SP3300-16-R-5001
Amendment 0002
1. This Amendment 0002 is hereby incorporated into Request for Proposals SP3300-16-R-5001 and shall become a part of any resultant contract.
2. Reference attached revised SF33: The page numbering at Block 11 has been corrected.
3. The closing date for submission of proposals is hereby extended to January 13, 2016, 1:00 PM EST.
4. The following are answers to contractor submitted questions:
Q1: Offer understands that for CLINS X002, X005, and X008 that “The fixed fee amount proposed will not be adjusted based on actual costs incurred for CLINS X002, X005, and X008”. Additionally the RFP states that the contractor will be reimbursed for the actual cost of materials. However, the RFP does not clearly state that the contractor will be reimbursed for the indirect costs associated with material acquisition as material volumes fluctuate. Would the Government please confirm that the Indirect Rate % proposed (per CASB Disclosure Statement) in the prescribed RFP table will be applied to all materials purchased for CLINS X002, X005, and X008. (Ref:) RFP page 85, RFP para: Section L; Cost Price Proposal Summary)
A1: Yes. The Indirect Rate % proposed in the prescribed RFP table will be applied to all materials purchased for CLINS X002, X005, and X008.
Q2: At what point does the awarded contractor begin selling HM to the DLA Sites?
A2: Unless otherwise required and approved by the KO, sales by the awarded contractor will commence on the first day of full performance.
Q3: Section 1.8 of the PWS states that the Phase-In Period should not exceed 120 calendar days, Section F states that the Phase-In Period shall be performed March 28, 2016 through July 27, 2016, which is 122 calendar days. Would the Government please consider either revising the not to exceed period to 122 calendar days or change the Phase-In Period to begin March 30?
A3: The Phase-In-Period will begin March 30, 2016. Page 21, Paragraph F-4 Period of Performance is revised to read:
F-4 Period of Performance
Services shall be performed as prescribed by the Performance Work Statement – Section C.
1. Base Period:
Phase-in Period: - March 30, 2016 through July 27, 2016
Full Performance: July 28, 2016 through March 29, 2017
2. Option Period One – if exercised:
March 30, 2017 through March 29, 2018
3. Option Period Two – if exercised:
March 30, 2018 through March 29, 2019
4. Option Period Three – if exercised:
March 30, 2019 through March 29, 2020
5. Option Period Four – if exercised:
March 30, 2020 through March 29, 2021

Q4: Section L of the solicitation requires offerors submit a Quality Control Plan in accordance with CDRL A003, but CDRL A003 requires that contractors submit a final site specific QC/CSP not later than 30 calendar days prior to the end of phase-in. Based on the Section M evaluation criteria, which does not mention evaluating site specific QC/CSP’s, we interpret the requirement for Volume II, Section 3 to be to detail our approach to provide site specific QC/CSP’s no later than 30 calendar days prior to the end of phase-in. Can the Government please confirm this intention? (Ref: RFP Page 78, Section L.21; M-3.3;
CDRL A003)
A4: The requirement in CDRL A003 has been amended to state that the Site Specific QC Plan shall be provided as part of the Technical Proposal and updated NLT 30 days after the start of full performance.
(See attached revised CDRL A003).
Q5: When a Local Stock Number is required should the contractor submit a request to the “Service Focal Point” or do we submit to an appropriate individual at each FRC? (Ref: C-33, J-1; 5.3.C)
A5: The Service Focal Point is the POC at each FRC.
Q6: Please clarify/define “net supply effectiveness” and provide the calculation used to measure performance against 95%. (Ref: C-35, J-1; 5.4.3)
A6: Material availability within the operating levels according to the Value of Annual Demand (VAD) which is determined by the quantity times the unit price. This is stratified to reduce operating levels for high VAD items and to increase operating levels for low VAD items. Includes Safety levels according to the
(1) frequency of demand
(2) variation in demand
(3) lead time The Effectiveness is computed for each NSN carried at each site and compared against the low and high ranges. Net Effectiveness is calculated:
On hand + dues or in process receipts, whichever is greater + orders above the reorder level = (in process issues + backorders) + reorder point or planned requirements, whichever is greater + (numerical stock objective - reorder point, if result is positive).
Q7: Is the contractor expected to perform COSIS and shelf-life management of materials stored in lockers and work centers at all three sites? If so, what is the quantity of work centers and carts involved at each of the FRC’s? (Ref: C-39, J-1; 5.6.2.2A)
A7: The number of lockers and carts are identified in Attachment J2 for Jacksonville and North Island.
See - Attachment J2 Site Specific Requirements.
Q8: The requirement for the proposed stockage level plan for each NSN/LSN in TE 5.1, 5.2 & 5.3 has the potential to take up a significant number of proposal pages. Can the detailed listing of the stockage plan be added as an addendum and referenced so it's outside of the 200 page technical section limit? (Ref: C-76, L-21; Sub-section 1.3.C)
A8: No. The Government does not believe that this requirement will take a significant number of proposal pages to demonstrate the Offeror’s approach to stocking based on demand analysis.
Q9: While traveling for industry day, there was a significant difference between the safe working conditions in North Island and Jacksonville. For example, North Island had bays for different types of materials bay near flammable items. The parking lot in front of the building had many pot holes. Since I'd have employees there, I worry about the liability when it comes to safety around the hazardous materials. What are the plans to get the Jacksonville facility up to the same standards of North Island?
A9: The Government does not have any plans to bring the Jacksonville facility up to the same standards as North Island; however, IAW C-1.6.4 Environmental/Facility/Safety Assessment, a walk through with Government personnel to identify any environmental/facility/safety problems will be performed and the awarded Contractor shall prepare in writing the results of this assessment and submit to the KO and designee.
Q10: If the Contractor is required to travel for emergency or unforeseen circumstances, will the Government waive the 30 working day standard requirement for travel pre-authorization? (Ref: C-5, J-1;
1.3A)
A10: This would be handled on a case by case basis.
Q11: What is the government’s definition of production level (PL) and is the PL related to the FRC quarterly maintenance production schedule? If so, will that be provided for each FRC? (Ref: C-6, J-1;
1.4A.2)
A11: The Government’s expectation is that the 3PL PM should be knowledgeable about the missions and current production schedules of each FRC to make informed decisions.
Q12: Please clarify if the government will be responsible for the material and disposal cost of products ordered through EMall or GSA, which were ordered correctly but refused upon delivery, due to minimal or no shelf life remaining when received or incorrect product received. (Ref: C-26, J-1; 4.5.A)
A12: The Government will handle these situations on a case by case basis; however, the Contactor’s communication with the customer and the face-to-face review of the AULs during phase-in is vital to ensuring that the right material is being purchased based on their requirements.
Q13: Please clarify what commands and other organizations the offeror shall interface with to resolve supply, distribution, and production problems. Request a Technical Exhibit listing be provided.
(Ref: C-31 H-1; 5.1.1.1.B
A13: Other commands/organizations include DLA Aviation, Fleet Readiness Centers, inventory managers, distribution centers. A Technical Exhibit will not be provided as the communications could vary depending upon the situation.
Q14: Please clarify if the contractor will be held accountable for FRC data entry into HMMS not performed by contractor personnel. Will non-contractor employees be allowed access into contractor issue points in HMMS? (Ref: C-33, J-1; 5.3.E)
A14: Because the Contractor does not perform all data entry at all three sites, they will only be responsible for those transactions input by Contractor employees.Q15: Please clarify the definition and usage factor of High Demand (Never Out) HM. (Ref: C-35, J-1; 5.4.3)
A15: High demand Never Out lines and high and lows are determined by the Customer and varies from site to site.
Q16: When High Demand (Never Out) list is approved, will the contractor be held financially liable for material not consumed and passed on to the HazWaste stream? (Ref: C-35, J-1; 5.4.3)
A16: The Government will determine financial liability on a case by case basis. The Government will need to consider as a minimum if the Contractor stocked material appropriately; utilized “first in first out”, and managed shelf life adequately before a determination be made.
Q17: Please clarify the requirement regarding no more than one work stoppage per month. Is the standard one per each of the sites or is it one total per month? (Ref: C-36, J-1; 5.4.3)
A17: One work stoppage total per month.
Q18: Please clarify if the contractor will be financially responsible for contractor provided inventory if the FRC scheduled production levels are not realized or the excess material expires? (Ref: C-36, J-1;
5.5B)
A18: The Government will determine financial responsibility on a case by case basis.
Q19: Please provide a Tech Exhibit listing all of the AULs anticipated to be reviewed during the phase-in in order to determine required workload. (Ref: C-37, J-1; 5.5.1C)
A19: A Technical Exhibit will not be provided. The Contractor is expected to perform a face-to-face validation during phase-in at which time future schedules should be developed.
Q20: Please provide a Tech Exhibit regarding Government Storage Facility capabilities, specifications, and limitations, climate control availability, temperature ranges, etc. for each of the three sites facilities.
Facility specifications are necessary to determine proper requirements, by site, for contractor provided storage of HM to prevent damage or deterioration of inventory. (Ref: C-38, J-1; 5.6.2.C)
A20: A Technical Exhibit will not be provided. The Offeror should have noted these characteristics during the Industry Site Visit, and shall be allowed access to the sites during phase-in
Q21: If HM is stored in a government-provided facility or within government-provided equipment, i.e., freezer or cooler; and it fails due to no fault of the contractor, will the government provide material reimbursement costs and pay for HazWaste cost? (Ref: C-38, J-1; 5.6.2C)
A21: The Government will determine these types of situations on a case by case basis.
Q22: Is there is a requirement that all Type II Material requiring a shelf-life extension be submitted and approved by the FRC test labs? (Ref: C-39, J-1; 5.6.2.2)
A22: The Government will determine these types of situations on a case by case basis.
Q23: Is it the Government’s intent that the contractor conducts a physical search of all work centers and lockers to fulfill HM requirements? (Ref: C-42, J-1; 5.6.2.5.E)
A23: This will depend on the situation. As a minimum, a search of available data systems is required;
however, a physical search may be required if needed.
Q24: When competitive sourcing only finds a vendor that provides Minimum Order Quantity (MOQ) which exceeds customer requirements, will the government-approve the procurement and accept the remainder of the product? (Ref: C-43, J-1; 5.6.4.F)
A24: The Government will determine these types of situations on a case by case basis.
Q25: What is acceptable proof of material delivery? Is the offerors signature on the manifest acceptable proof of material delivery or must there be a customer’s signature on the manifest as well? (Ref: C-44, J- 1; 5.6.4.4.8)
A25: IAW the PWS, a record proof of delivery/receipt information on the manifest is required.
Q26: In regard to expedited shipments, will the contractor have authority to “kill” the requisition should approval not be received within 48 hours? (Ref: C-35, J-1; 541.B)
A26: The Government will determine these types of situations on a case by case basis. The Contractor will never have the authority to kill a requisition without the documented approval of the Contracting Officer, COR and/or TPOC.
Q27: Is there adequate office space available to meet the needs of all specified key personnel and program office support staff? If so, will the office provide good commercial [non-landline] internet connectivity for functions needed to be performed outside of the Government provided network? (Ref:
C-2, J-1; 1.1C)
A27: The Government is not specifying where the Key Personnel other than the Site Manager are to be located. Therefore, the only guaranteed office space is to the Site Manager(s).
Q28: Will the government assist in providing the contractor with commercial internet service at the three FRC sites and the PMO office? (Ref: C-2, J-1; 1.1C)
A28: No, the Government will not assist with providing commercial internet service as there is no requirement to provide Government Office Space to the PMO.
Q29: When invoices are submitted IAW G-4 Invoicing Instructions what will be the time-frame from invoice receipt by DLA to receipt of payment from DFAS? (Ref: C-24, G-4)
A29: Payment should be within 30 days of invoice acceptance . Reference FAR 52.232-25 – Prompt Payment.
Q30: Please clarify the requirement regarding no more than one work stoppage per month. Do these work stoppages include non-stocked/DTO ordered material? Or are work stoppages only measured against stocked items? (Ref: C-36, J-1; 5.4.3)
A30: Work stoppages include stocked material which is considered within the control of the Contractor and non-stocked material when the customer has ordered the material in sufficient time and the Contractor failed to procure and deliver material IAW the required delivery date..
Q31: (Ref RFP Section B) The structure of CLINs X002, X005, & X008 are such that obtaining lower material prices will reduce the fees earned by the contractor. Will DLA offer performance incentives to the contractor for reducing the total cost of hazardous materials purchased by the end users?
A31: No.
Q32: (Ref SOW Section 5.4 – HM Procurement) When comparing price quotes from commercial sources to government-system pricing; must the contractor consider ALL elements of cost, including freight and associated charges?
A32: Yes. The file shall be documented to show the lowest overall cost for an item.
Q33: (Ref SOW Section 5.4.1 – Reimbursement for Material Costs) Will the contractor be reimbursed for freight & delivery charges associated with inbound logistics from commercial sources?
A33: Yes.
Q34: (Ref SOW Section 5.4.2.A – Estimated Dollar Amount of Material) When will the total estimated material amounts be provided in Section B as stated?
A34: The Estimated Dollar Amount of Material will not be provided. The contractor is required to propose the estimated amounts for hazardous materials for CLINS X0002, X0005, and X0008. Paragraph 5.4.2.A of the PWS has been revised. See attached revised PWS dated 12/22/15.
