1. The purpose of this amendment is to answer questions received by the Government in response to Solicitation SP3300-17-R-0001.
2. The following question and and Government response is provided:
QUESTION 1: The requirement to submit resumes for essentially all new personnel conflicts with the cited FAR clause requiring contractors to retain all qualified incumbent personnel. Only the incumbent contractor will have access to all incumbent personnel resumes. Will the Government remove the requirement to submit resumes for all personnel?
ANSWER 1: No, resumes are required for all personnel.
QUESTION 2: DLA says they will tailor Quality Assurance Surveillance Plan (QASP) based on the Contractor’s Quality Control Plan (QCP). Typically, contractors tailor their QCP to the QASP. Does the Government not already have a QASP in place for the existing contract and will that not be transitioned across to the new contract? Will the Government provide a copy of the current QASP to proposing vendors?
ANSWER 2: The offeror's quality control plan should ensure that there is quality in their processes to achieve successful performance. Our QASP will be utilized to ensure performance is as required in the PWS and contract.
4. The solicitation closing date is not extended. It remains 11:00 AM Eastern Standard Time (EST), Friday, May 19, 2017.
5. All terms and conditions remain unchanged and in full force and effect.
