SP3300-17-R-0001
Amendment 0001
1. The purpose of this amendment is to revise the solicitation and answer questions received by the Government in response to Solicitation SP3300-17-R-0001. Each question has been redacted to ensure anonymity. The Government response is provided under each question to allow all potential offerors the opportunity to see all communications with industry.
2. Solicitation, Page 37, SECTION 3: OFFEROR REPRESENTATIONS AND CERTIFICATIONS –
COMMERCIAL ITEMS, revise the following statement to read:
“The Offeror shall provide verification that the Offeror has a Defense Security Service (DSS) approved facility clearance.”
SP3300-17-R-0001 (Amendment 0001) is revised and attached. The change is highlighted in yellow on Page 37.
3. Solicitation, Instructions to Offerors, Volume IV Price Proposal, Page 45, OFFEROR CEILING PRICE – (CLINS 0001 AND 0002) YEARS ONE, TWO, AND THREE, AND TASK ORDER 0001, is revised to remove Task Order 0001 and revise the term “Total Contract Ceiling Price” as described below:

4. The following questions and Government responses are provided for your information:
Question 1: Will DLA Distribution accept an Organizational Conflict of Interest (OCI) mitigation plan to enable an offeror to pursue other work under DLA Distribution if awarded this contract?
Answer 1: DLA cannot speculate on events that may or may not occur in the future. The Contracting Officer will take into consideration all FAR § 9.504 concerns to ensure any potential conflicts of interest are adequately identified in any future procurement and that appropriate steps are implemented to resolve potential conflicts at that time.
Question 2: Can the prime be sponsored by one of its subcontractors that has a facility clearance and still be eligible for an award under this prospective contract?
Answer 2: No. The prime contractor must possess its own DSS facility clearance.
Question 3: DD Form 254 Contract Security Classification Specification, Block 1.a. shows that a Facility Clearance is required. Will the facility clearance be required at time of award? If not, will the government consider sponsoring for the clearance?
Answer 3: Yes, the facility clearance is required upon the due date for the submission of proposals (please see Answer 7 below) as set forth in the RFP. The Government cannot sponsor Offerors for their DSS Facility Clearance on the basis of an RFP.
Question 4: Can our firm partner with a sub-contractor to fulfill the Defense Security Service (DSS) requirement?
Answer 4: No. The prime contractor must possess its own DSS facility clearance apart from any sub-contractor’s clearance.
Question 5: Pertaining to the DSS facilities clearance, we were wondering if DLA would allow for a Joint Venture (JV) where only one of the vendors has the clearance for sponsorship to the partner without.
Answer 5: No, the prime contractor must possess its own DSS facility clearance. Joint Ventures create a unique business entity and therefore must obtain a separate DSS facility clearance.
Question 6: Can a contractor who has previously held a facility clearance, but does not currently have one, obtain one?
Answer 6: The Offeror must possess a DSS Facility Clearance upon the due date for the submission of proposals as set forth in the RFP.
Question 7: On page 37 it states, "DSS approved facility clearance, or a statement confirming that the offeror will be able to obtain a DSS approved facility clearance prior to award of this contract." What would suffice statement wise?
Answer 7: The Government confirmed through the DLA Information Security Office that contractors are unable to control or predict the DSS facility approval process. Consequently, the language in the RFP pertaining to a contractor’s ability to provide a statement confirming that the offeror will be able to obtain a DSS approved facility clearance prior to award of this contract is illusory. Given the fact that DLA requires contractors to perform duties involving classified services immediately under the contract, the contractor’s possession of a DSS approved facility clearance prior to award of the contract is mission essential to ensure timely and compliant contract performance.
Accordingly, the RFP has been amended to require offerors to have an approved DSS facility clearance at the time of proposal submissions set forth in the RFP.
Question 8: Would DLA be able to sponsor us if we were awarded this IDIQ?
Answer 8: No. Please refer to Answer 3.
Question 9: The Government states that “The Offeror shall provide verification that the Offeror has a Defense Security Service (DSS) approved facility clearance, or a statement confirming that the Offeror will be able to obtain a DSS approved facility clearance prior to award of this contract.” Although we should be able to promptly obtain a facility clearance, we currently are unable to start the process because of lack of sponsorship. Will the Government consider sponsoring for facility clearance upon award?
Answer 9: No. Please refer to Answer 3.
Amendment 0001
Question 10: Is this a new requirement or a follow-on contract? If this is a follow-on contract, please provide the incumbent name, contract number, contract value and number of employees on current contract.
Answer 10: This is a follow-on Contract. These services are currently provided under contract number SP3300-14- D-0009. The contract was awarded to: UNITY TECHNOLOGIES CORPORATION, 3001 WARD KLINE ROAD, MYERSVILLE, MD 21773-9139
Question 11: Per Attachment 1, SOW, Page 23, Paragraph 5.1.8. Graphic Artist/Multimedia Design, Bullet #3, would all of those items be provided by DLA? Also, does the contract awardee need to provide a camera?
Answer 11: All items are provided by DLA, including the camera.
Question 12: Will Wage Determination/SCA be applicable to any labor categories in this contract?
Answer 12: No. It is not applicable for this contract.
Question 13: Do we need to submit Past Performance Questionnaires or will our past performance on CPARS suffice?
Answer 13: Offerors are required to submit past performance questionnaires in accordance with the Instructions to Offerors, Volume II Past Performance Proposal, Paragraph (4).
Question 14: Solicitation, Page 44-45, are we allowed to add in Task order 0001 in Section B?
Answer 14: No. Task Order 0001 is not in Section B, Schedule of Supplies/Services.
Question 15: Does the incumbent contracting firm, Unity Technologies Corporation, exceed the NAICS 541611 size limit of $15M?
Answer 15: The Government cannot answer this question.
Question 16: What restrictions are there, if any, on the type of font?
Answer 16: There are not restrictions on font type.
Question 17: What are the designated information technology (IT) levels for each of the labor categories specified in Task Order One (0001)?
Answer 17: All labor categories require IT Level III.
5. The solicitation closing date is extended from 1:00 PM Eastern Standard Time (EST), Monday, April 24, 2017 to 1:00 PM EST, Monday, May 1, 2017.
6. The RFP is amended as described herein. All other terms and conditions remain unchanged and in full force and effect.
