About this file

This is a Solicitation Addendum issued by the Pennsylvania Department of General Services, Bureau of Facilities Management, for janitorial services at the Reading State Office Building. The addendum, numbered 05 and dated May 20, 2026, amends the original solicitation (Number 6100065839) and includes questions and answers submitted by prospective bidders. The services encompass comprehensive custodial cleaning for 82,945 square feet across five floors (basement through fourth floor) of the facility located at 625 Cherry Street, Reading, Pennsylvania. Work includes daily, weekly, bi-weekly, monthly, quarterly, semi-annual, and annual cleaning tasks for general areas, corridors, 17 restrooms with 37 sinks and 38 toilets/10 urinals, elevators, stairwells, offices, and suites. All cleaning products must have low volatile organic compound (VOC) ratings. Services must be performed Monday through Friday between 6:00 a.m. and 6:00 p.m., with restricted hours for specialized tasks such as vacuuming, floor stripping, and carpet extraction. A SDB/VBE Goal Setting Information Session was held on May 11, 2026 at 10:00 a.m. via Microsoft Teams. The bid submission deadline was May 22, 2026 at 1:00 p.m. through the Commonwealth's Supplier Relationship Management (SRM) system. The contract term is one year from the effective date of the fully executed purchase order with options to renew for up to four additional one-year periods, and the Commonwealth reserves the right to extend the contract term up to three months beyond the end of the fiscal year.

The procurement is structured as an Established Price Contract to be awarded to the lowest responsive and responsible bidder or by line item if deemed advantageous. Compensation is based on firm prices quoted in bids, with payments made through Automated Clearing House (ACH) within 30 days of receipt of proper monthly invoices. The solicitation includes a SDB/VBE goal-setting component encouraging participation from Small Disadvantaged Businesses and Veteran Business Enterprises. All contractor employees must obtain security clearance from the Pennsylvania State Police at the supplier's expense and wear photo identification badges at all times. The contractor must maintain Worker's Compensation Insurance and Public Liability and Property Damage Insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence, and comply with Enhanced Minimum Wage Provisions requiring payment of at least $15.00 per hour with annual cost-of-living adjustments. All cleaning materials and equipment necessary to meet the highest cleanliness standards must be provided by the contractor. The procurement contact is Terri Parry, Procurement Specialist, at 717-705-0123 or tparry@pa.gov, and the facility-related point of contact is Hannah Foreacre, Facility Services Manager, at (717) 214-0004 or hforeacre@pa.gov.
