5.8.3 bulk and compressed gases A. The Contractor shall provide services in support of the inventory, procurement, issues, sales, and maintenance tracking for various bulk and cylinder gasses, and dry ice. This LOE will be for procurement and inventory management support but will not require handling any bulk gases or pumping anything into tanks. The Contractor shall serve as the ordering office and as such will negotiate the price with commercial vendors to ensure DLA Aviation customers receive best value for product and services as required for 3PL support. The support effort will not include any type of fuels. The Contractor shall:

1. Solicit bids and conduct price evaluations with potential vendors to ensure the best value is achieved without compromising the quality of the product or the delivery schedule.

2. Perform readings of liquid levels of bulk gas tanks as a minimum three (3) times each week and gas yard inventory levels two (2) times each week. The Contractor shall provide copies of the delivery tickets to the TPOC within two (2) working days of receipt of the gases.

3. Schedule bulk delivery(s) when tanks are at refill levels.

4. Upon receipt of bulk deliveries, ensure the delivery ticket or receipt and/or invoice is signed, and input the required product data and inventory information into HMMS.

5. Coordinate re-orders and empty container collection with vendors to ensure product is always available upon request by the customer.

6. Upon receipt of dry ice deliveries, sign vendor delivery ticket and invoices and enter data into HMMS.

7. Contact vendors to arrange tank refills if needed outside the normal delivery schedule.

8. Ensure all customer issues and sales are recorded into HMMS; prices are validated, and included in the total issues and sales amount reported on the monthly DD Form 250, Material Inspection and Receiving Report submitted to the KO or designee.

9. The Contractor shall report all leaks, spills, and ruptured valves to the KO or designee immediately upon discovery.

B. DLA Aviation customers will compensate the Contractor for any lost, damaged, or unserviceable Contractor-Furnished tanks and cylinders. The Contractor will not be financially liable for any leased tank issued but not returned by the customer. The Contractor shall not be held liable or responsible for disposal of damaged or unserviceable Government-Owned cylinders but may facilitate these transactions upon written request to the KO or designee.

5.8.4 HANDLING OF PERFORMANCE BASED LOGISTICS (PBL)/INCIDENTAL HM

A. The Contractor shall receive and process PBL HM. Although the Contractor can receive HM on behalf of the Government, the Contractor is not authorized to accept HM on behalf of the Government. The Contractor shall notify the Government of any PBL HM received and provide documentation for the Government to verify and sign for acceptance. The Contractor shall provide courtesy storage for PBL HM and ensure that this HM is recorded in HMMS. The Contractor shall segregate PBL HM in courtesy storage and, as space allows, separately from all other HM. All HM shall be separated from all other HM by HCC and identify the owner of the HM by placard and the date stowed. If any incidental HM accompanies any PBL HM received or accompanies material received in conjunction with procurements made with the confines of existing Cherry Point purchasing systems (not from existing PBL contracts), the contractor will notify the Government immediately. The Government will research this incidental material and if the material is not already in HMMS, it will be entered into HMMS by the Government. The Government will then notify the contractor that the incidental material is in HMMS and at that point, the contractor will be responsible for receiving and providing courtesy storage for this incidental material and they would for the PBL HM as reflected above.

This includes, but is not limited to metal HM storage lockers, approved storage closets or storerooms (also referred to as bulk locations), conforming HM storage containers.

B. Each locker requirement will vary significantly in types of HM and quantities stocked and stored. The Contractor shall manage HM lockers by performing shelf-life management, rotating stocks to comply first-in, first-out processes, inventorying, recording items in “EM” status in HMMS when they are consumed or wasted, stocking, and restocking with specific authorized HM in the appropriate quantities as required by the artisans.

C. For buildings J8 and K8, the Contractor shall double barcode the material to allow artisans to quickly pull material and report usage by pulling the second barcode and placing it in a designated container for HMMS close-out.

D. The Contractor shall determine the appropriate working inventory levels and replenishment criteria in collaboration with the customer(s) and DLA TPOC to prevent inventory outages and work stoppages. The Contractor shall inventory and replenish lockers IAW the scheduled frequency unless a schedule for replenishment based on customer’s usage has been approved by the FRCSE, DLA TPOC, and DLA COR.

E. The Contractor shall visit each locker and inventory and record the on hand balances on a storage locker inventory sheet maintained at the locker. The inventory sheet shall include:

1. Shop code

2. NSN/LSN

3. High limits/Low limits for each NSN/LSN

4. On hand balances F. The Contractor shall communicate weekly with the customer shop supervisor or designated representative to make adjustments as needed to the locker stockage levels and to identify any potential production surges or work stoppages.

G. The Contractor shall develop written standard operating procedures and processes to fulfill the customer’s requirements to prevent work stoppages and submit to the KO or designee NLT 30 calendar days after the beginning of full performance. (See CDRL A022 Standard Operating Procedures (SOP) for Carts and/or Locker Management.
