About this file

This file is a data dictionary for the South Carolina State Board for Technical and Comprehensive Education (SBTCE) Management Information System, which defines data elements and specifications for reporting information related to student enrollment, completions, faculty, facilities, and courses across South Carolina's technical and comprehensive colleges. The document establishes standardized field definitions, data value ranges, field lengths, and field types for approximately 50+ data elements used in the SBTCE reporting system, including student demographic information (birth date, citizenship, county of origin), academic records (ACT composite scores, admission status and type, cumulative GPA and credit hours), enrollment details (credit hours enrolled, course enrollment, course teaching level), faculty information (annual salary, contract terms), facilities data (building identifiers, construction year, building condition), and course-related information (course numbers, credit hours, contact hours, and meeting schedules). Key data elements are designated as mandatory with specific null handling requirements, and certain fields are restricted to technical education students while others apply only to continuing education students, with implementation dates specified for various reporting requirements.

The dictionary specifies that reported data is supplied by individual institutions and is used primarily for analysis of first-time freshmen, performance indicators, and IPEDS (Integrated Postsecondary Education Data System) reporting compliance. Several data elements are explicitly noted as "not required by the Technical Colleges," indicating differentiated reporting requirements across institution types. The document includes references to appendices containing supplementary coding information, such as FIPS country codes, South Carolina county codes, valid course grades, and IPEDS/SBTCE CIP program codes. Field specifications clearly distinguish between mandatory fields with nulls allowed, mandatory fields with no nulls permitted, and calculated fields, with validation rules established across multiple data files including STUDENT.ENROLLMENT, STUDENT.COMPLETION, FACULTY, BLDG.TRANS, COURSE.STATIC, and related tape files used in the statewide management information system.

16.1

SBTCE DATA DICTIONARY COURSE-SESSION

DATE LAST REVISED: 11/13/01

ELEMENT TITLE: Course Session

DEFINITION: Represents institutions where mini-terms are running concurrently with the regular semester. If your institution does not offer mini-terms in conjunction with semester academic period that occurs in the same time period, this field can be loaded with blanks.

When multiple mini-terms and semesters occur in the same time period, the session field is used to indicate a specific academic period. For example, if an institution is running a sixteen-week semester and also has two eight-week mini-terms running concurrently, a unique session identifier will be assigned to each of these three academic periods. The diagram below illustrates the staggered layout of these academic periods:

| session = 001 |

| 16 week semester |

| session=002 | session=003 |

| 8 week | 8 week |

| mini-term | mini-term |

The session code is important when a student takes the same course twice within the same term. If the institution is only using a single semester session to accomplish the course offerings, the student is not eligible for funding on both occurrences of the course. However, if the student takes a course in the first 8-week mini-term, then takes the same course again in the second 8-week term, that student is fundable for both occurrences of the course. The use of the session field communicates the fact that the same occurrence of the course within the same term actually occurred in two distinct academics periods within the term.

If multiple sessions within a term are used at the institution, it should be loaded into this field. The values for this field are institutionally defined.

If the session is not used at the institution, this field should be loaded with spaces.

REQURIEMENT TYPE: Mandatory - Null Not Allowed for Technical Education Students.

DATA VALUE RANGE: 01 - 03

Digits 4-9: Sequential number assigned by the institution; Range: 000000-999999

State Identifier number, they MUST continue to be reported with that same identification number for the duration of their teaching career within South

Carolina institutions. This includes all situations where the instructor's identification number may change such as attaining US citizenship.

NOTE: When an instructor is hired by another South Carolina institution, it will be the responsibility of the "hiring" institution to review the instructors records to determine if the instructor was assigned a State Identifier number at a previous South Carolina institution. If so, the "hiring" institution MUST report the previously assigned State Identifier number.
