SP3300-17-R-0001

Amendment 0002

1. The purpose of this amendment is to revise the solicitation to remove Technical Factor 4 Task Order 0001 reference from the solicitation in its entirety. Task Order 0001 will be negotiated with the successful offeror.

This amendment revises several sections of the solicitation and Attachment 1 Statement of Work for Professional Support Services as described herein.

Also, answers are provided to additional questions received by the Government subsequent to issuance of Amendment 0001. Each question was redacted to ensure anonymity. The Government response is provided under each question to allow all potential offerors the opportunity to see all communications with industry.

2. The Notice to Offerors, Page 3 of 72, is revised to remove the statement, “Task Order 0001 will be issued at contract award.”

3. The Instructions to Offerors, is revised to remove all references to Technical Factor 4 Task Order 0001 which is being removed from the solicitation. A revised Instructions to Offerors (Amendment 0002) is enclosed.

4. The Evaluation Factors for Award is revised to remove all references to Technical Factor 4 Task Order 0001 which is being removed from the solicitation. A revised Evaluation Factors for Award (Amendment 0002) is enclosed.

5. Attachment 1 Statement of Work is revised to incorporate the following changes:

a) Section 3.1 is revised to read “Government-Furnished Property.”

b) Section 3.4 Contract-Furnished Equipment and Supplies is revised to clarify requirements and correct formatting.

A revised Attachment 1 Statement of Work (Amendment 0002) is enclosed.

6. Task Order 0001, Attachment 1, Statement of Work is removed from the solicitation.

7. The following questions and Government responses are provided for your information:

Question 1: Present/Past Performance Questionnaire - If client responding to PPQ does not wish to provide the PPQ directly to the contractor can they send it in directly to the KO?

Answer 1: Reference Instructions to Offerors, Volume II – Past Performance Proposal, Section (4), “The Offeror/major subcontractor shall ask the customer to complete the questionnaire and return it directly to the Acquisition Specialist identified in Part I – RETURN INFORMATION of the questionnaire.”

Question 2: Can we submit our CPARS ratings in place of the Past Performance Questionnaire.

Answer 2: No. Reference Amendment 0001, Answer 13.

Question 3: Page 38 of 72 indicates the requirements to be in compliant with Factor 1: Past Performance Record.

The RFP states, “An index of previous contract data for the offeror. The index shall contain all relevant PRIME contracts and relevant SUBCONTRACTS that the offeror is currently performing or has completed during the last five (5) years”. Is the Offeror required to submit awards for all CONTRACTS?

Answer 3: No. Reference Instructions to Offerors, Volume II – Past Performance Proposal, Section (1) states, “relevant Prime contracts and relevant subcontracts that the offeror is currently performing or has completed during the last five (5) years.”

Question 4: A major subcontractor is defined as "providing twenty percent (20%) of total dollar threshold AND/OR twenty-five percent (25%) of total man-hour effort)." Does the government intend for this definition to maintain the inclusive "and" or the exclusive "or"? Or is the offer allowed to use either one it desires?

Answer 4: Reference Instructions to Offerors, Volume II – Past Performance Proposal. The language states “AND/OR” therefore, a major subcontractor is defined as meeting either one or both of the criteria stated.

Question 5: The Government states that “The Offeror shall provide verification that the Offeror has a Defense Security Service (DSS) approved facility clearance, or a statement confirming that the Offeror will be able to obtain a DSS approved facility clearance prior to award of this contract.” Although we should be able to promptly obtain a facility clearance, we currently are unable to start the process because of lack of sponsorship. Will the Government consider sponsoring for facility clearance upon award?

Answer 5: No. See Amendment 0001, Answer 3.

Question 6: In order to determine if an OCI exists, will the government provide an organization chart that describes the extent of where an OCI could pertain?

Answer 6: No. See Amendment 0001, Answer 1.

Question 7: The requirement for indexing includes a reference to "page limitation(s)." The table on page 34 does not contain page limitations for any volume. Is the government anticipating creating an amendment that will impose page limitations at least on the technical volume?

Answer 7: No.

Question 8: There is no font limitation for charts and graphics. Will the government accept font sizes smaller than 10 point?

Answer 8: Yes, as long as the document is legible without needing enlarged. See also Amendment 0001, Question and Answer 16.

Question 9: A detailed review of the RFP, Statement of work, and Task Order Scope makes it clear that the Government is not looking for “same old way” of doing business. In order to achieve the improvements that DLA is looking for, requires a reconsideration of the LPTA evaluation factor. Offerors will be forced to hire low-cost labor in order to meet LPTA strategy to win the contract, and eventually unable to deliver the value DLA requires. It is very difficult to improve buying processes, optimize material costs and deliver value through innovative processes via LPTA evaluation. The skill sets required by the Government are professional in nature, and therefore the best acquisition strategy for such RFP’s should be BEST VALUE and not LPTA. Can DLA reconsider the evaluation factor of this RFP?

Answer 9: No. Reference the solicitation, Evaluation Factors for Award, Section 1. Evaluation Approach. The Government has determined that LPTA source selection procedures are appropriate for this acquisition.

Question 10: Please advise if there will be a change to LPTA.

Answer 10: No. See Answer 9.

Question 11: Can DLA include Technical Trade-offs as basis for award when the lowest price does not represent the innovative approach/ ideas to improve buying process?

Answer 11: No. See Answer 9.

Question 12: Can DLA provide the order of importance for Evaluation Factors?

(Factor 1 through Factor 4) Answer 12: Reference the solicitation, Evaluation Factors for Award and read in its entirety. The evaluation factors are of equal importance.

Question 13: Does FAR 52.222-62 apply to this solicitation?

Answer 13: No. Reference the Solicitation, Page 19, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items.

Question 14: Are any positions covered under the Service Contract Act (FAR 52.222-41). If yes, please provide the applicable Occupation code from the Area Wage Determination.

Answer 14: No. The Service Contract Act is not applicable to this solicitation.

Question 15: Please provide FAR 52.222-42 "Statement of Equivalent Rates for Federal Hires."

Answer 15: No. Reference the Solicitation, Page 19, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items.

Question 16: Please advise if all the positions are currently filled. If no, please advise the positions that are currently vacant.

Answer 16: The Government cannot provide that information. Also, reference the Solicitation, Page 19, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items, FAR Clause 52.222-17 Nondisplacement of Qualified Workers (May 2014)

Question 17: As part of the proposal evaluation will the government consider the vendor submitted compensation (salaries and fringe benefits) plan for professional employees.

Answer 17: Reference the solicitation, Evaluation Factors for Award, 3. Evaluation Factors, Price Proposal, “The Government will evaluate the offeror’s prices to determine if they are sufficiently realistic to permit successful performance of the proposed contract. Evaluation of personnel compensation, in accordance with FAR 52.222-46 will be part of this price realism evaluation. Unrealistic rates, as determined by the Contracting Officer, may be considered a performance risk if it is determined that the low price is not based on a more efficient method of performing the work. The Contracting Officer reserves the right to determine that the offeror’s overall fixed price proposal represents an unacceptable level of risk and eliminate the offeror from consideration for award, based on the information submitted by the offeror, and/or based on the overall proposal assessment described above.”

Question 18: Please advise what materials and supplies will the contractor be responsible to provide?

Answer 18: Please reference the Solicitation, Attachment 1 Statement of Work Professional Support Services, Section C-4 Contractor-Furnished Equipment and Supplies. Also, reference Amendment 0001, Question and Answer 11. This Amendment revises Attachment 1 SOW, Section C-4 to clarify requirements and correct formatting.

Question 19: Will this be cost reimbursable on the contract?

Answer 19: As stated in the Solicitation, Page 3, This is a single award, Hybrid Firm Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) with cost reimbursement (no fee) and firm-fixed price line items type contract.

Travel Costs incurred in accordance with the Contract be reimbursed under a cost reimbursement CLIN.

Question 20: Will the Government please provide clarification on page limitations for Vol II Past Performance?

Answer 20: There are no page limitations. Reference Proposal Preparation Requirements, Table, Page Limitation, N/A (Not Applicable.)

Question 21: Will the Government please provide clarification on page limitations for Vol III Technical Proposal, Sections 1, 2 and 3 Question 21: There are no page limitations. Reference Proposal Preparation Requirements, Table, Page Limitation, N/A (Not Applicable.)

Question 22: Reference Solicitation Page 38. Please advise the difference between: Description of product/service provided (include sufficient detail to demonstrate the scope, complexity, and magnitude of the product/service provided); and (2) A narrative synopsis that shall describe the specific nature of the work, similarities with the proposed work and the relevant experience gained.

Answer 22: The “Description of product/services provided (include sufficient detail to demonstrate the scope, complexity, and magnitude of the product/service provided.” is referenced under (1) which is the index. This is a description of the effort; whereas, the offeror is required to provide detailed information in the “narrative synopsis” that addresses the specific nature of the work performed and experience gained from that work and present how it relates to the proposed work.

Question 23: Please advise the labor categories that need security clearance. Please advise the level of clearance needed.

Answer 23: All labor categories and all personnel require SECRET clearance as any one, at any time may be called upon to support a task requiring a SECRET clearance.

Question 24: Will the Program Manager be needed to visit the DLA New Cumberland site? If yes, how frequently?

Answer 24: Program Manager travel to DLA Distribution New Cumberland is at the discretion of the successful offeror.

Question 25: Being part of the Key Personnel, are there any qualification requirements for the Program Manager?

Answer 25: There are no qualification requirements for the Program Manager.

Question 26: Under the Staffing Plan, the Offeror is required to provide a detailed description of approach for training personnel in accordance with SOW. Can DLA clarify what training is required?

Answer 26: Reference Attachment 1 SOW, Section 3.3.6 Government Furnished Training. All training necessary to receive and maintain a DLA account will be provided by the Government upon receipt of CAC (via

SKILLPORT).

Question 27: Contractor-furnished equipment and supplies requires that Offeror provide Personal Protective Equipment (PPE) appropriate for work to be performed. Can DLA provide details about the type of PPE used historically?

Answer 27: Safety shoes (steel toed) are required to work on the Distribution Center floors, but there may be times whereby safety glasses and hard hats are required.

Question 28: Background: 1.2.d. defines the “Key” Personnel as a Program Manager and Senior Project Manager.

1.2.f. refers to “personnel’ four times in three sentences. Question: Are all references to personnel in 1.2.f.

specifying the “key” personnel as defined in 1.2.d.?

Answer 28: No. Section 1.2.f refers to all personnel listed in the staffing plan. This section is revised. Please reference Instructions to Offerors (Amendment 0002) which incorporates changes to Section 1.2 Staffing Plan.

Question 29: Background: 1.2.d. requires the offeror to provide resumes for the Key Personnel. Factor 2, Subfactor b (1-3) specifies how the Staffing Plan will be evaluated, but is silent regarding resumes. Do resumes contribute to the acceptability of an offeror’s response according to evaluation subfactor 2b.?

Answer 29: Yes. A review of the resume will be part of determining acceptability. For clarification, paragraph 4 has been added which states “Staffing positions with personnel that meet the minimum SOW requirements.”

Question 30: Please confirm that resumes for Program Manager and Sr. Project Manager are the only ones that needed to be submitted as part of Volume III.

Answer 30: See Answer 28.

8. The solicitation closing date is extended from 1:00 PM Eastern Standard Time (EST), Monday, April 24, 2017 to 11:00 AM EST, Friday, May 19, 2017.

9. The RFP is amended as described herein. All other terms and conditions remain unchanged and in full force and effect.
