About this file
This Amendment 1 document modifies South Carolina's Request for Proposal (RFP) Solicitation 5400022244 for an Enterprise Resource Planning (ERP) System and related implementation services to be deployed as a Software as a Service (SaaS) model for Trident Technical College. The solicitation seeks a comprehensive ERP system capable of managing core business functions including finance, human resources, payroll, student information systems, financial aid, and customer relationship management across all Trident campuses using standardized business processes. Proposals must be submitted online by January 23, 2023, at 11:00 AM EST, with questions due by November 17, 2022, at 11:00 AM EST. A pre-proposal conference is scheduled for November 16, 2022, at 10:00 AM EST via Microsoft Teams. The award is anticipated on May 23, 2023. Offerors must maintain their offers open for a minimum of 270 calendar days after the opening date. The solicitation permits either single prime or dual prime operating models, with the dual prime structure allowing a system provider and systems integrator to jointly submit proposals. The demonstration phase (Phase II) will require the top three ranked offerors to conduct four-day in-person demonstrations of their proposed solutions' technical and functional capabilities at no cost to the College.
The amendment incorporates extensive question-and-answer clarifications addressing system requirements, user counts, integration capabilities, and implementation logistics. Key user projections include approximately 10 super users and 25 functional users for CRM functionality, 23 full-access finance/budget users, 8 HR users, 2 payroll users, and approximately 1,300 limited-access users across finance, HR, and payroll functions. The College anticipates serving 7,833 full-time student equivalents and 10,143 students receiving financial aid. The vendor is required to submit a complete implementation cost in the business proposal with no additional scoping sessions to be held post-selection. The College does not require pre-written integrations with third-party systems listed in the RFP, though integration capability is required. Notable systems the College expects to potentially replace include Augusft Lumens, EAB Navigate, Jaggaer/Marketplace, SoftDocs Etrieve, Ocelot Chatbot, Blackbaud Raiser's Edge, Constant Contact, Genoo, and SmartEvals. All procurement documents must be submitted through the South Carolina online portal without password protection, and the project has received approval with funds being budgeted.

AMENDMENTS TO SOLICIATION (JUN 2017)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: Underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
The following changes are hereby incorporated to solicitation 5400022244:
PHASE II
1. Demonstration (1-100) Demonstration of capabilities and methods described in the Offeror’s written proposal to meet the needs of the College as defined in this RFP.
After the evaluation of the Phase I criterion, the three (3) highest ranked responsive Offerors with a mathematical chance of being the highest ranked Offeror (of this RFP pursuant to Phase I evaluations, with the allowable demonstration criteria points being considered) will be required to provide a demonstration of their proposed solution and will be evaluated in Phase II. The total points from Phase I and Phase II will be added to determine the highest ranked Offeror. If only one (1) Offeror is invited to demonstrate, the demonstration will be evaluated based upon a pass/fail assessment.
PHASE II-DEMONSTRATION OF PRODUCT TECHNICAL CAPABILITY
The top three (3) Offerors selected will, at no cost to the College, conduct a demonstration of their proposed solution’s technical capability. The top three (3) Offerors will conduct their demonstrations in person. However, the vendor may have some team members participate in the demo virtually. The Offeror’s on-site team must be capable of answering questions or be able to call on their specific virtual team member for answers. Trident Technical College team members will present questions to the on-site team and will not ask questions directly to Offeror’s virtual, on-screen team members. The top three (3) Offerors will demonstrate the product technical capability of their proposed course evaluation system solution for review by the evaluation panel. Offerors will demonstrate the functional and technical capabilities of their proposed solution. Offeror representative(s) who would supervise and be involved in this contract shall be available at the demonstration/review to answer questions. Offeror’s team will also be prepared to answer questions concerning their proposed implementation.
Based upon the evaluation criteria addressed above, each of the top three (3) Offerors selected in Phase I will be allowed to proceed to Phase II, Demonstration. Demonstrations will be conducted in person before the Evaluation Panel. Four-day demonstration time will be allowed for each Offeror to demonstrate the functional and technical capabilities of their proposed system. Each Offeror shall allow for questions to be asked and answered during their four-day demonstration.
The top (3) three Offerors selected to conduct a demonstration will provide, at no cost to the College, product documentation prior to the demonstration. Offerors will provide one (1) complete set of documentation consisting of the same documentation that the Offeror provides to its customers. The documentation will be returned to the Offeror upon Offeror request. The media for the product documentation is electronic media. Offerors will provide the documentation within two (2) days request by the College.
Offerors are reminded that the purpose of their Demonstration is to demonstrate only the technical and functional capabilities of their proposed solution. Offerors may not present any information not considered as part of the technical or functional capabilities during the demonstration. Only the information presented in their RFP response is allowed to be addressed; no new information is permitted to be introduced in the Demonstration phase. Evaluators may ask questions pertaining to the Offeror’s demonstration. The Offeror’s answers are restricted to statements of facts. Negotiation is not permitted at this stage in the procurement process and an Offeror may not change its proposal.
As there is a limited amount of time allotted for conducting demonstrations, all Offerors selected to participate in Phase II will be required to demonstrate how their proposed solutions achieve/complete specific scenario-based functions and tasks. A scenario-based Function and Task List will be provided to each Offeror prior to the Phase II demonstration.
The Offeror may be required to document an answer if such a written clarification is determined to be in the best interest of the State.
The in-person demonstration should be conducted in a straightforward manner to secure a clear and meaningful understanding of the Offeror’s proposed solution.
The combined sum of each Offeror’s Phase I and Phase II total scores will determine the Offeror’s Total Score. The highest ranked, will be the highest ranked Offeror, subject to validation by the Procurement Officer.

The following are 3rd party systems the college expects to go away after converting to a SaaS ERP system:
· Augusoft Lumens
· EAB Navigate
Based on market research, the following are 3rd party systems that a SaaS ERP solution could potentially replace. If they can be replaced by the ERP, the college will consider replacing them. If not, the college would like to know if the vendor has an existing integration with not only the systems listed below but also any other systems that provide the same functionality as the below listed systems could change due to rebids.
· Jaggaer/Marketplace – eProcurement system
· SoftDocs Etrieve Document and Forms management
· Ocelot Chatbot Chatbot
· Blackbaud Raiser’s Edge
· Constant Contact
· Genoo
· SmartEvals
25. The RFP states the last day questions will be accepted is 11/17. On page 12, Questions from Offerors Modified- it states that any clarifications can be submitted in writing. Can you clarify what types of questions can be submitted after 11/17 but within the guidelines identified on page 12?
State’s Response: The last day questions will be accepted is 11/17/2022 at 11:00 AM, EST. However, if the State requires clarification based upon a prospective Offerors question, the Procurement Officer will contact the prospective Offeror to seek clarification to the question submitted.
Related to Question 23, Question 26 helps us determine if a specific timeline is required for implementation.
26. When is your current software license due for renewal?
State’s Response: We don’t have a specific timeline since that will depend on the vendor. Currently we have a perpetual license with Ellucian Colleague.
Question 27 helps us understand timing. For example, if a budget has not been approved for this project, then we understand the procurement process and selection may take a bit longer.
27. Has a budget been approved for costs for subscriptions and implementations? If so, are you able to share these expectations?
State’s Response: Project has been approved and funds are being budgeted.
