Administrative Questions
Q. Is there a range of costs or ROM available for the work to be performed under this RFP as this information is not presented in the RFP documents?
A. No, a range of costs is not available.
Q. What is the contract ceiling that the Government is contemplating? (I’m assuming $30-$100M)
A. No ceiling price is available; however the Government will establish ceiling prices on a task order basis.
Q. How many awardees, or range of awardees is the Government anticipating? Often its three to five but they can vary from 3-10.
A. The Government will award three separate contracts, one per installation.
Q. Was it the Government’s intent to solicit pricing based on commercial pricing? If so, this might limit the Federal Government contractors that may be able to respond to this solicitation. Many Federal Government contractors do not have commercial price lists. Does the Government consider this competition to fulfill the definition of “market prices” as defined in the FAR?
A. The Government is requesting prices to be used in the formation of negotiated task orders.
Q. Attachment 3 contains worksheets for the three sites with estimates (e.g. quantities) for each CLIN. Are these annual estimates, or are the estimates for the total 5-year duration of each contract?
A. Estimates are for year one of the contract.
Q. Point A (Page 2 of 48) of the solicitation states, “This solicitation shall result in three separate contracts of five years with a six-month extension provision.” Are contractors supposed to provide pricing for the “six-month extension?”
A. Under solicitation clause FAR 52.217-8 OPTION TO EXTEND SERVICES, the Government has the unilateral right to extend this contract no more than six months at the same rates specified in the contract.
Q. When will the Government inform contractors if the reverse auction process will be implemented?
A. Contractors will be notified during Discussions.
Q. Scenario Response (Page 41 of 48 of the solicitation): Would the Government increase the maximum page count from one to two pages to allow room for the pricing table?
A. The Government will accept no more than two (2) pages in response to the Scenario.
Q. Petroleum Remediation Experience (Page 42 of 48 of the solicitation): Would the Government allow the 10 site closure letters to be submitted as an attachment that is excluded from the 40-page limit?
A. Yes, the Government will allow 10 site closure letters to be submitted as an attachment and shall be excluded from the 40-page limit.
Q. RFP states on page 43 paragraph c. a). “A list of 2-5 contracts that the offeror has held in the past 5 years…” What is the definition of a contract for this solicitation: IDIQ, Task Order, Project?
A. An IDIQ, task order, and project may all be submitted as a contract as long as they were actually performed.
Q. Please confirm whether or not the closure letters and NFAs that will accompany the 10 projects will be counted toward the 40 page limitation. If not counted, can we include these documents as an attachment to Volume 1?
A. The closure letters and NFAs will not count toward the 40 page limit. The closure letters and NFAs can be submitted as an attachment.
Q. Do we provide separate proposals for each site or can all three sites be presented as one proposal?
A. One proposal shall be submitted for all three sites; however, the proposal shall address the proposed project manager experience for each installation. Separate pricing proposals and small business proposals shall also be provided.
Q. Please indicate if tabs and divider pages, used to organize our response, are excluded from the page count.
A. Yes, they are excluded.
Q. Please indicate if respondents are allowed to use 11” x 17” paper to prepare figures and table. If acceptable, please clarify if these pages would count as 1 page or 2 pages?
A. No, responses are limited to single-sided 8 ½ x 11 pages.
Q. Please clarify if respondents are allowed to use a smaller font size for “graphics,” such as maps, figures, schedules, Gantt charts, such as 10 point or “make it fit” technology, as long as the font used is readable/legible?
A. Yes, small font may be used for “graphics.”
Q. Because the Government has limited the page requirement to 40 total pages and because the Government has specifically requested a tabular format (e.g., resumes), will the Government allow respondents to use smaller font, such as 10 point, for the tables?
A. Yes, smaller font can be used for tables.
Q. May we recreate in Microsoft Word format the past performance questionnaire as long as all of the language on the form remains the same?
A. Yes, the past performance questionnaire can be in Microsoft Word.
Q. The RFP is unclear with regard to resumes and qualification summary details. Is it the Government’s intention for respondents to summarize Key Personnel qualifications in Volume 1 and then have respondents provide the 2-page resumes for the same Key Personnel in the Past Performance Section of Volume 2?
A. Project Manager Experience for Volume 1 Technical Management Proposal must by synopsized in tabular form to show all information listed in the solicitation under Addendum to FAR clause 52.212-1 INSTRUCTIONS TO OFFFFERORS – COMMERCIAL ITEMS. Actual resumes do not count in the 40 page limit and may be included, if desired. For Volume 2, only the two page resumes are to be submitted.
Q. Are the copies of the site closure or no further action letters from regulatory agencies requested in Volume I, Section II, Subsection iii included within the 40 page limit of Volume I – Technical Management Proposal?
A. No, the site closure and no further action letters are not included in the 40 page limit.
Q. Does the one page limit for the sample scenario, Volume I, Section II, Subsection ii, include the detailed level of effort breakdown?
A. Two pages for the Sample Scenario are authorized.
Q. Volume I, Technical Management Proposal, Section I – Exceptions requests that exceptions taken to the Performance Work Statement should be stated here. Should the response to this section include pricing and other technical assumptions? If not, where should these assumptions be provided?
A. Pricing Assumptions and Technical Assumptions should also be included in Volume I, Technical Management Proposal, Section I.
Q. The RFP instructions for Volume I, Technical Management—40-page limit, to include up to 10 project descriptions in tabular form—give limited opportunity for firms to describe their competitive advantages and differentiate their services and ability to perform the contract. This provides a distinct advantage to the incumbent firms, and makes it difficult for non-incumbents to show their competitive strengths.
A. The 40 page limit should include a maximum of 10 project descriptions.
Q. Would DLA consider revising the instructions to allow submission of more detailed qualifications and project past performance in Volume 1, Technical Management, to give non-incumbent firms a fairer opportunity to compete?
A. No, Addendum to FAR clause 52.212-1 INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS remains unchanged.
Q. If the requirements are changed to allow more detailed qualifications and past performance in Volume 1, Technical Management, will additional pages be added to the page limit? If yes, how many additional pages?
A. No, Addendum to FAR clause 52.212-1 INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS remains unchanged.
Q. Volume II, Section III – Past Performance indicates that relevant experience of key personnel (Project Manager) may be considered and that resumes should be submitted in this section. Will resumes other than the proposed Project Managers for each of the three sites be evaluated?
A. No, key personnel is the Project Manager.
Q. Use of a reverse auction implies that the award will be a Lowest Price Technically Acceptable (LPTA) award basis.
However the RFP states this will be a Best Value (BV) award. Can you explain in detail how reverse auction will apply to BV in this context?
A. Reverse auctioning may be used as a tool for obtaining final revised pricing. It does not guarantee that a low bidder will get an award. This procurement remains a Best-Value Trade-off procurement.
Q. Are the copies of the site closure or no further action letters from regulatory agencies requested in Volume I, Section II, Subsection iii included within the 40 page limit of Volume I – Technical Management Proposal?
A. No, these letters are not considered part of the 40 page limit.
Q. Does the one page limit for the sample scenario, Volume I, Section II, Subsection ii, include the detailed level of effort breakdown?
A. No, the Sample Scenario response can be up to two pages.
Q. RFP ADDENDUM TO 52.212-1: INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS, j), Proposal Organization, 1.
Volume I, Technical Management Proposal, page 41: “Technical Management proposals in this RFP shall be limited to 40 single sided, 8 ½” x 11” pages, including Appendices and Attachments.” Is the cover letter and the copies of the site closure or no further action required letters from regulatory agencies for up to 10 petroleum contaminated sites required in Petroleum Remediation Experience included in the page count?
A. The cover letters and copies of the closure/NFA letters are not included in the page count.
Q. If a firm does not yet have Accounting System Certification (in accordance with Addendum to 52.212-1: Instructions to Offers-Commercial Item, 2. Volume II. d Section III- Price, page 43 of 48) at the time of proposal submittal, but can complete such audit prior to contract award, will that firm be disqualified? If DLA accepts pre-award certification of the firm’s accounting system, by what deadline should this certification be submitted to remain eligible for award?
A. If the offeror cannot prove it possesses such a system, the offer will not be eligible for an award. This statement is due by the solicitation’s closing date.
Q. Given the uncertainties and complexities of the questions that have been submitted, would DLA Energy consider an extension of the proposal submittal due date?
A. No extension to the closing date of the solicitation will be considered.
Q. The RFP states, “The proposal shall address the Offerors record of previous performance in carrying out the goals of subcontracting plans by including a copy of their FY 2011 SF-294 and 295 subcontract reports.” Please confirm that submitting FY 2011 SF-294 and SF-295 reports for similar DoD environmental services contracts is sufficient for demonstrating a record of previous performance in meeting small business subcontracting goals. Also, would the Government prefer more current FY12 data rather than the FY2011 reports?
A. FY 2011 SF-294 and SF-295 reports are sufficient for showing a firm’s small business subcontracting goals. FY 2012 reports are also acceptable to submit.
Q. Section II – Small Business Participation, regarding Offeror’s record of previous performance in carrying out the goals of subcontracting plans. Will ISR and SSR submittals be acceptable as opposed to SF-294 and 295 reports? Would you like to see our ISR and SSR reports for FY 2011 or the more recent FY 2012?
A. The SF-294 and 295 reports have been replaced by the ISR and SSR reports; therefore, these reports are acceptable.
Offerors should submit the most recent ISR and SSR reports.
Technical Questions
Q. Can analytical test methods be substituted to an alternative method? Ex: Method 8260 instead of Method 602.
A. The price proposal must be based on the analytical test methods as listed in the Performance Work Statement. In the technical submission however, offerors can recommend alternative analytical methods along with an explanation of the advantage over the specified method.
Q. Does the laboratory providing analytical support for this contract need to be certified under the DOD ELAP Program and require CA state certification?
A. Yes, all analytical testing performed under these contracts must be provided by laboratories accredited under the Department of Defense Environmental Laboratory Accreditation Program and must be California State certified.
Q. Can copies of the existing facility self-monitoring program work plan details referenced in Attachment 1, Task 12 be provided for each site?
A. Task 12 Monitoring has been deleted from the solicitation.
Q. What is the procedure for obtaining environmental monitoring program details from the DLA DFSP facilities (Norwalk, San Pedro, Ozol) and from DLA Headquarters? Are there specific points-of-contacts at these locations to direct our document requests? Are there alternate sources or locations for physically reviewing the reports other than Fort Belvoir, VA? Solicitation SP0600-13-R-0515, DLA Energy RFP, Attachment 1 - Performance Work Statement, Page 4, Task 12 – Monitoring section states that “Details of these programs are available at the respective facilities and at the DLA Headquarters office at Fort Belvoir, VA.” The monitoring program plans for each facility are not available on the State Water Quality Control Board (Geotracker) website and are critical in understanding the scope of work.
A. Task 12 Monitoring has been deleted from the solicitation.
Q. RFP states on page 42 paragraph iii. “The proposal must provide in tabular form information associated with the development of a maximum of ten petroleum contamination remediation systems at bulk fuel storage terminals.”
Please define the term “bulk fuel storage terminal” in terms of meeting the requirements of the RFP.
A. A commercial or Government owned facility that receives and ships petroleum products in bulk quantities by one or more modes of transportation and that stores petroleum on site in field constructed storage tanks.
Q. Please define the labor categories with appropriate years of experience. For example, is an Engineer I representative of a person with 35 years of experience or someone with 5 years of experience? This information is necessary as it affects the overall pricing.
A. The labor categories are meant to provide offerors the capability to price labor in accordance with their own corporate experience hierarchy. In general terms, a grade I employee would be early career, grade II mid-level, and grade III senior level.
Q. Selected laboratory analytical test methods listed on the Price Proposal Worksheet have been updated and are no longer in use. Is it acceptable to replace these older test methods with updated test methods or will the Government provide a revised Price Proposal Worksheet as part of an amendment?
A. Explain any substitutions for analytical tests and prices under the Exceptions section in the Technical Management proposal.
Q. Mr. O’Donovan mentioned at the site walk that all previous documents related to the sites can be found on GeoTracker. Is that correct?
A. Yes, all documents can be found on the Geotracker website.
Q. Will travel to Fort Belvoir be required to review any reports? Or are all relevant reports available at a local repository?
A. Reports are available on Geotracker.
Q. Are electronic versions of these reports available to the successful bidder?
A. Yes, a PDF copy will be provided to the successful offeror upon request.
Q. Where can we review copies of the SPCC plan for the sites?
A. The SPCC plan for DFSP San Pedro is available at the site. The other sites do not have SPCC plans.
Q. Please provide the specific locations of any active projects for work off-site that is currently being undertaken under the current contract, or that might be anticipated under this contract.
A. Refer to the facility descriptions included in Attachment 1 (Performance Work Statement) of the solicitation. All locations listed are potential work sites.
Q. Can you provide a history of any previous emergency response actions or activities that have occurred under the current contract?
A. There is no consolidated history available.
Q. Attachment 1, Scope, Item b, Remediation, please provide an example of what DLA Energy means by the statement that the “contractor shall conduct concurrent engineering rather than sequential engineering.”
A. As opposed to a formal design-submittal-review process at various stages. For example, (30%, 60%, 90%, etc.)
concurrent engineering incorporates a continuous review process with all stake holders to arrive at a final design in minimal time.
Q. Attachment 1, Task 2, Soil/Gas Survey states “Assume probe depths of 4 feet and 14 feet.” Please clarify that the 4 feet depth is one point and the 14 feet depth is the second point and that both points are to be installed in the same borehole at 5 separate onsite locations.
A. Refer to the Price Proposal worksheets. Offers are per unit with one unit comprised of 10 probes at 4 foot depth (CLIN 0003) and one unit comprised of 10 probes at a 14 foot depth (CLIN 0004).
Q. Attachment 1, Task 4, Soil Boring, states that “non-contaminated soil shall be spread in the vicinity of the work.” Is it the expectation of DLA Energy that non-contaminated soil be spread in the vicinity of the work before mobilizing to the next location or can the soil be stockpiled near the drilling location and spread at the end of the drilling project using a bobcat or skip loader?
A. Spreading of non-contaminated soil can be performed at any time after the results of any confirmatory analytical testing that may be required are received. There is no requirement to spread clean soil within a certain period of time provided the stockpile does not interfere with other site operations.
Q. Attachment 1, Task 4, Soil Boring, states “samples shall be screened by head space analysis using an Organic Vapor Analyzer (OVA).” Is any reading greater than zero on the OVA from soil cuttings considered contaminated?
A. Yes, any reading greater than zero is considered contaminated.
Q. Attachment 1, Task 6, Well Development states “non-contaminated water shall be disposed of on site in the vicinity of the work.” Please verify that this means that water generated during well development shall be drummed and remain at the well site pending laboratory analysis and that non-contaminated means a laboratory reported final result of non-detected concentrations (below the detection limit for each compound).
A. This is correct.
Q. Is there direct access by road to the on-site water treatment system from each work site without accessing public streets?
A. Existing remediation systems are located within the sites and are accessible from existing site roads. Offerors are responsible for inspecting the sites to make their own determination on limits to accessibility.
Q. For Attachment 1, Task 7, Direct Push Testing, will DLA Energy provide the most recent set of drawings in AutoCAD format for each site?
A. Reports with results of any prior testing will be provided upon request to the successful offeror as PDF files.
Q. Does Attachment 1, Task 9, Analytical Testing, include any type of data validation procedure required for the analytical results other than those performed by the contracted laboratory?
A. Third party validation is not required. Offerors can provide details of their internal QA/QC data validation procedures as part of their Technical Management Proposal.
Q. Attachment 1, Task 9, Analytical Testing, requests that “the standard turnaround time (business days) to obtain results and surcharges for 72 hour and 24 hour expedited turnaround” be provided. Attachment 3, Task 9, Analytical Testing, does not contain a line item for the surcharge amounts. Where should the surcharges for 72 hour and 24 hour expedited turnaround of analytical results be submitted?
A. The surcharge prices have been added to the Pricing Proposal Worksheet as CLIN 0127 and 0128.
Q. For Attachment 1, Task 9, Analytical Testing, what are the requirements for the laboratory deliverables?
A. Deliverables must comply with regulatory agency requirements.
Q. Attachment 1, Task 10, Recovery Wells:
a. Is NAPL from the sites classified as a hazardous waste for disposal?
A. California classifies it as a “California hazardous waste.”
b. Can the 150 gallon NAPL storage tank and conveyance piping be installed above ground? If so, does the tank and piping have to be explosion proof?
A. Any system installed under these contracts is required to comply with the more stringent federal, state, or local regulatory agency requirement. National Electric Code criteria are to be followed with respect to classification for explosion proof areas and required construction.
c. Do either above or below ground tank installation require local building and fire department permitting and inspection?
A. All installations are subject to local agency requirements.
Q. Does the Contracting Officer have an outside third party review the draft consultant reports submitted under Attachment 1, Task 13, Reports?
A. The Government reserves the right to engage independent reviewers for any deliverables provided.
Q. Can you specify the names of the reports that are included in Attachment 1, Task 13?
A. Task 13 will be used to order any report that may be required to document any service provided under the contract.
Q. Should the costs for the reports mentioned in Attachment 1, Tasks 3 and 12 be included in the pricing for those individual tasks or should they be included in Task 13, Reports?
A. The cost of reports for Task 3 is to be included in the pricing for that task. Task 12 Monitoring has been deleted from the solicitation.
Q. Does the DLA require or recommend a subsurface clearance protocol prior to excavation or drilling? For example, are any or all of the following steps required or recommended prior to drilling:
a. Review of site plans;
b. Review of Right-of-Way and easement documents;
c. One-call service;
d. Private geophysical utility location;
e. Soft-dig methods, such as a vacuum truck and air- or water-lance, or the use of hand tools, such as a hand auger, for the first 5 to 10 feet of the boring or excavation.
A. All ground disturbance activities are expected to comply with standard industry practice procedures for site clearance prior to the start of work.
Q. . Prior to 2011, there was a permit to re-inject treated groundwater at San Pedro. Please confirm that treated groundwater re-injection is no longer being conducted at the site and the permit has been terminated.
A. Reinjection is temporarily on hold as part of a contaminant rebound study. The re-injection permit is still valid and re-injection may resume depending on results of the study.
Q. Attachment 7 and Volume I, Section II.ii, Scenario Response:
a. What are the current contents of the tank nearest the well with free phase hydrocarbons and what is the elevation of the bottom invert of the tank?
A. As stated in the Sample Scenario, the site stores JP-8. Assume a tank invert of 15 feet below grade.
b. Have there been any historical or recent releases from the adjacent tank or piping in the vicinity of the well with free phase hydrocarbons?
A. No, there have not been any historical or recent releases.
c. What zone is the well screened in? What is the screen length, casing diameter, elevation of the top of casing, and distance from the tank?
A. Assume the well is screened across the upper aquifer and located down gradient of the tank. For other information requested, make reasonable assumptions and note the assumptions in your response.
d. What is the free phase thickness in the well?
A. Assume 12 inches.
e. Has free phase been observed previously in this well?
A. No free phase has been observed in the well.
f. What is the distance from the well with free phase hydrocarbons to the nearest pipeline?
A. Assume 50 feet.
g. What is the pipeline diameter, elevations of the top and bottom of pipe invert, and is it made of steel? What fuel does the pipeline convey?
A. Make reasonable assumptions based on information provided and note the assumption in your response.
h. What is the pipeline function tank fill/distribution and which tank is it connected to?
A. Make reasonable assumptions based on information provided and note the assumptions in your response.
Q. If a copy of the site closure or no further action letter from the regulatory agency is not available, is it acceptable to provide relevant details, including issuing regulatory agency, date, project name, client name, and purpose for the closure instead?
A. Yes, in addition provide a point of contact with contact information who can verify the information.
Q. Under Task 10, CLIN 0069-0071 DLA is requesting pricing for installing wells with depth ranges instead of cost per foot for wells installed within a depth range. This is not consistent with Tasks 4 and 5. Please request clarification that CLIN 0069-0071 should be on a cost per foot basis.
A. Task 10 encompasses installation of recovery wells to include drilling and free product recovery pump. As such we are looking for the complete cost of the recovery well for the depth ranges listed, not a cost per foot.
Q. Under Task 12, CLIN 0078 DLA specifies in the Attachment 1 description that this task will include conducting monitoring, sampling, testing, and reporting. By testing, is DLA referring to the analysis costs already listed under Task 9, CLIN 0027-0067?
A. Task 12 Monitoring has been deleted from the solicitation.
Q. Task 12 (Monitoring) of the Performance Work Statement states that Contractor shall “conduct monitoring, sampling, testing, and reporting in accordance with the existing self-monitoring programs.” There are no Task CLINs for remediation system operations and maintenance. A. Task 12 Monitoring has been deleted from the solicitation.
Q. Please provide a reference list of the current self-monitoring plans applicable to each site.
A. N/A, Task 12 Monitoring has been deleted from the solicitation.
Q. Please confirm that the estimated unit for CLIN 0078 “Lump sum price for annual monitoring and reporting” is one year. Should contractors multiply the unit price by five to arrive at a total cost conducting CLIN 0078 for the entire period of performance?
A. Task 12 Monitoring and associated CLIN have been deleted from the solicitation.
Q. Will DLA Energy provide an office for contractor staff or space and utilities for a field trailer so that on-site activities can be conducted more efficiently?
A. Space in existing buildings is available at DFSPs Ozol and Norwalk. Space for a field trailer could be provided at DFSP San Pedro.
Q. You ask for EDD for the Laboratory data- What format do you want? Is PDF ok?
A. Laboratory data is required to be in the electronic data format required by Geotracker.
Q. Is Automated Data Validation fine and in what format? Level 2 & 3, or Level 3 and 10% Level 4?
A. Data validation should be provided in conformance with the offeror’s internal standard QA/QC program. Key features of that plan can be included in the Technical Management Proposal.
Q. Laboratory Certification Requirements:
a. California Certified ok? or
b. NELAP Lab?
A. All analytical testing must be provided by laboratories that are both accredited under the Department of Defense Environmental Laboratory Accreditation Program and California State certified.
Q. Can a lab subcontract an analysis out if they can't perform all of the work?
A. Yes, but the subcontract lab must also be certified under the Department of Defense Environmental Laboratory Accreditation Program and California State certified.
Q. Is it correct to assume that there are no waste transportation and disposal costs to be included in the fixed unit rates under Tasks 4, 5, 6, 7, and 10?
A. Yes, that is correct.
Q. Are the CLINs for mobilization (drilling, DPT, soil gas) considered round trip (both mobilization to the project and demobilization) or is it one unit for mobilization and one unit for demobilization?
A. One unit of mobilization includes both mobilization and demobilization (round trip).
Q. For CLIN 0116 – What size roll-off bin is required? Does the cost also include a liner, or would this be priced under Task 15?
A. Clarification has been provided in the Price Proposal Worksheet for CLIN 0115.
Q. RFP iii. Petroleum Remediation Experience, page 42, “The proposal must provide copies of site closure or no further action required letters from regulatory agencies for up to 10 petroleum contaminated sites.” Do the required letters have to be associated with the ten petroleum contamination remediation sites/projects listed in the table?
A. No, but if not, provide documentation showing the offerors role in obtaining the closure/NFA status.
Q. Attachment 1, Task 2, Soil/Gas Survey: What analyses will be required during performance of a soil gas survey? Is a standard laboratory Electronic Data File (EDF) suitable for upload to Geotracker satisfactory?
A. The survey would be performed as a response to some type of petroleum discharge. As noted in the task description, make and explain reasonable assumptions on which the pricing is based. This includes specific analyses that would be performed and whether the lab work is conducted on site or remote. The EDF must be satisfactory to the Regional Water Board.
Q. Attachment 1, Task 2, Soil/Gas Survey: The RFP states that information from the soil gas survey will be used to locate new monitoring wells and evaluate potential vapor intrusion. To evaluate vapor intrusion, it would be helpful to know whether a Commercial or Residential scenario is being selected in order to determine detection limits for the mobile laboratory. Can you provide that information?
A. Make and explain reasonable assumptions given site locations and land use.
Q. Attachment 1, Task 2, Soil/Gas Survey: Is hand-auguring required for utility clearance purposes at soil gas probe locations? If so and if the required hand-augur depth is 5 feet, then the 4-foot probe will have to be installed and a waiting period of 2 days will be required prior to purging and sampling of the probe.
A. Yes, this is correct.
Q. Attachment 1, Task 3, Geophysical Survey: The Bid Specifications states that ground penetrating radar (GPR) is to be used to locate underground storage tanks, pipelines, and utilities. It is recommended that a variety of geophysical multiple instruments are utilized to complete the geophysical survey. This is because each instrument senses different material properties of the ground and buried objects. Thus, if GPR is the only geophysical instrument utilized during the surveys, this will allow for a greater possibility of missing buried objects that may go undetected by GPR, but otherwise be detectable by one of the other instruments. Please advise.
A. The proposed cost should be based on the task description as written in the solicitation. Exceptions or recommended alternatives can be included as part of the Technical Management Proposal.
Q. Attachment 1, Task 3, Geophysical Survey: The Bid Specifications states that one unit rate of geophysical surveying equal 10,000 linear feet. Could this include both on-site areas and off-site pipelines?
A. Yes, this can include both on-site and off-site area pipelines.
Q. Attachment 1, Task 7, Direct Push Testing: Is there a particular size or type of direct push sampler to be used? Can samples be retained in acetate liners?
A. Sampler needs to be suitable for site conditions and intended depth.
Q. Attachment 1, Task 9 specifies that analytical testing for task 5, 6, and 7 are under this task. It does not mention analytical testing for Task 12, Monitoring. Is it DLA’s intent to include all analytical testing in Task 9, or should we include any analytical testing under task 12 in the CLINs for that task?
A. Task 12 Monitoring has been deleted from the solicitation.
Q. Attachment 1, Task 12, for DFSP Norwalk, may we assume that the bid should be based on the revisions proposed in the Groundwater Monitoring Program Evaluation Report, dated March 5, 2013?
A. Task 12 Monitoring has been deleted from the solicitation.
Q. Attachment 3 – Price Proposal, Task 14, Miscellaneous Services, CLIN 0116 for furnishing roll off bins requests a unit rate per bin. These bins are normally rented rather than purchased on a 30 day period. Should we provide a purchase price for bins, or would DLA consider monthly or daily rental rates to be responsive. If rental rates are acceptable, how many units (days or months) of bin rental would be used for the quantity for each of the three sites?
A. Clarification has been provided in the Price Proposal Worksheet for CLIN 0115.
Q. Attachment 3 – Price Proposal, Task 14, Miscellaneous Services, CLIN items 115 and 116 read as follows: 0115 – Furnish and fill with soil or water DOT approved 55 gallon drum, price per drum and 0116 – Furnish and fill with soil roll off bin, price per bin. Can you clarify whether you mean just providing the empty drums and bins, or if you intend to include the labor for filling these drums and bins with soil or water for disposal? Shouldn’t this labor cost be under a laborer category CLIN?
A. Proposed prices are to include both furnishing the container and filling it.
Q. Please confirm that the use of smaller font (i.e., 9 or 10 point) is acceptable in tables, charts, and graphics.
A. Smaller fonts are acceptable for tables and graphics.
Q. Please confirm that subtotals for CLINs 0077-0080 of RFP Attachment 3 should be added to the total overall evaluated price for each site.
A. Yes, all subtotals should be added to the total overall evaluated price for each site.
Q. Several of the analytical methods specified in Task 9 of the Performance Work Statement (PWS) and Attachment 3 of the RFP are no longer industry standard. Please clarify if Contractors are allowed to substitute current analytical methods to replace the ones listed in Attachment 3 of the RFP. The “Method” column in the table below shows the methods currently listed in Attachment 3 of the RFP; the “Industry Standard” column shows the recommended substitutions. Blank cells indicate no proposed change.

*Analysis required depends on target compound list. Per SW846, the 8121 method is used to quantify compounds that span 3 alternative methods (provided in this table).
**8440 is a method for Total Recoverable Petroleum Hydrocarbons (now performed by Method 418.1). 418.1 is not a preferred method because it requires use of Freon. Generally, total petroleum hydrocarbons are analyzed instead by Method 8015B (modified).
A. Explain any substitutions for analytical tests and prices under the Exceptions section in the Technical Management Proposal.
