1. It is my understanding that we must offer positions other than management positions to the current employees. If that is so and considering most folks want to remain with the contract not the contractor, does that fact help mitigate any risk of personnel and training necessary?
Answer: The Contractor is responsible for making determinations as to the labor mix and efforts required to meet the performance standards of the contract while respecting all aspects of the Solicitation, the Service Contract Act, the Collective Bargaining Agreement, and any other applicable laws, rules, and regulations. As a result, the Government is not in a position to answer this question, risk and training is up to the individual offeror and their proposed approach.
2. Who is the incumbent contractor and what was the total dollar amount of the last contract, and was that contract also for base year and 4 option years?
Answer: The pricing of the current contract effort has been published under Amendment 0005 to the solicitation as Attachment A-1.
3. How many employees and in what positions are in place now?
Answer: The Government is not able to release this information as it is proprietary to the Incumbent Contractor’s approach to performance.
4. Ref: Collective Bargaining Agreement: While all offerors should be provided the current calendar year (2013) Health Insurance Monthly Fee, we also require the calendar year 2014 rate in order for all offerors to be evaluated against the same standards. Please provide the calendar year 2014 rates. Failing that, will the government establish a standardized increase for the 2014 calendar year seeing as 9 months of the base year falls in 2014? We would like to propose that a 6% increase as stated in the CBA (Appendix B.1.f.iv) be used for all offerors for price evaluation purposes. This will make the evaluation fair to all, especially under the LPTA strategy. ?
Answer: The information regarding the Health Insurance Monthly Fee has been provided in Amendment 0005.
The Government does not issue or establish the CBA Rates, as these are established in the CBA between the Contractor and the Union. All offerors are privy to the same information regarding the 2013 rates, and proposals will be evaluated in accordance with the terms of the solicitation to ensure fairness.
5. I would like to receive the current contract pricing for the Fuels Management requirement, at Edwards AFB. The incumbent is Akima Technical. Do I need to send a FOIA request, or can you provide this for me. If a FOIA is needed, please let me know if there is a FOIA Officer I need to contact. ?
Answer: The pricing of the current contract effort has been published under Amendment 0005 to the solicitation as Attachment A-1.
6. Reference to RFP Section M, Factor 3 (Price Evaluation) – Will the six one- month option extension periods be included in the price evaluation? If so, which period of performance will the evaluation be based upon – the base period monthly price or the five-year option period monthly price
Answer: In accordance with Solicitation Provision 52.212-1 Factor 3 (b) found on page 59, “(b) In accordance with FAR 52.217‐8 (OPTION TO EXTEND SERVICES), the Government has the unilateral right to extend the contract upon the same terms and conditions for a total of no more than six months. This additional period will also be evaluated, creating a total evaluation period of 10 years, six months.”
7. Will our Past Performance on these two contracts be evaluated considering the six-month minimum requirement?
We will have six months of past performance on both contract by 30 April 2013. What is the due date for the Past

Amendment 0006

Performance Surveys to be sent to the Contracting Officer? Will page 2 of the Past Performance Survey form be changed to reflect the new Contract Specialist? Can we provide Appendices for location specific information including staffing matrices covering hours of operations, proposed Contractor Furnished Equipment, and any other unique technical performance details without it counting towards the 50 page limit?
Answer: Since there will be 6 months of Past Performance information by the due date of April 30, there will be adequate Past Performance for the Government to evaluate, and your past performance will be considered in accordance with the Solicitation. Page 2 of the Past Performance Survey will not be updated, but the cognizant Contract Specialist is Ms. Wing Wong (wing.wong@dla.mil).
The Technical proposal must be submitted in accordance with FAR 52.212-1 Instructions to Offerors- Commercial Items W/ Addendum (Page 50 the solicitation). The Addendum to this clause, Section B.
Technical/Management (1) proposal states that “The complete technical proposal will not exceed 50 pages, excluding cover letter and table of contents.” Staffing Matrices should be submitted in accordance with the Addendum paragraph (B)(3) on Page 53 of the Solicitation.
8. At the site visit we were informed that the address for proposal submission was incorrect as listed in the solicitation.
Will the government please release the correct address for delivery of proposals?
Answer: The address for the submission of proposals should read as follows:
DLA Energy-FESAB 8725 John J. Kingman Rd., Suite 4950 Attention: Wing Yi Wong (Room 2945) Ft. Belvoir, Va, 22060-6222
9. Please confirm that the government requests that offerors agree to hold the prices in their offer firm for 100 days as opposed to the 30 days as noted in the Instructions to Offerors on page 51 of the solicitation.
Offerors’ prices should be held firm for 100 days; this supersedes any statement to the contrary in the solicitation.
10. Ref: PWS Appendix C, Workload Estimate: Please clarify the statement “Actual workload will determine payments per award schedule.”
Answer: The Performance Work Statement (PWS) as updated by Amendment 0003 is hereby amended to remove the following statement from Appendix C on Page 50 of the Amendment: “Actual workload will determine payments per award schedule.”
11. A small 2 seat Daihatsu pick up was observed at the cryo area during the site visit, is this vehicle government furnished?
Answer: Yes it is government furnished; please refer to the revised PWS in Amendment 0003, Appendix A Government Furnished Equipment (Page 36), the Daihatsu pick up is listed.
12. Ref: Collective Bargaining Agreement, Appendix B.f.iii: Please provide the 2013 monthly fee per person for the Health Insurance Program so that offerors can properly price this benefit. Not having this provides the incumbent a distinct advantage.
Answer: The information regarding the Health Insurance program can be found in Amendment 0005 to the Solicitation
SP0600-13-R-0513
13. Ref: Collective Bargaining Agreement, Appendix B.f.iii: Please provide the 2013 monthly fee per person for the Life Insurance Program so that offerors can properly price this benefit. Not having this provides the incumbent a distinct advantage. .
Answer: The information regarding the Life Insurance Program can be found in Amendment 0005 to the Solicitation
14. We received Amendment 1. The SF30 indicates an extension (box checked), but there is no new date, and it looks as if it is not extended
ANSWER: The new submission date can be found in Amendment 0002 to the solicitation
15. For vacation budgeting purposes, will you please provide the Seniority List for the existing employees covered under the Collective Bargaining Agreement with the Teamsters Local 986.
Answer: This will not be provided in accordance with FAR 52.222-41(n).
16. Would you please provide the current incumbent’s pricing?
ANSWER: See Attachment A-1 to Amendment 0001
17. Reference RFP, Collective Bargaining Agreement: The labor categories in the CBA do not appear to cover all functional areas of hourly staff needed for contract functions. Please confirm that all functional areas are covered by CBA labor categories or we would request that you incorporate a Wage Determination into the solicitation for Offeror’s use.
ANSWER: The Offeror determines the appropriate functional areas for the labor mix, however the applicable wage determination is incorporated in this amendment, and is attached.
18. Reference PWS Appendix D: The appendix states that maps are provided upon request. We formally request a copy of the base layout for our review.
ANSWER: The appropriate facilities maps are provided as attachments to Amendment 0005.
19. Reference RFP Section L,C., and Section M, Factor 2 – Past Performance: The RFP states “The offeror shall include five (5) contracts representing the offeror’s relevant and recent past performance (within the last 3 years), using the attached Past Performance Experience Form (Attachment 3).” This requirement hints that our past performance write up is to be provided as part of the questionnaire and not necessarily a separate volume. There are no other instructions on submission of a past performance volume. Does the Government wish to have a separate Past Performance volume submitted at the same time as the technical volume? If so, how many hard copies/CD’s are required, are there any page limits or outlines suggested?
ANSWER: Past Performance should be incorporated into the Offer Submission Package (OSP) submission.
The addendum to 52.212-1 in Amendment 0001 is hereby clarified to state that the Past Performance information should be submitted in one volume with the OSP.
