About this file
This is an Implementation Guide (Version 4.5) for the South Carolina Enterprise Information System (SCEIS) conversion and interface processes applicable to higher education institutions (HEIs) in South Carolina, including universities and technical colleges. The guide provides comprehensive technical specifications for migrating institutional human resources and payroll data into SCEIS, which serves as the statewide integrated system for financial, materials management, human resources, and payroll processes. The document outlines a three-phase implementation approach: an initial one-time conversion process to load positions and employees into SCEIS, followed by ongoing daily interface processes to maintain position and employee records through standardized actions and reason codes. HEIs are required to submit three conversion spreadsheets (Master Conversion, Cost Distribution–Filled Positions, and Cost Distribution–Vacant Positions) containing full-time equivalent (FTE) position data and employee information, with data balanced against FTE authorizations. The interface process utilizes tab-delimited text files transmitted via Secure File Transfer Protocol (SFTP), with separate Organizational Management (OM) files for position updates and Personnel Administration (PA) files for employee record updates, both requiring daily submission even when empty.
The conversion and interface processes accommodate three OM actions (ZS05 Reclassify Position, ZS06 SHAC Changes, ZS10 FTE and Funding Changes) and fourteen PA actions (Z0 New Hire through ZI Reclassification/Reallocation) with specific required and optional data elements for each action type. The guide specifies detailed file layouts with field requirements, character lengths, validation rules, and cross-references to supplementary code listings including Higher Education Job Class Codes, county codes, education levels, paygrade bands, employee groups and subgroups, workers' compensation codes, SHAC Federal Category codes, and census codes. Additional functionality enables correction of historical data and maintenance of specific data elements through an MM action code, with restrictions on corrections to position assignments, social security numbers, and certain other protected fields. The document includes cutover and freeze period procedures requiring institutions to cache HR activities during the three-week testing phase, testing cycle scenarios with specific OM and PA action combinations, and sample file formats to guide technical development and implementation validation.

Overview The Implementation Guide (IG) will provide higher education institutions (HEIs) with the requirements to update SCEIS through a conversion process and inbound interface file process. The information loaded into SCEIS will be used by the Division of State Human Resources (DSHR) for reporting purposes only.
Only Full Time Equivalent (FTE) positions and information related to the holders of those positions will be loaded into SCEIS. There will be no historical information converted into SCEIS.
There are two distinct processes defined in the IG. The first section is the Conversion process to load the institution’s information into SCEIS. The second section is the Interface process that allows the institution to maintain position and/or employee records via actions. However, in some instances the formatting of the data elements are different.
In the Interface section, information is provided on how the institutions will send data on positions and/or employee records via actions. The IG has three sub-sections within the Interface section. These subsections provide the two file layouts required to update SCEIS. The OM section provides institutions with information on the file layout to update full-time equivalent (FTE) position information. The PA section provides institutions with information on the file layout to update employee information. The third subsection will provide the file layout to correct data elements sent in prior actions and how to maintain certain data elements they are not accessible outside of a new hire action.
In final sections of the there is a glossary of terms and the Interface Test Cycle Scenarios. Also, there is the form required to set up the FTP Batch Users.
High Level HEI Project Task list Below is a high level list of HEI activities required for a successful implementation:
1. Analyze schedules, assign resources, and commit to project timeline
2. Understanding of DSHR data requirements (e.g., SHAC codes, funding) and where the data is currently located in your institution (e.g. only in HRIS?).
3. Cleaning of employee Human Resource Data
4. Updating/creating internal processes and procedures for daily data management
5. Identifying test systems
6. Update internal HR system to accommodate a place for new SCEIS fields (e.g., Personnel
Number, Organizational Unit, Position Number)
7. Development of Conversion Program or process
8. Develop a process to create the Info-Type 1018 Cost Distribution files
9. Development of Interface Programs (e.g., OM, PA)
10. Design an interface testing plan prior to receiving SCEIS data. Use dummy Position numbers and Personnel Numbers to simulate creating interface files.
11. Assigning new internal roles and responsibility (e.g., Error/Message Review, Quarterly/Monthly
Audits)
6 | P a g e
12. Create process for caching HR data and activities during Cut Over/Hold Period
Cutover/Freeze Period Process The Cutover/Freeze Period is the time between when your final conversion file is submitted and when you will receive the Personnel Numbers (PERNRs) and Position Numbers back from SCEIS. The
Cutover/Freeze Period is approximately a three-week process where the data from the conversion file is tested in several different clients before loading into the production environment.
During this time, any of the actions that are performed in your HR system will need to be captured in the
DSHR provided spreadsheets. There is a spreadsheet for OM actions and one for PA actions (See below lists of actions). Most likely the data will need to key any of the below actions during the
Cutover/Freeze Period time frame and you will need to populate the spreadsheets for DSHR to manually key into SCEIS after Go Live.
Any changes that would be made using the correct history or maintain functionality will need to be submitted via a help desk ticket.

Section 1 – Conversion Process The Conversion process is used to load the higher education institution’s positions and employees into SCEIS. This is a one-time process for an institution. Also, the institution should create an internal process for Quality Assurance prior to sending to DSHR/SCEIS. Once the data is loaded into SCEIS it will be maintained via the interface process.
The Conversion process will encompass three spreadsheets: the Master Conversion, Cost Distribution – Filled Positions and Cost Distribution – Vacant Positions spreadsheets. There is an order to the Conversion spreadsheets to ensure the institution is created correctly in the system. The first spreadsheet is the Master Conversion spreadsheet. This Excel file contains all full time equivalent (FTE) positions, both filled and vacant to be created in SCEIS. Institutions will want to ensure the information balances back to the FTE allowed in the Appropriations Act. Also, included in this file is information for the current employee who holds each of the filled positions. In the next several pages you will find the documentation describing the file layout requirements for each of the spreadsheets.
Once the Master Conversion file has been loaded into SCEIS the institution will pull necessary information from files returned to it from SCEIS. This information will be used to complete both Cost Distribution spreadsheets. These Cost Distribution spreadsheets will provide the generic funding source for each of the positions created in SCEIS.
Once the Master Conversion file has been loaded into the system there are three files returned to the institutions. These files are OM (Organizational Management) Conversion Check Report, PA (Personnel Administration) Conversion Check Report and the Conversion Return Report. Each of these files provide the institution with information necessary to validate the data loaded into SCEIS. These reports will contain key information needed to create the additional two cost distribution spreadsheets necessary to complete the conversion process. The OM Conversion Check Report provides the institution with a comprehensive listing of all data attributes created in SCEIS for the institution’s positions. The PA Conversion Check Report provides the institution with a comprehensive listing of all data entered into SCEIS for employees and links positions to the employees. The Conversion Return Report provides institutions with a complete listing of the legacy position numbers linked to the SCEIS position number and the social security numbers linked to the SCEIS personnel number (PERNR).
The Conversion Return Report will be used to create the remaining two spreadsheets necessary to complete the conversion process. These spreadsheets are the Cost Distribution – Filled Positions and Cost Distribution – Vacant Positions spreadsheets. The Cost Distribution – Filled Positions will use the PERNR provided on the return report and the Cost Distribution – Vacant Positions will use the SCEIS position number. Additional instructions are found in the next several pages of the IG.

Section 2 – Interface Process The Interface process is used to maintain data through the life cycle of the higher education institution’s positions and employees in SCEIS. While some fields on the interface file will have the same name as those on the conversion file, the format may be different.
There are two files that are required within the interface process. The first file will always be the OM file and the second is the PA file. The OM file submits all updates to positions. The PA file submits all updates for employee records. To update position and/or employee records, actions with reason codes will need to be submitted. Each action has a specific set of data elements that are required to be submitted. Currently there are three actions available to update a position. There are 14 actions available to update the employee’s records. Both OM and PA files must be sent daily even if there are no updates (i.e., an empty file).
In the following sections of the guide institutions will find detailed information on the interface process.
Please note, the institution should create an internal process for quality assurance of the interface files prior to sending to DSHR/SCEIS.
29 | P a g e
Secure File Transfer Protocol (SFTP) Process The file format is a TAB-delimited text file. The method of data transfer will be via SFTP, and SCEIS will host an SFTP server for this purpose.
There will be a folder structure set up on the server for your business area. Security will be set up appropriately on the folders so that you will only have access to their data.
In the example below there are separate interface folders for business area H100.
Account name H100batch
Home Folder Link Name
Quality Assurance Folder: qa
/to_sceis (Place Preliminary and Test Conversion/Interface files)
/from_sceis
Production Folder: prod
/to_sceis (Place Post Go Live Conversion and Interface files here)
/from_sceis
To send files to SCEIS or receive files from SCEIS interfaces, use the web address:
Enter your given username and password.
For questions/concerns regarding the File Transfer Protocol procedures, please contact the SCEIS
Interface Team at interfaces@sceis.sc.gov.
