About this file
This is a Justification for Single Source form submitted by the City of Jacksonville's Finance & Administration Department, Procurement Division, on behalf of the Supervisor of Elections. The procurement request seeks annual hardware and software licenses, DS300 Extended Warranty and Maintenance, and Firmware Licenses for the County's election management and voting tabulation systems for the period January 1, 2027 through December 31, 2027. The systems requiring support include EVS 6.3.1.0, DS300, DS950, ExpressVote, and the ElectionWare software suite, all proprietary to Election Systems & Software (ES&S). The Supervisor of Elections has been the vendor of record since 2012 and provides essential maintenance, licensing, and support services to ensure system reliability, statutory compliance, and operational readiness for upcoming election cycles.
The justification for single source procurement is based on ES&S's exclusive ownership and control of the proprietary voting tabulation equipment, firmware, and election management systems. Only ES&S can provide the required updates, warranty coverage, firmware, and integrated support services, as any alternative provider would compromise system compatibility, equipment certification, and Florida statutory compliance. Market research was completed by Justin Gicalone, confirming ES&S as the sole vendor with proprietary rights to this hardware and its status as state-certified, as mandated by Florida Statutes. The requesting official has affirmed no conflicts of interest consistent with Chapter 112, Florida Statutes, and the submission includes a supplier quote and single source letter from the vendor as supporting documentation.

Finance & Administration Department, Procurement Division Justification For Single Source (JSS)
Pursuant to the City of Jacksonville Procurement Code§ 126.206 & § 126.312, when requesting a purchase from a vendor subject to the referenced sections, please complete this form to justify your request and submit to Procurement with applicable attachments.
1. Requesting Agency:
Supervisor of Elections
2. Nature and/or description of the requirement being requested.
Identify each item, component or service being procured. (Attach quote/proposal):
Why does the city need these particular goods or services?
The Supervisor of Elections requires continued maintenance, licensing, and support for the County’s existing election management system and voting tabulation equipment. This request procures the annual hardware and software licenses, the DS300 Extended Warranty and Maintenance, and the Firmware License for all ES&S‑provided systems, including EVS 6.3.1.0, DS300, DS950, ExpressVote, and the ElectionWare software suite. These items are proprietary to Election Systems & Software (ES&S), the County’s vendor of record since 2012, and are essential to ensure system reliability, statutory compliance, and readiness for upcoming election cycles. The services support secure operation, required accessibility features, and uninterrupted functionality of all voting equipment.
3. Provide a detailed justification as to why the requested goods/services can only be efficiently and effectively procured through the recommended Single Source vendor:
Election Systems & Software (ES&S) is the sole provider and proprietary owner of the voting tabulation equipment, firmware, and election management systems currently used by the Supervisor of Elections. All components—including the EVS 6.3.1.0 system, DS300, DS950, ExpressVote, and the ElectionWare software suite—operate on ES&S‑controlled technology, licenses, and maintenance programs. Because ES&S exclusively manufactures, maintains, and supports these systems, only the original vendor can supply the required updates, warranty coverage, firmware, and integrated support services.
Using any other provider would jeopardize system compatibility, equipment certification, and statutory compliance, and would create operational risks during election cycles. ES&S has successfully supported our systems since 2012, and continuity with the proprietary manufacturer ensures secure, reliable, and fully supported election operations.
4. Date of Request
