About this file

This is a Single Source Justification Form submitted by the City of Jacksonville's Property Appraiser's Office through the Finance & Administration Department, Procurement Division, requesting approval for a single-source procurement of ESRI ArcGIS software maintenance services. The request, dated July 8, 2026, seeks to procure ESRI's proprietary ArcGIS platform services for FY27, covering the period from October 1, 2026 through September 30, 2027. The Property Appraiser's Office utilizes ESRI's comprehensive geographic information system tools to visualize, analyze, and manage spatial data in support of land records management and property assessment functions. The software supports mapping, spatial analysis, data integration, and real-time field data collection capabilities essential for creating, editing, and maintaining the city's tax roll, which serves as a primary funding source for essential city services. ESRI's GIS capabilities also enable interdepartmental collaboration across the City of Jacksonville for urban planning, zoning decisions, disaster response, and resource allocation.

The justification for single-source procurement emphasizes that ESRI ArcGIS is the only vendor capable of providing efficient and effective services due to proprietary compatibility with the existing Custom CAMA Application and GIS databases, specialized functionality as the industry standard for GIS and property appraisal, operational continuity concerns, and government-compliant technical support and security updates. Market research conducted by Desi Green confirmed that no alternative GIS provider offering comparable parcel creation, appraisal support, and field data collection tools could deliver the required services without introducing data risks, operational delays, and costly system modifications. The requesting official affirmed that no conflicts of interest exist consistent with Chapter 112, Florida Statutes. Supporting documentation includes a supplier quote and single-source letter from the supplier.

Identify each item, component or service being procured. (Attach quote/proposal):

Why does the city need these particular goods or services?

ESRI’s ArcGIS software provides a comprehensive suite of geographic information system (GIS) tools that enable users to visualize, analyze, and manage spatial data. It supports mapping, spatial analysis, data integration, and real-time field data collection, making it a powerful solution for land records management and property assessment. The Property Appraiser’s Office leverages ESRI Online, Mobile, and Desktop products in conjunction with its Custom CAMA (Computer Assisted Mass Appraisal) Application to create, edit, and maintain the tax roll, which serves as a primary funding source for essential City services. Additionally, ESRI’s GIS capabilities support interdepartmental collaboration, allowing various agencies across the City of Jacksonville to leverage spatial data for urban planning, zoning decisions, disaster response, and resource allocation.

The DCPA’s Office utilizes ESRI’s proprietary ArcGIS platform as the foundation for its GIS operations. The requested services can only be efficiently and effectively procured through ESRI for the following reasons:

-Proprietary Compatibility: ESRI’s ArcGIS software is uniquely compatible with our existing Custom CAMA Application and GIS databases. No other provider offers seamless integration without requiring significant and costly system modifications.

-Specialized Functionality: ESRI’s tools are the industry standard for GIS, offering specialized features for property appraisal, tax roll management, and land records support.

-Operational Continuity: Migrating to another platform would introduce operational disruptions, data integrity risks, and require substantial retraining of staff.

-Government-Compliant Support: ESRI provides technical support, updates, and security compliance in alignment with governmental standards.

5. Summary of Market Research [Provide a description of the market research performed, how it was performed, by whom, and market research results. Please spell out acronyms.]
