Amendment 0009

EDWARDS AFB, CA

QUESTIONS AND ANSWERS

1. Reference PWS Appendix J and Site Visit: The CLIN listing includes a Maintenance and Repair CLIN; however, the Government is providing LFM services for the installation as stated in the site visit. Please clarify the use of this CLIN in the resulting contract.

ANSWER: It has been determined that only the single MUCG CLIN applies to this contract and the SRM CLIN has been removed. Any maintenance and repair above and beyond the operator level will be completed by the local installation and no task order will be issued to the SP for repairs. Appendix J has been removed.

2. Will the government please release the Site Visit presentation slides?

ANSWER: Due to OPSEC concerns, the slides will not be posted on FBO.

3. Ref: PWS Appendix C, Workload Estimate: Please clarify the statement "Actual workload will determine payments per award schedule." (NOTE: the PWS released in Amendment 0007 still includes this statement.)

ANSWER: This was an administrative error and has been removed from the PWS (see attached.)

4. PWS 4.4.2 requires the contractor to provide organizational tank custodian training and implement an organizational tank inspection program. We have the following questions related to this requirement:

a. How many training sessions are conducted each year and how many personnel are typically trained in each class period?

ANSWER: Typically 2 to 4 personnel are trained per class. The historical average of total personnel trained annually is 40.

b. How many organizational tanks are required to be inspected?

ANSWER: Answered in question # 20 in Amendment 0004. Amendment 0005 has Attachment A‐4: Tab 3 Edwards ORG & GEN Tanks Map.

c. How many tanks are located in each of the main base, south base, and outlying areas?

ANSWER: Answered in question # 20 in Amendment 0004. Amendment 0005 has Attachment A‐4: Tab 3 Edwards ORG & GEN Tanks Map.

d. Are any tanks located outside of the geographical area covered during the site visit on March 26 and March 27, 2013?

ANSWER: Yes, one tank is outside the geographical area covered during the site visits on March 26 and March 27, 2013. Also, this question has been answered in question #20 of Amendment 0004. Amendment 0005 has Attachment A‐4: Tab 3 Edwards ORG & GEN Tanks Map.

5. PWS 4.6 describes the requirement for the contractor to prepare a Quality Control Plan and submit it to DLA Energy within 30 days following contract award. The content of the plan as described in the PWS relates to methods and procedures the contractor will employ to assure contract compliance across all SDS factors, including self-assessment, corrective action procedures and similar actions. (Note – plans of this nature are sometimes referred to as a Contract Compliance Plan).

RFP Clause E-0001 E1.11 also requires the contractor to prepare a Quality Control Plan;

however, the content and submission requirement differ from that in the PWS. This one has a submission date of “prior to the first receipt of government-owned product...” and the content is directly related to determining and maintaining fuel quality.

Are two separate plans required? If yes, will both be labeled “Quality Control Plan?” If no, should the requirements of both the PWS and RFP be combined into a single plan? If so, will the combined QCP require approval by the Quality Assurance Representative in addition to the Contracting Officer (reference to E-001 E1.11, paragraph a)?

ANSWER: These are two separate plans. The one from the PWS should be labeled “Performance Quality Control Plan” (PQCP) and will be submitted within 30 days after award. The one from the RFP clause is a Sampling and testing plan which is to be provided prior to the first receipt of product.

6. PWS 4.8.1.1 refers to storage containers for classified material. Will the contractor be responsible for storage of any classified material within the facilities under their control? If so, what is the highest level of classified material to be stored?

ANSWER: PWS para 4.8.1.1. states the Air Force will provide storage containers for classified information/material. The highest security level document the SP will be allowed to access is Secret. The SP will not be responsible for storage of any classified material within the facilities under their control.

7. PWS 4.8.2 refers to personnel security clearance requirements. What is the highest level clearance required by contractor personnel? How many personnel will require this clearance level?

ANSWER: A secret security clearance is the highest level clearance required by contractor personnel. All contractor personnel will require a Secret security clearance.

8. PWS 4.8.3 and PWS 4.8.4 refer to personnel security investigations and indicates contractor personnel must complete and pass a minimum of a NAC investigation prior to operating a workstation with email capability and also to enter restricted areas without an escort. RFP Clause 52-204-9000 appears to require all contractor personnel to complete a minimum NACI investigation prior to beginning work.

a. Which investigation type is actually required for personnel to access the base and DLA facilities to work on this contract – NAC or NACI?

ANSWER: National Agency Check and Local Check with Inquiries (NACLC)

b. Which investigation type is required for personnel to gain unescorted entry into restricted areas?

ANSWER: National Agency Check and Local Check with Inquiries (NACLC)

c. Which investigation type is actually required for personnel to access Information Technology resources used in the course of their normal duties?

ANSWER: National Agency Check with Inquiries (NACI)

9. PWS 4.8.4 refers to unescorted entry into restricted areas. During the site visit tour we were shown multiple restricted areas operated by tenant agencies at various geographical locations.

Will the contractor be restricted as to the number of personnel cleared to enter these areas (assuming they have successfully completed the required minimum security clearance investigations)?

ANSWER: With the exception of the Det 7 Air Force Research Laboratory (AFRL), all SP personnel will be badged for all other areas that were visited during the pre-proposal visits on March 26 and March 27, 2013. The AFRL area is limited to 15 contractors authorized area “U” and escort privileges. All other SP personnel will have access to the AFRL area via an Entry Authorization List (EAL) maintained at the AFRL gate.

10. PWS 4.9.3 describes normal airfield operating hours as 24 hours per day, seven days per week, 365 days per year. PWS 4.10 refers to increased service that may be required on weekends and/or after normal airfield operating hours. (bold highlight added for emphasis). Are services provided under the conditions described in PWS 4.10 reimbursable under CLIN 1004?

If not, please provide annual workload factors for these increased services.

ANSWER: CLIN 1004 no longer applies to this contract. The normal SP hours are 24 hours a day 365 days a year. The increased services for the weekends can be covered by adjusting SP’s schedules to cover the increases and these costs should be included in the proposals under the MUCG CLIN.

11. Although the new PWS in Amendment 3 addressed GFE, further clarification is needed.

The new list completely removed the non-DLA owned computers - are we to assume now the only computers to be provided are the DLA-owned machines?

12. Although the new PWS in Amendment 3 addressed GFE, further clarification is needed. The new list doesn't include any printers now - are we to assume now that there are NO printers supplied. (Note the text in the introductory paragraphs to the equipment listing specifically state the SP is responsible for paper/toner/ink, which would imply the printers themselves are provided by the government)

ANSWER to 11 & 12 above: In addition to the DLA owned equipment, there are currently 18 Service Provided computers with monitors, two multifunction printers and one fax machine to be provided by the Local Installation for the SP’s use. These were removed from the PWS, as they will be on the COR’s Base Communications inventory list and will receive Tech Refresh through the Local installation. The SP will need to include paper/toner/ink for the printers and faxes in the MUCG CLIN of their proposal.

13. Reference to PWS Appendix C – What are the normal daily cryogenics servicing hours? What are the cryogenics servicing hours for weekends and holidays?

ANSWER: Normal servicing hours are 0730-1200, M-F. Weekend & Holiday servicing would be on an emergency basis.

14. Reference to PWS Appendix C – Note 2 lists the number of JP-8 truck fill stands operations.

During the site visit tour it was pointed out that most truck fills take place on the flight line through the hydrant system due to the location and operational restrictions at bulk storage. Does the number of fills in the appendix refer to the total number of truck fills, regardless of where the fill took place?

ANSWER: Yes it is the total number of truck fills, regardless of where the fill took place.

15. Reference to PWS Appendix C – The workload table in Section 1 provides information with regard to chilled fuel. As this is a relatively unique operation with regard to typical fuel management services, we would like some additional information on chilled fuel operations. Sub paragraphs a, c and d - while amendments 4, and 5 provided some information, the questions presented in sub-paragraphs a, c, and d have not been answered

a. Our understanding is the chilled fuel system transfers fuel between tanks automatically in order to maintain the required temperature. If this is correct, is the facility required to be staffed when the system is operating in this automatic mode? If yes, does the system remain in automatic mode constantly? If no, are we correct in understanding that the system is only required to be manned when fuel is being received or issued to refuelers/aircraft?

ANSWER: The system will be manned by at least one person, when the chilled fuel operations are being conducted. When chilled fuel operations are not taking place, there is no need to continuously man the system. “Operations” include when fuel is being moved at the facility or the chiller is running.

b. Do the workload quantities shown in the table reflect the amount of chilled fuel actually issued, or does it refer to the amount of fuel transferred through the chiller unit to maintain temperature?

ANSWER: The Quantities show reflect the issued amount of fuel.

c. How long does it take to chill 10,000 gallons of fuel?

ANSWER: This is dependent on many variables (Ambient / fuel temperatures). The system is designed to chill 20,000 gallons within a 24 hour period under optimal conditions and varies depending on the weather etc. Please see Amendment 0004 questions 52 & 53.

16. Reference to PWS Appendix J – are VIL keys provided by the government or reimbursable to the contractor under CLIN 1002?

ANSWER: VIL keys are provided by the government. Appendix J has been deleted.

17. Reference to PWS Appendix J – CLIN 1004 for overtime states the contractor will not be reimbursed for overtime worked during the normal work hours specified in Section 3 and Appendix D.

These references appear to be incorrect and we assume the references should be Section 4 and Appendix C respectively. Since PWS 4.9.3 lists normal operating hours as 24/7/365, please describe under what circumstances the contractor would be entitled to reimbursement for overtime under CLIN 1004.

ANSWER: Appendix J has been deleted. All hours are considered normal work hours, 24/7/365.

18. During the site visit tour, Mr. Moore indicated the slides shown at the in- brief would be included in an amendment. Please provide the slides.

ANSWER: Due to OPSEC concerns, the slides cannot be posted to the FBO.

19. Amendment 0001 incorporated Clause 52-245.9 into the RFP. Does the government anticipate renting any government furnished equipment to the contractor under the terms of this clause?

ANSWER: No.

20. Amendment 0001 revised Clause 52.212-2 to add language on the Government’s intent to establish a competitive range and “limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.” (bold highlight added for emphasis). Since the award criteria for this contract is based on the Lowest Priced Technically Acceptable Offer, how will the Government determine what constitutes the “most highly rated proposals?”

Number 29 - this item was partially addressed in Amendment 6; however, our specific question was not answered regarding the Past Performance Experience Form.

ANSWER: Pursuant to FAR 15.306(c)(i) and (ii), based on the ratings of each proposal against all evaluation criteria, the contracting officer shall establish a competitive rate of all of the most highly rated proposals, unless the range is further reduced for purposes of efficiency. The intent of the statement in Amendment 0001 is to convey that if the number of most highly rated proposals (Acceptable in all non-price factors/subfactors for LPTA) exceeds the number at which an efficient competition can be conducted, the Contracting Officer may reduce the competitive range to the greatest number that will permit an efficient competition.

21. RFP Clause 52.512-1, C. Past Performance, first paragraph, refers to a Past Performance Experience Form included in Attachment 3 to the solicitation; however we could only locate the Past Performance Questionnaire in the attachment. In most recent DLA Energy solicitations for similar services we’ve been requested to complete the Past Performance Experience Form (one for each reference) and include it with our Past Performance submittal, while the Past Performance Questionnaires are completed separately, then forwarded to the applicable reference who in turn replies directly to DLA. Will the Government provide the Past Performance Experience Form, or alternatively, provide the desired content/format for information to be included in the Past Performance submittal?

Answer: Amendment 0007 provides the Past Performance Questionnaire form.

22. Ref: PWS Appendix C: What percentage of the servicings (runs) are handled by truck, hydrant and/or chilled fuel? (See Question #16, below, which resulted from the answer provided to this question.)

ANSWER: Chilled fuel runs are not tracked separately and are included in truck runs. Based on the last 12 months, 1 Apr 12 to 31 Mar 13, a total of 14,297 runs were accomplished by truck and Hydrant Servicing Vehicle (HSV). 1% of all runs were by HSVs.

23. Ref: PWS paragraph 4.4.2 Organizational Fuel Tanks: Please provide when they were last inspected. (NOTE: the list of tanks was provided, however the last inspection date for each tank was not.)

ANSWER: The current SP has chosen to inspect organizational tanks by spreading the tank inspections over a recurring two year period by performing approximately 10 inspections each quarter.
