ATTACHMENT 2

STATEMENT OF WORK (SOW)

DIGITAL SIGNAGE

DLA INSTALLATION SUPPORT AT SAN JOAQUIN CA

SECTION 1 INTRODUCTION

A. The Defense Logistics Agency (DLA) is a United States (U.S.) Department of Defense (DoD) agency that provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war.

B. DLA Installation Support at San Joaquin CA has a requirement to provide a new digital signage system for DLA Distribution San Joaquin CA. This messaging system will allow DLA Distribution San Joaquin CA’s management to keep the local personnel informed with real time media at various locations on the Installation.

SECTION 2 GENERAL CONDITIONS AND REQUIREMENTS

A. This Section provides general information relating to the conditions of operation and general requirements relating to the Digital Signage (IT) system.

2.1 SCOPE OF WORK

A. The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items/services necessary to provide Digital Signage (IT) system.

B. The digital signage messaging system will consist of a content management server, forty-five (45) television monitors (strategically positioned throughout installation), required licenses, warranties, and installation. Additionally, this requirement includes hardware and software content management equipment to integrate and manage the message contents to the display monitors.

2.2 GENERAL OPERATING CONDITIONS

A. This Section provides general information relating to the conditions of operation and general requirements relating to the Digital Signage (IT) system requirement.

2.2.1 PLACE OF PERFORMANCE

A. The application will be hosted on server equipment at DLA Distribution San Joaquin CA.

2.2.2 PERIOD OF PERFORMANCE

A. The Contractor shall complete all work within 90 calendar days after contract award.

2.2.3 HOURS OF OPERATION

A. All work shall be accomplished during normal working hours Mon.-Fri. 0700 to 1530.

2.3 ACCESS TO THE INSTALLATION

A. The hours of operation are Monday through Friday, 0700-1530, excluding Federal Holidays.

Contractor personnel shall be on site during the normal hours of operation.

B. Force Protection Conditions (FPCONs) may affect access to installations. The FPCON is established by the host installation or higher national command authorities, and the Installation Commander is responsible for implementing the proper response to progressive levels of terrorist threats. FPCONs are normally displayed at most entrance gates, building entrances and office entrances. The Contractor shall adhere to and operate IAW any restrictions imposed as a result of a FPCON. Measures implemented under the various levels of terrorist threat may impact the Contractor's normal operational approach to services. The Contractor shall ensure that services are sustained during heightened security measures.

C. Due to changing traffic requirements brought on by construction, changing missions, and security concerns within the installation, access to the installation is subject to change, sometimes with little or no warning. Inbound and outbound traffic restrictions exist.

SECTION 3 DEFINITIONS AND ACRONYMS

3.1 DOD DICTIONARY

SECTION 4 GOVERNMENT SUPPORT SERVICES

A. The Government will be responsible for all LAN switches, Ethernet, Network installation and electrical outlets for all equipment.

SECTION 5 CONTRACTOR-FURNISHED EQUIPMENT, MATERIAL,

SUPPORT SERVICES AND TRAINING

5.1 GENERAL INFORMATION

A. The Contractor shall provide Windows based control software for the monitor displays. DLA

Distribution San Joaquin CA is currently operating Windows 10.

B. The Contractor shall be responsible for shipping, storing, installing, and configuring of all equipment.

C. The Contactor shall coordinate with the Government for server connection prior to complete of hardware setup and start software integration when the network server is accessible.

D. The Contractor shall provide all server hardware components as 120/277V compatible.

E. The Contractor shall test, inspect, and verify that each digital signage and the entire system are operational upon completion of each warehouse installation.

SECTION 6 MONITORS AND HARDWARE/SOFTWARE REQUIREMENTS

6.1 MONITOR REQUIREMENTS

The Contractor shall provide and install a variety of Television (TV) monitor sizes at various locations listed on ATTACHMENTS 3 & 45 Digital Signage Locations ATTACHMENT 4: Signage Locations Map and . The monitor sizes are approximate.

1. Eleven (11) of the 70 inch

2. Nine (9) of the 55 inch

3. Twenty-five (25) of the 42 inch

All TV monitors shall have the following features:

• A full HD commercial signage display with embedded Quad Core SoC (System-on-Chip) processor for quick access to content and smooth playback; a WebOS 3.0 platform allows to build apps and construct customized signage; and build-in Wi-Fi to conveniently manage display content.

• Be able to support various network-based protocols like RTSP (Real-Time Streaming

Protocol)/RTP (Real-Time Transport Protocol), MMS (Microsoft Media Server), HLS (http Live Streaming), and MPEG-2 TS.

• Available in flat screen LED display with 1,080p (full HD) resolution, 450 cd/m² brightness, and available build in power of 120v, 50/60 Hz.

• Operable temperature ranging from 0ºC to 40ºC with humidity of 10% to 80%.

• Embedded with Temperature Sensor, Auto Brightness Sensor, Tile Mode, DPM select, DPM wake up, Energy Saving, Smart Energy, File Play with USB, PIP/PBP (2), Internal Memory (8 GB), USB cloning, Easy Brightness Control, Holiday schedule, Limited Mode, Wake on LAN, Failover, Mirroring, BEACON, and Embedded Template.

• Compatible with OPS Media Player and External Media Player Attachable MP500/MP700; and

SuperSign W/Lite and SuperSign C software.

• Fabricated with dust and humidity protection against dust, iron powder, humidity, and other warehouse conditions.

• Accessible with orientation detachable for installation in landscape or portrait mode.

• Signage displays shall be mounted on swivel TV mounts.

• Signage displays shall be connected to existing electrical power outlets with installation of wire channels to cover the power cords.

• Signage display shall have a 3-year manufacture warranty.

• The approved manufacture for the monitor display shall be equivalent (brand name or equal) to LG SM5KC Series.

• All new television equipment components shall be 120/277V compatible.

6.2 HARDWARE AND SOFTWARE REQUIREMENTS

6.2.1 BRAND NAME OR EQUAL CHARACTERISTICS OF THE HARDWARE AND

SOFTWARE APPLICATIONS SHALL INCLUDE, BUT ARE NOT LIMITED TO:

A. VISIX AXIS-TV-PTO (1 Each) – Content Manager Professional Software (Brand Name Only).

This software can support up to 50 media players or room signs (hardware not included).

B. VISIX AXIS-TV-SMP (1 Each) – Professional Software Maintenance Agreement (SMA) for professional content manager for one year (Brand Name Only). This includes free software updates, access to software, technical support and all other costs associated with parts, labor and travel during the warranty period. Also includes free premium weather subscriptions for current conditions and 5-day forecast powered by AccuWeather.

C. VISIX AXIS-TV-ANI (1 Each) – Alert Notification Module Allows Axis TV professional system to be triggered by third-party systems to display alert content. Supports Common Alerting Protocol (CAP), web services and email polling. Axis TV can trigger alerts manually 9in the software UI), by email, or by a CAP message. The CAP message can be in XML format on an HTTP page that the server will poll, or it can be sent directly to a listener on the Axis TV server. Some of the providers Axis TV Alerter works with include Blackboard Connect, E2Campus, and Rave, but they can also work with any alert provider that can produce a CAP 1.2 output.

D. VISIX AXIS-TV-ADS (1 Each) – Active Directory Support (User Authentication) This option adds support for user authentication through Active Directory to an Axis TV Professional Content Manager.

E. VISIX AXIS-TV-CPA (45 Each) – Axis TV Channel Player (Mini Form Factor). Provides one channel of computer video output (DVI, HDMI, or VGA). Supports 4:3, 9:16, and 16:9 resolutions.

Configured on Windows 10 Embedded with Adobe Flash license included. Perpetual license, 2-year hardware warranty. Dimensions – 9”w x 8.1”d x 1.3”h.

F. VISIX AXIS-TV-SMX (45 Each) – Service Agreement for Channel Players. Software Maintenance

Agreement (SMA) for Axis TV Channel Players, per channel for one year. Includes free software updates and access to software technical support. Also includes free premium weather subscriptions for current conditions and 5-day forecast powered by AccuWeather.

G. VISIX AXIS-TV-WRF (45 Each) – Extended Hardware Warranty (Mini Player). This extends the

VISIX Limited Hardware Depot Warranty from 2 years to 5 years per unit. The warranty also includes a 1 year “advance replacement” component. The Contractor shall incur all other costs associated with parts, labor and travel during the warranty period.

H. VISIX AXIS-TRD (1 Each) - Web-based Training. The Visix Training Series includes unlimited access to six web-based, instructor-led classes for a period of 12 months; one 2-hour custom class designed to answer specific questions and training needs; e-mail and telephone training follow-up and support; and a library of step-by-step training guides accessible through the web-based training portal.

I. VISIX Installation (1 Each) – On-site Visix Installation and Configuration services.

This list is not intended to be a comprehensive list; therefore, the Contractor shall be responsible for a complete and functional system equivalent to these salient characteristics.

6.3 DOD IT SECURITY AND COMPLIANCE REQUIREMENTS

A. The Content Management Server shall be compliant with Defense Information Systems Agency

(DISA) Security Technical Implementation Guides (STIG) and U.S. Cyber Command (CYBERCOM) mandates. Links to some compliance information includes, but is not limited to the following:

6.4 SECTION 508 PRODUCT REQUIREMENTS

A. Requirements for accessibility based on Section 508 of the Rehabilitation Act of 1973 (29 U.S.C.

794d) are determined to be relevant for the following program need: "Application/Operating System Software."

Technical standards from 36 CFR part 1194 Subpart B have been determined to apply to this acquisition. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those technical provisions identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Review the attachment to the SOW Software-Application-GPAT, to review the applicable provisions.

Functional performance criteria from 36 CFR part 1194 Subpart C have been determined to apply to this acquisition. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those functional performance criteria identified as applicable in the attached Government Product/Service Accessibility Template (GPAT).

Information, documentation, and support requirements from 36 CFR part 1194 Subpart D have been determined to apply to this acquisition. Solicitation respondents must describe how the information, documentation, and support proposed for Electronic and Information Technology (EIT) deliverables meet at least those information, documentation, and support requirements identified as applicable in the attached Government Product/Service Accessibility Template (GPAT).

7.0 WARRANTY

A. Contractor shall provide a one-year warranty for replacement of defective components and equipment including labor and materials.

8.0 CONTRACTOR MANPOWER REPORTING

A. The Contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services under this contract for the DLA via a secure data collection site. The contractor is required to fill in all required data fields using the following web address:

http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.

While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www.ecmra.mil.

9.0 DOCUMENTATION AND MANUALS

A. The Contractor shall provide all user/operator manuals, and warranty documentation, for all hardware and software.

10.0 CERTIFICATION AND ACCEPTANCE

A. The COR is designated as the point of final inspection and acceptance by the Government of all items and services required by the contract.
