SP3300-17-R-0001
Amendment 0004
1. The purpose of this amendment is to revise the solicitation as described herein. Also, answers are provided to additional questions received by the Government subsequent to issuance of Amendment 0003. Each question was redacted to ensure anonymity. The Government response is provided under each question to allow all potential offerors the opportunity to see all communications with industry.
2. The Solicitation, FAR 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items (Jan 2017), Page 24, FAR Clause 52.222-17 Nondisplacement of Qualified Workers, is removed as it is not applicable for this requirement.
3. The Instructions to Offerors, Volume III – Technical Proposal, Section 1.2: Staffing Plan is revised. A review of the contractor questions and subsequent Government responses resulted in the Government revising requirements for resume submittals and for Letters of Intent as follows:
Paragraphs d. and e. are combined and new Paragraph d. is revised to read:
“d. The Offeror shall provide resumes for proposed Key Personnel. Resumes shall be no longer than three (3) pages in length. Resumes shall include, as a minimum, the employee’s training and specific experiences directly related to the requirements in the SOW and shall clearly describe the relationship between the proposed individual’s relevant qualifications and the tasks to be performed by the individual. The Offeror shall submit a Letter of Intent (LOI) with the resume for Key Personnel who are not current employees. RESUMES MUST BE MARKED
PERSONALLY IDENTIFIABLE INFORMATION (PII).”
Paragraph f., that addressed Letters of Intent, is removed in its entirety.
A revised Instructions to Offerors (Amendment 0004) is enclosed.
4. Attachment 1, Statement of Work, Paragraph 1.4.2 NON-KEY PERSONNEL, is revised to update Paragraph A, and add new Paragraph B. as written below:
“A. The Government has determined that the following labor categories are required to perform the requirements of the contract. Personnel assigned to or utilized by the Contractor in the performance of this contract shall, as a minimum, meet the experience, education, or other background requirements set forth below for the labor category for which they are proposed under each individual task order.
B. Upon contract award, the Government will immediately initiate the process to negotiate and award task orders.
The Contractor shall submit resumes for all proposed non-key personnel who will perform on a pending task order as part of their proposal submission in response to the Government Request for Proposal (RFP). Additionally, the Contractor shall provide Letters of Intent (LOI) for all proposed personnel who are not current employees of the company in the proposal.”
A revised Attachment 1 Statement of Work (Amendment 0004) is enclosed.
5. The following questions and Government responses are provided for your information:
Question 1: Is the requirement for twelve resumes or 34 resumes?
Answer 1: As stated in this amendment, the requirement for resume submittals is revised. See Paragraph 3. above.
Question 2: Are letters of commitment required for all personnel, not just key?
Answer 2: As stated in this amendment, the requirement for Letters of Intent is revised. See Paragraph 3. above.
Question 3: Under Volume IV - Price Proposal, can we change the number of hours proposed for each labor category in the CLINs OR are all offerors required to quote on the "Estimated Number of Hours" given in each
CLIN.
Answer 3: No. The Government provided the estimated number of hours.

Question 4: Will the government provide a excel format for providing proposal pricing worksheets which shows the formulas used to calculate the labor rates and estimated travel costs OR can the offeror propose the information in their own format.
Answer 4: The Government will not provide an EXCEL Format. Reference Instructions to Offerors, Volume IV:
Price Proposal, Paragraph 7.
Question 5: In Attachment 4 - Past Performance Questionnaire, please advise the difference between "Please provide a brief description of the services/supplies provided under the contract administered by your organization" and "Nature of the Contractual Effort or Items Purchased".
Answer 5: A brief description of the services/supplies provided gives the reader a synopsis of what services/supplies you, as the contractor, provided. The “Nature of the Contractual Effort or Items Purchased” refers to the type. An example of this is “Professional Services” or “IT Equipment.”
6. The solicitation closing date remains 11:00 AM EST, Friday, May 19, 2017.
7. The RFP is amended as described herein. All other terms and conditions remain unchanged and in full force and effect.
