About this file

This is a Solicitation Addendum issued by the Pennsylvania Department of General Services, Bureau of Facilities Management, for janitorial services at the Reading State Office Building (RSOB). The addendum, numbered 05 and dated May 20, 2026, modifies the original Invitation for Bids (Solicitation Number 6100065839) for comprehensive custodial cleaning services across 82,945 square feet of space spanning five floors of the RSOB located at 625 Cherry Street, Reading, Pennsylvania. Services encompass daily, weekly, bi-weekly, monthly, quarterly, semi-annual, and annual cleaning tasks including general areas, corridors, restrooms (17 total with 37 sinks and 38 toilets/10 urinals), elevators, stairwells, offices, and suites, with specialized work in carpet care using hot water extraction and hard surface floor maintenance. The addendum includes a Questions and Answers section addressing clarifications to the solicitation; bidders are required to review and respond to all relevant questions. The SDB/VBE Goal Setting Information Session was held on May 11, 2026 at 10:00 a.m. via Microsoft Teams. Bids were due May 19, 2026, with an updated deadline referenced as May 22, 2026 at 1:00 p.m. through the Commonwealth's Supplier Relationship Management (SRM) system. The contract term is one year from the effective date of the fully executed purchase order with options to renew for up to four additional one-year periods, and the Commonwealth reserves the right to extend the contract up to three months beyond the fiscal year end.

All cleaning products must meet low volatile organic compound (VOC) requirements, and services must be performed during normal working hours of 6:00 a.m. to 6:00 p.m., Monday through Friday, with restricted hours for specialized tasks. Contractor employees must obtain security clearance from the Pennsylvania State Police at the supplier's expense and wear photo identification badges at all times. The contractor must maintain Worker's Compensation Insurance and Public Liability and Property Damage Insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence. The Commonwealth will evaluate bids as an Established Price Contract based on the lowest responsive and responsible bidder or by line item if advantageous, with compensation based on firm prices quoted in the bid and payment made through Automated Clearing House (ACH) within 30 days of receipt of a proper monthly invoice. Compensation must comply with Enhanced Minimum Wage Provisions requiring payment of at least $15.00 per hour with annual cost-of-living adjustments. The procurement includes a SDB/VBE goal-setting component to encourage participation from disadvantaged enterprises. Terri Parry, Procurement Specialist, serves as the primary contact at 717-705-0123 or tparry@pa.gov, with facility-related inquiries directed to Hannah Foreacre at (717) 214-0004 or hforeacre@pa.gov.
