C.1 INTRODUCTION

C.1.1 Passport Card Program Background

The Department of State, Bureau of Consular Affairs (DoS/CA), in cooperation with the Department of Homeland Security (DHS), plans to develop and implement a U.S. card-format passport; a credit-card-size travel document. The Passport Card will be an accepted alternative to the traditional book-style passport for presentation at U.S. land and sea border crossings by June 1, 2009. The Passport Card is intended to be functional in the DHS People Access Security Service (PASS) system, an integrated, automated border-crossing identification system including programs such as NEXUS, Secure Electronic Network for Travelers’ Rapid Inspection (SENTRI), and Free and Secure Trade Program (FAST).

The origin of this program is Section 7209 of the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA) that requires passports or other secure documents denoting citizenship and identity be used to enhance border security within the Western Hemisphere. The Act, now law and amended, requires the Secretary of Homeland Security, in consultation with the Secretary of State, to develop and implement a plan before June 1, 2009 to require all travelers, U.S. citizens and non-U.S. citizens alike, to present "a passport or other document, or combination of documents, deemed by the Secretary of Homeland Security to be sufficient to denote identity and citizenship” when entering the United States . The Act also requires that DHS and DoS expedite travel for frequent travelers, including those who reside in border communities. The Passport Card is specifically designed to facilitate the travel of those who reside in border communities.

A description of the anticipated DoS Passport Card personalization process is in Section J, Attachment A.

A DHS description of the anticipated use of the Passport Card at U.S. land border crossings is in Section J, Attachment B.

C.1.2 Passport Card Items To Be Procured

C.1.2.1 General

To successfully meet the mandate and timeline of the above Act, DoS plans to procure a solution that consists of Passport Card printers, card stock, RF Attenuating Sleeves, Personalization Quality Assurance (QA) readers and the necessary technical support services.

Throughout the life of the contract, DoS will purchase supplies and services to permit ongoing Passport Card personalization.

DoS seeks the flexibility to obtain individual components of the procured solution to accommodate growth, production concept changes, etc.

Additionally, DoS seeks the flexibility in the option years to use the Card Stock and support infrastructure, such as printers and readers procured under this RFP to create additional types of Travel Cards. These alternative Travel Cards would be functionally similar to the Passport Card but would be used to denote disparate travel privileges.

C.1.3 Passport Card Program Description

C.1.3.1 Three-Phased Program Implementation

To meet CA’s ambitious implementation milestones, program risk will be minimized with a carefully controlled three-phased effort. Program Phase I is to acquire the Passport Card and related products such as printers, RF Attenuating Sleeves, and reader/writers. Program Phase II is to modify, develop, and test the necessary systems and infrastructures to utilize those products that were acquired during Program Phase I to produce the Passport Card. Program Phase III is to deploy the capability to issue the Passport Card system-wide within CA.

C.1.3.2 Program Phase I: Passport Card Acquisition

The goal of Phase I is to acquire a Passport Card solution to satisfy the requirements of the Western Hemisphere Travel Initiative (WHTI).

C.1.3.2.1 Passport Card Acquisition Strategy

To meet the Program Phase I goal, CA is expanding its capability to issue travel documents. The current Passport issuance infrastructure will be modified to support Passport Card issuance.

The major elements of the DoS acquisition strategy are:

1. Issue a Request for Information (RFI) for industry comment

2. Hold Industry Day conference for Questions and Answers (Q&A) concerning RFI

3. Obtain NIST Certification of the card architecture described in this Statement of Work (SOW)

4. Issue RFP

5. Require proposals 45 calendar days after RFP issuance

6. Review proposals (technical and cost) and down-select top Offerors

7. Observe a demonstration of top Offerors’ products and down-select for testing

8. Conduct Government testing of top Offerors’ products (as described in Section J: Attachment I)

9. Evaluate results of Government tests of top Offerors’ products

10. Select an Awardee via the Source Selection Board.

C.1.3.3 Program Phase II: Pre Deployment Preparation

Once a Passport Card personalization solution is procured, CA will leverage the existing DoS infrastructure to issue Passport Cards.

Phase II will seek to mitigate the following risks:

· DoS Concept of Operations for personalization of cards is new and untested.

· DoS must modify and test existing IT systems to conduct issuance of the Passport Card, archive issuance data, and facilitate data sharing with DHS.

· DHS’s Concept of Operations for the Passport Card is new and untested.

C.1.3.4 Program Phase III: Deployment

During Phase III, CA will begin receipt of updated passport applications, to include requests for Passport Cards, and begin issuance of fully valid Passport Cards at the Print Facility and select Domestic Passport Agencies.

C.2 PROCUREMENT OBJECTIVE

This procurement will lead to the production of a new U.S. Passport Card with radio frequency identification (RFID) capability, using an ISO 18000 6C compliant embedded integrated contactless circuit (ICC). The issuance of the Passport Card is described in Section J, Attachment A: Notional DoS Concept of Operations. The use of this new U.S. Passport Card is described in Section J, Attachment B: Notional DHS Concept of Operations.

Element designs will be provided by government.

5. Other vendor security feature proposals may be substituted for one or more of those above.

C.7.3.3 Card Stock Pre-Printing

The preprinting shall not rub off or fade during the life of the Passport Card, nor shall the printing process deposit debris on the personalization printer. Pre-printed card stock pattern and features, offered security features, and the offered personalization process shall not interfere with the ICC and related card components, nor shall it obstruct access to machine-readable information.

The Offeror shall print on each card submitted a unique serial number, between 9 and 16 characters, and print a one D 3 of 9 type bar code alongside according to artwork in Section J: Attachment C. This number shall not be related to the electronically written data described in C.7.3.4.

C.7.3.4 ICC Tag Requirements

To meet the functional working requirement of the Passport Card within CBP’s operational process at land borders, the card stock shall have embedded ISO/IEC 18000 6C compliant RF capability.

The ICC shall meet the following requirements:

· The card shall comply with ISO/IEC 18000-6:2004/Amd 1:2006 (Type C)

· The card ICC data structure shall be as described in Section J, Attachment C: Data Format for Passport Card

· The card ICC shall store a unique number from a range supplied by DoS and no further cardholder associated data (Referred to as the EPC number in the GEN 2 specification and the Unique Item Identifier in the ISO 18000 6C specification)

C.7.4 Passport Card Test Stock

The Offeror shall provide Passport Card Test Stock identical to that provided in C.7.3 less the applicable security features and artwork. In addition, the word “TEST” will be pre-printed on each card of the Passport Card Test Stock. Passport Card Test Stock will be used for continual testing with the Passport Card Personalization process.

C.7.5 RF Attenuating Sleeves and Optional Privacy Features Privacy of citizens is a primary concern of DoS and DHS. Privacy features enable a cardholder to effectively activate and deactivate a Passport Card. DoS believes multiple privacy features maximize privacy protection and prefers a privacy solution that includes both an attenuating sleeve and additional privacy protection features that default to the deactivated state. At a minimum Offerors shall propose RF Attenuating Sleeves that meet the requirements described below.

RF Attenuating Sleeves shall be of a material that will enclose the card stock so that the finished card is enclosed from 360 degrees line of sight, and comes out only with manual effort of the holder. The Sleeve material will have RF reading single layer shielding effectiveness of at least 40 dB, compared to unshielded card RF reading for a frequency in the 860 to 980 MHz range. RF Attenuating Sleeves shall not affect the function of a removed card after repeated insertions and removals over the life of the Passport Card. DoS reserves the right to print on the RF Attenuating Sleeve or direct the vendor to do so.

If the Offeror proposes an additional privacy feature to the RF Attenuating Sleeve, such as an activation feature or a built-in card RF capability that is only activated with a cardholder real-time action (an RF Attenuating Sleeve is still required, CLIN0007), this feature must be compatible with artwork provided and allow all other requirements to be met. If this feature is submitted, Offeror shall show how RF is activated in printer so that it can be read for inventory and quality inspection purposes. If this feature is proposed, the Offeror shall include the cost of this feature in their proposal. The cardholder action shall not require more than simple written instruction to learn, nor create any hazard while in use. Decisions of applicability and implementation of activation features resides with DoS, CBP, and DHS decision makers. Specific activation features proposed as optional security features may or may not be implemented into the Passport Card. Cards submitted for evaluation that include an activation feature must meet or exceed EPC Gen 2 18000-6C performance failure rates for the 10 year life of the card. This applies to both the activation and de-activation of said feature. It is the responsibility of the contractor to provide evidence, including test data, that said EPC Gen 2 standards are met.
