About this file
This is a technical specification document for South Carolina's College Enterprise Reporting System (CERS), a data management and reporting initiative that supports the state's higher education enterprise resource planning infrastructure. CERS performs three substantial data extractions annually, with each cycle scheduled approximately six weeks before the due date. The system processes multiple ASCII fixed-length text files that are uploaded to the state's Enterprise Decision Support System (EDSS) for validation and error correction by the user community. The data extraction encompasses eight primary categories: Student Enrollment (four record types with approximately 100 data elements covering demographics, enrollment, academic records, and transcripts); Course data (four record types with approximately 60 data elements including section offerings, instructors, and meeting information); Facility data (two record types with approximately 40 data elements related to buildings and rooms); Local Catalog of Approved Courses (one record type with approximately 10 data elements); Disbursement data (nine record types with approximately 50 data elements covering state and federal financial aid); Completions data (one record type with approximately 30 data elements for degrees conferred); Faculty data (one record type with approximately 30 data elements for employee information); and Continuing Education data (three record types with approximately 50 data elements).
The document does not specify pricing terms, contract awards, set-asides, renewal options, or funding sources. No response deadlines, bidders' meetings, or site visit information is provided in this technical overview document, which focuses exclusively on the system architecture and data structure requirements rather than procurement specifics.

CERS High Level Overview
The College Enterprise Reporting System (aka CERS) refers to a substantial data extract performed three times a year. Each cycle pulls data related to the previous term and current term and is scheduled nightly, approximately six weeks prior to each cycle’s due date. The multiple ASCII fixed-length text files created via the extract are uploaded to the state’s Enterprise Decision Support System (aka EDSS) for validation. The user community reviews and corrects errors daily until error-free. Once all data has been validated and signed off, the final data submitted is stored for reporting/historical purposes.
• The Student Enrollment data consists of four record types with approximately 100 data elements overall including data related to demographics, enrollment, academic records, and transcripts.
• The Course data consists of four record types with approximately 60 data elements overall including data related to course section offerings, instructors, and meeting information.
• The Facility data consists of two record types with approximately 40 data elements overall including data related to buildings and rooms.
• The Local Catalog of Approved Courses data consists of one record type with approximately 10 data elements including data related to course offerings.
• The Disbursement data consists of nine record types with approximately 50 data elements overall including data related to state and federal financial aid awarded to students.
