pipe inverts and rim elevations for existing sanitary MH 117 & MH 116? Need to know estimated depth of proposed doghouse MH.
Answer 37: Sanitary Sewer Table shown on CS-101 has been updated to correctly show the pipe length from existing MH #117 to existing MH#116 (blue text).

Question 38: Drawing A 601 provides the detail for the replacement of the translucent glass. This states a count of 5. Is the scope of work limited to the replacement of 5 translucent panels?
Answer 38: See A-201 General Notes #13. There are (5) 196’-11”wide x 3’-4”high translucent panels.
Question 39: Drawing E-302 note 15 states to provide a new 3-1/C, #2 15KV cable for the primary from the new pole to the new transformer. Drawing E-501 note 5 states to run a new 3-1/C, 2/0 15KV cable. Please clarify if the EC is to run a #2 or a 2/0 cabling.
Answer 39: Pole “UA3” Detail on E-501 shall be followed and Note 5 3-1/c, 2/0 copper, 15 KV shielded, 133% EPR insulated power cables shall be installed.
Question 40: The existing sidewalk is listed to remain. It’s in really bad shape. With as much work as we have in the areas of the sidewalks and having to cross the sidewalks with equipment, I don’t think we will be able to protect them from getting broken up worse than they already are. Would the Government consider adding replacing the sidewalks as part of the contract?
Answer 40: Additional time is needed to answer this question. Therefore, the Answer for this question will be provided in Amendment 0004 to this solicitation.
Question 41: The sprinkler heads are to be replaced, there are many locations where the heads are located between existing racking, there is only about 12” of clearance between the racks. The only access we will have is if the Government relocates the materials on the racks. Will the Government move the materials? Or is it the responsibility of the contractor?
Answer 41: Coordinate with the government for any materials that will obstruct access to in-rack sprinklers.
Question 42: The exiting wood columns are to receive intumescent paint, some of the columns are also between the racking. So the same condition exists and materials will need to be moved from the racks to access the work
Answer 42: During the survey No wood Columns were identified.
Question 43: On the docks on the South side where we are to construct masonry enclosures, the paint on the existing steel is peeling and falling off, this paint is lead based paint. Will the contractor be made to dispose of this paint as hazardous material?
Answer 43: See G-003 – Environment. “Contractor shall address lead paint as required for the work of this project.”
Question 44: Is there an allowance to carry for the scope of work associated with UGI?
Answer 44: Additional time is needed to answer this question. Therefore, the Answer for this question will be provided in Amendment 0004 to this solicitation.
Question 45: Please clarify the type of light fixtures required in the following rooms:
A) A101.2 1 - 2X2 NOT LABELED
B) A101.17 13 - 2X2 NOT LABELED
C) A101.11 2 - 2X2 NOT LABELED

Answer 45: Additional time is needed to answer this question. Therefore, the Answer for this question will be provided in Amendment 0004 to this solicitation.
Question 46: Can work in the admin area be done during normal working hours?
Answer 46: Please see the Government’s response to Question 10 above.
Question 47: Has the glue on the exiting floor been tested for ACM?
Answer 47: Additional time is needed to answer this question. Therefore, the Answer for this question will be provided in Amendment 0004 to this solicitation.
Question 48: Will forklift traffic be re-routed away from our work zones? Or will we be required to fence off our work areas and share the isle ways with forklift traffic?
Answer 48: Please see the Government’s response to Question 11 above. Work areas must be fenced off to protect mission personnel. However, work zones may not impede normal mission fork lift traffic. As discussed above, mission personnel always have the highest priority.
Question 49: Sheet G003 mentions the main warehouse roof is under warranty, Kindly provide the name of the contractor who holds the warranty for the roof.
Answer 49: Please see the Government’s response to Question 7 above.
Question 50: Sheet G-003 – Section bid pricing, requests for some additional quantities of CMU, paint and concrete repair to be included in the bid. Kindly identify which item # on the bid schedule, this needs to be included under.
Answer 50: The repair and painting of CMU, concrete, walls, etc. are included under the CLIN 0001.
See Government response to Question 12 for additional clarification.
Question 51: Kindly clarify which item in the bid schedule should the fuel tank & associated piping fall under.
Answer 51: The fuel tank and associated piping are all part of the minor construction effort (new work) associated with the installation of the new fuel oil storage tank. As such, this would fall under CLIN 0003. See Government response to Question 12 for additional clarification.
Question 52: There is site demo & new site work required for the fuel tank pad and fuel truck loading. Does this have to fall under the fuel tank scope? If so, which item in the bid should this be put under?
Answer 52: Yes, this work is all part of the minor construction effort (new work) associated with the installation of the new fuel oil storage tank. As such, this would fall under CLIN 0003. See Government response to Question 12 for additional clarification.
Question 53: What is the basis of award for this project?

Question 54: Sheet S-001, point 10 under Structural steel notes:
Paint on existing steel , may contain lead – prior to welding coordinate removal with COR – The specifications have a section for lead in construction , which is meant for safe work practices when lead is present. But the note indicates lead abatement, kindly clarify.
Answer 54: If area tested Positive it should be noted, GC must refer to “Safe practices as per specs”
Question 55: Does the base have its own high voltage distribution system or is it by a power company?
Please provide contact information if by Power Company Answer 55: The on-site electrical distribution system downstream of the utility point of connection at the 69KV substation is owned by the Installation. Medium Voltage distribution on the site is generally 12,470V, 3-phase.
Question 56: Section B – Supplies and Prices sheet seems very confusing and I’m getting a lot of feedback from subcontractors indicating the same. The listed items are not marked in the drawings as options and alternates like other projects that we’ve experienced. For instance, which line item(s) include the base price? Or, are they all separate prices that make up one amount?
Please advise.
Answer 56: There are no option/alternate CLINs, see Answer 12 for some further clarification. CLIN 0001 through 0011 are all separately priced, when added up make the total bid price.
Question 57: 2/AD-102 - Note 10 on the plan near 5/A604 shows a dashed "dog leg" Please define the dashed "dog leg".
Answer 57: dog leg” is horizontal rail attached to the bollards. Rail must be removed.
Question 58: 3/AD101 or 4/AD103 – new door openings will need a header or lintel?
Answer 58: Refer to sheet S-001 for masonry opening requirements.
Question 59: "1/A604" is a detail for the Mech. Rm wall. I do not believe it belongs on page A104, top left.
Answer 59: This question is unclear. The intent of this detail, regardless of where it is actually shown on the contract drawings, is to show how the new mechanical room wall is to interface with the existing canopy roof system that is located over all dock areas along the north and south sides of Building 82 but specifically over the new mechanical room.
Question 60: A123 Roof Plan Key Note 9. Please confirm this item existing to remain?
Answer 60: The roof access opening is a break in the guardrail. The opening must be maintained.
Question 61: 13/A123 - Please verify OSHA requirements and note what work is to be done.
Answer 61: Refer to OSHA1910.28(b)(13). If guardrail, once reinstalled, does not meet the distance from the rooftop unit, additional guardrail to match existing must be added to meet the OSHA fall protection requirements.
Question 62: Who is responsible for Utility Co. costs? If it is to be the GC, the GC will need a contact at the Utility Co. and Owner's permission to represent the Owner.

Answer 64: Depending on the door manufacturer selected, an exterior canopy may be required to protect the door operator. Verify with the door manufacturer what type of protection is required.
Question 65: What is the manufacturer of the existing electrical panelboards?

Question 69: Our translucent panel installer noticed that the panels are to meet blast requirements, the blast load and standoff distance should be noted on the drawings, but it isn’t.
