Building 82 Renovation Amendment 0003 – Additional Design Information

This document is being provided to inform bidders of unforeseen issues that occurred during the renovation of the last warehouse – Building 83 which is positioned due east of Building 82.

These “lessons learned” are provided so that these are not unforeseen issues for the successful contractor after construction begins.

1. Footers for New Stairways off of Docks – take note of footer locations for new stairways landing at grade. In many cases, there are rain conduits positioned underground that are in close proximity to these footers. Exact locations are most likely not as depicted on the contract drawings, although typically they are close. It was necessary in several cases to straddle rain conduits with footers for stairways to avoid interference.

2. Natural Gas Regulator Location – the location of the natural gas regulator at the building outside face will be in close proximity to the new mechanical room and the boiler combustion air intake ducts. The International Gas Code requires a predetermine separation between the air intake ducts and the regulator. This separation must be observed and will be carefully scrutinized.

3. Duel Fuel Hot Water Boilers – will be utilized for this project. Natural gas will be utilized as the primary fuel and No. 2 fuel oil for the secondary source of fuel. Fuel for these units will be drawn from a new above-ground fuel oil storage tank located in close proximity to the mechanical room.

a. The contractor is cautioned to carefully lay out fuel oil piping before starting construction. The following layout issues were encountered during the last installation of this system:

i. Sequencing the installation of the fuel oil piping and the delivery and installation of the storage tank were an issue as well.

ii. Fuel oil pipe routing interfered with new stairway required to be installed near mechanical room.

iii. Underground piping require sumps at points were piping turns up to continue above ground. Sump locations were difficult to install – especially near fuel oil tank.

b. The contract drawings currently show fuel oil piping routed from the fuel oil storage tank to the mechanical room underground utilizing double wall piping suitable for leak testing. The Government will consider routing fuel oil pipe above ground from the storage tank to the mechanical room. The following conditions must be met:

i. Piping must be run in locations to present the least amount of exposure to traffic of any kind that could damage piping.

ii. Fuel oil piping must be routed outside. It may not be routed through the warehouse.

iii. Fuel oil piping run above ground must be enclosed in an armored outer jacket such as a schedule 80 or heavier pipe for collision and leak protection.

4. Lead Abatement – lead paint was encountered throughout the building. Where disturbance of these painted surfaces is anticipated, painted surfaces will require abatement prior to performing work in a particular area. The contractor can expect to find lead paint on all bollards, annex steel, and building structural steel.

5. North Side Post Indicator Valves and Piping – All fire suppression systems within Building 82 are being replaced in their entirety. Existing fire suppression system utilize two water supply risers within each bay of the building. One riser enters the building from the north and the second enters from the south. New fire suppression systems will utilize a single water supply riser that enters the building from the south. The north riser will be demolished.

This creates a water quality problem for the Installations domestic water system. Contract drawings currently require that all five Post Indicator Valves (PIVs) located on the north side of the building be demolish to blow grade to all grass in areas round these PIVs to be cut without interference.

In addition to the defined scope above, branch lines off of the domestic water piping main located under U Avenue must be disconnected to reduce the amount of stagnant water connected to the main piping system. Sketch V-101, Addendum is attached providing information showing this additional requirement. This requirement is typical in five places north of Building 82 as shown on the referenced sketch.

6. COVID-19 Requirements – As the pandemic continues to affect all aspects of life including continued operations on the Installation, it is anticipated that this will continue to be an issue for all of us into the coming year. As such, the Center for Disease Control (CDC) requirements to help stop the spread of this virus will continue to be required at all facilities and on all construction sites on the Installation. Bid pricing is to include all necessary personnel protection and sanitization materials along with the time required to administer these safety precautions.
