About this file

This is an Advertisement for Bids (AFB) issued by the State of Colorado through Colorado Northwestern Community College (CNCC) for the EM2624 Yaeger Structural Stabilization and Repairs project. The project involves structural repairs to the Yaeger Building at CNCC's Rangely campus, which houses the Aviation Maintenance Program and has experienced structural shifting on north, east, and south walls due to landscaping creating lateral pressure on the foundation. The scope of work includes excavation, stormwater management installation around the three affected walls, investigation and repair of walls and door thresholds, and restoration of finishes. A mandatory Pre-Bid Conference and site tour will be held on September 4, 2026, at 1:00 PM at 500 Kennedy Drive, Rangely, Colorado. Bids are due electronically by 3:00 PM MST on September 14, 2026, via BidNet Direct, with a virtual public bid opening scheduled for 4:00 PM MST that same day. The anticipated contract award date is September 15, 2026, with contract approval expected between September 16 and 18, 2026. Construction is anticipated to start October 1, 2026, and finish by December 1, 2026.

The estimated project cost is $500,000, making it subject to Colorado prevailing wage requirements, the Buy Clean Colorado Act, payment and performance bonds of not less than 50 percent of contract value, and a 5 percent bid bond requirement. Qualified bidders must demonstrate at least two years of operation under the same business name, have completed at least two projects in excess of $400,000 in hard costs of similar scope and complexity, possess demonstrated bonding capacity up to $500,000, have not been previously terminated by the State for non-performance on State Buildings contracts, and must attend the mandatory Pre-Bid Conference. At least 80 percent of the work must be performed by Colorado residents as required by state law. The project requires submission of Environmental Product Declarations for eligible materials and compliance with the LCPTracker cloud-based labor compliance and certified payroll application. Notice of Final Settlement will be required following project completion per C.R.S. 38-26-107(1).

PROJECT OVERVIEW

Introduction Colorado Northwestern Community College was founded in 1962 as “Rangely College”.

Today CNCC serves 1,700 students between its two campuses and online offerings.

The main campus in Rangely sits atop a mesa overlooking the Rio Blanco river valley.

It is home to top-notch programs in Dental Hygiene, Aviation Flight, Aviation Maintenance, and a National Park Ranger Academy.

The State of Colorado, Colorado Northwestern Community College (CNCC) is soliciting bids from qualified contractors for the EM 2624 Yaeger Structural Stabilization and Repair project.

At CNCC Rangely, the Yaeger Building, which houses the Aviation Maintenance Program, has experienced a structural shift on the north, east, and south walls.

Exterior wall studs in the classroom found in the northeast corner have broken and bowed. Investigation revealed landscaping going above the foundation wall and

OSA-AFB-1 pg. 3 putting lateral pressure on those walls. After investigation, shoring scaffolding has gone up to allow the building to be occupiable for a portion of the building.

This project solicitation is for the next phase, the completion of repairs to the building to return it to full use as it was before this project began.

Specific tasks to be performed by the Contractor include those generally performed by the construction community where the Contractor is the prime vendor to the State.
