SectionQuestionAnswer
H.8; Attachment B, para. 8.0In what section of the proposal submission should the offeror include Section H.8 and the key personnel resumes? Would the Government consider exempting Section H.8 and the key personnel resumes from the page limitations?Resumes shall not be submitted or evaluated at the IDIQ level or the Sample Task Order.
H.9, paragraph (k)Will the USG-Sponsored health clinics in-country be available to the project personnel? If not, what kind of medical support will be provided by the U.S. embassies?Availability of medical support will be determined at the Task Order level.
Section L.12The third sentence appears inconsistent with the FAR in regards to excessive pass-through. Recommend removing in entirety the sentence "The value of all subcontracts shall not exceed…"L.12 is consistent with FAR 52.219-14 and 13 CFR 125.6.
Section L.19.1, Technical Sub-Factor 1; Attachment B, para. 6.1.3.4Referenced section states "The Offeror shall not submit a price proposal for the sample task order." The Sample Task Order, para. 6.1.3.4 states "Contractor shall provide pricing for these requirements [medical warehouse facilities] as part of their proposal." Is pricing required for 6.1.3 of the sample task, medical warehouse facilities?Refer to L.19.1. The Offeror shall not submit a price proposal for the sample task order.
Section L.19.1, Technical Sub-Factor 1If Medical Capability Assessments and Medical Training courses are conducted at distant locations outside of Bamako, will MAF provide ground transportation or airlift to and from the sites for the Contractor's Assessors and trainers and their equipment and materials?Refer to Attachment I, Question#37. The answer to Question 83 in Attachment H is revised to clarify that the MAF is responsible for transportation of its own personnel, but the MAF will provide security for contractor movements. The contractor must provide transportation for its personnel in accordance with H.10. and revised Section 6.1.1. of the revised sample task order.
Section L.19.1, Management Sub-Factor 3, para. (1)(C)In Section L, Sub-Factor 3: Subcontracting Plan, para. 1 states, “If the Offeror (Prime Contractor) is not a U.S. Small Business such as a veteran owned small business, service disabled veteran owned business, HUBZone small business, small disadvantaged business or women owned small business, a subcontracting plan must be submitted as a part of the proposal. If an acceptable subcontracting plan cannot be negotiated, the Offeror will be ineligible for award.”
Please confirm that this is to be the Small Business Subcontracting Plan as defined in FAR 52.219-9.Confirmed. Refer to Factor 2 Management Approach, Subfactor 3 Subcontracting Plan.
Section L.19.1, Management Sub-Factor 3, para. (1)(C)Section L, Sub-Factor 3: Subcontracting Plan, item (1) (C) states, “Provide the names and addresses of three small business concerns for us to contact for their assessment of your performance in using small business concerns.”
Please confirm that it is acceptable to provide reference companies which were small businesses when used on our contracts, but have since graduated to large business status.Confirmed.
Section L, Management Sub-Factor 3, 2nd paragraphIs the Volume I Technical Proposal Sub-Factor 3 Subcontracting Plan requirement for a “detailed subcontractor management plan” the same as the Small Business Subcontracting Plan as required by FAR 52.219-9?See comment 7.
Section L, Management Sub-Factor 3, 2nd paragraphBecause of the IDIQ nature of the prime contract, actual subcontracts are typically not finalized until award of a task order. Decisions regarding which subcontractors to use are determined based upon the location and specific requirements of that individual task order. As a result it is not feasible at this time to ‘provide dollar amounts, percentage of work committed to each firm, the small business status of each firm, and positions allocated to subcontractors’ as subcontracts have not been awarded.
Recommend deleting the second paragraph in Section L, Sub-Factor 3: Subcontracting Plan (Large Business Offerors Only) (i.e., The Offeror shall provide a detailed subcontractor management plan narrative…”)No revisions will be made to Provision L.19.1.
Section L, Management Sub-Factor 3, 2nd paragraphIf the offeror has not issued any subcontracts related to this contract, please confirm that providing a narrative regarding “mechanisms for monitoring compliance with the Subcontracting Plan to ensure that the Prime contractor is meeting or exceeding its subcontracting goals” is considered compliant.Contractor shall submit a subcontracting plan aligned with FAR 52.219-9.
Section L, Management Sub-Factor 3, item (2)Item (2) requires that “a separate sheet shall separate each element of subcontractor information, as well as each subcontractor.”
Please confirm that this information is considered part of the Subcontracting Plan and is therefore exempt from the volume page limitation.Confirmed.
Section L, Management Sub-Factor 3, item (2)Generally, major subcontractors are defined by work share and as it is not practicable to assign work share on this IDIQ, we recommend deleting all references to “major” subcontractors. No revisions will be made to Provision L.19.1.
Section L, Management Sub-Factor 3, item (2)(A) through (E)Based upon the type of information required in items (2) (A) through (E), recommend this section be deleted in its entirety and only be applied at the task order level. No revisions will be made to Provision L.19.1.
Section L, Management Sub-Factor 3, item (2)(A)Recommend deleting the words “teaming arrangement” and inserting “proposed as a named teammate.”
Recommend revising the sentence to read: “A letter, on subcontractor letterhead, and signed by an authorized representative of each subcontractor, which specifically indicates the subcontractor's agreement to be included in the offeror's proposal as a named teammate.”No revisions will be made to Provision L.19.1.
Section L, Management Sub-Factor 3, item (2)(D) and (E)Item (2) (D) states the offeror “shall indicate the number of hours and days in its normal work-day and its normal work-week, both domestically and overseas, for employees and consultants.” Item (2) (E) requires “the offeror and major subcontractors shall describe their work day and work week policies.” However, holidays and standard work week differ based upon the country in which work is being performed, and policies are developed based upon the requirements of that country and the mission. Please clarify what information is required if the location for performance of work and the actual subcontractors to be used are unknown. Recommend that the requirements in paragraphs (D) and (E) be deleted in their entirety and applied at the task order level. No revisions will be made to Provision L.19.1. The offeror and each proposed major Subcontractor shall indicate how paid absences (US holidays, local holidays, vacation and sick) shall be covered. The offeror and major subcontractors shall describe their work day and work week policies.
Section L.19.3.2, Price Proposal Instructions, item 31Is it accurate to state that the bidder is NOT to provide overtime rates, and premiums on Pricing Table 7 of Attachment E - Pricing Tables, as work is outside CONUS and not subject to the Fair Labor Standards Act? Please confirm.

Recommend DoS identify which, if any, of the 6 labor categories provided in the Pricing Schedule, should be included and priced in Pricing Table 7. See Attachment E – Pricing Tables (A006). Your question now applies to Section L.19.3.2(37) and Pricing Table 8.

Section L.19.3.2(37) (formerly 31) applies, if at all, only to the Contract Administrator (CLIN X001) and Program Manager (CONUS) (CLIN X002) RFP-specified labor categories.

Section L.19.3.2, Price Proposal Instructions, item 31 Is it accurate to state that the offeror is NOT to provide overtime rates, and premiums on Pricing Table 7 of Attachment E - Pricing Tables for the Contract Administrator, as this CONUS labor category is Exempt per FLSA? Please confirm.

Recommend DoS identify which, if any, of the 6 labor categories provided in the Pricing Schedule, should be included and priced in Pricing Table 7. See Attachment E – Pricing Tables (A006). Your question now applies to Section L.19.3.2(37) and Pricing Table 8.

Section L.19.3.2(37) (formerly 31) applies, if at all, only to the Contract Administrator (CLIN X001) and Program Manager (CONUS) (CLIN X002) RFP-specified labor categories.

Section L.19.3.2, Price Proposal Instructions, item 33 Is it accurate to state that this paragraph instructs the offeror NOT to propose overtime rates on any of the five OCONUS labor categories provided by the Government in Attachment E - Pricing Tables? Please confirm.

Recommend DoS identify which, if any, of the 6 labor categories provided in the Pricing Schedule, should be included and priced in Pricing Table 7. See Attachment E – Pricing Tables released on May 27, 2015. Your question now applies to Section L.19.3.2(39) and Pricing Table 8.

In response to the first paragraph, yes, it is accurate. See RFP Section B.10, including subsection i(2).

Section L.19.3.2(37) (formerly 31) applies, if at all, only to the Contract Administrator (CLIN X001) and Program Manager (CONUS) (CLIN X002) RFP-specified labor categories.

Attachment E, Pricing Table 6 On Pricing Table 6, the Other Direct Costs (ODCs)/Materials amount in the 6 Month Option to Extend is the same as a full year's amount of $115M - will the Government re-issue the pricing form with a revised amount for the 6 Month Option to Extend?

Request the Government issue revised Attachment E - Pricing Tables revising the ODC amount in the 6 Month Option to Extend. See Attachment E – Pricing Tables (A006). Your question now applies to Pricing Table 7.

Because select equipment unit prices are now being solicited and negotiated separately at the IDIQ level, the “Estimated Other Direct Costs (ODCs)/Materials Costs” is now $70,000,000 per contract period, including the Six-Month Option to Extend. The Government has determined that $70,000,000 is a realistic estimate for the Six-Month Option to Extend, despite fewer labor hours estimated for this period.

Section M.9.1, Evaluation Factors, Management Sub-Factor 3, 2nd paragraph Section M.9.1, Evaluation Factors, Sub-Factor 3, 2nd paragraph states “Consideration will be given to the inclusion of such firms in the Offeror’s proposal, the percentage of work which the Offeror has committed to these firms, the dollar values, and proposed mechanisms for monitoring compliance with the Subcontracting Plan to ensure that the Prime contractor is meeting or exceeding its subcontracting goals.”

Because of the IDIQ nature of the prime contract, actual subcontracts are typically not finalized until award of a task order. Decisions regarding which subcontractors to use are determined based upon the location of the task order and the requirements for that particular task order. As a result it is not feasible at this time to ‘provide dollar amounts, percentage of work committed to each firm, the small business status of each firm, and positions allocated to subcontractors. Please consider removing ‘provide dollar amounts, percentage of work committed to each firm, the small business status of each firm, and positions allocated to subcontractors’ from the evaluation criteria. Recommend using FAR 52.219-9 as the basis for the evaluation criteria for the subcontracting plan. The offeror is required to provide dollar and percentage estimates committed to each socio-economic category of the required subcontract plan.
Section M.9.1, Evaluation Factors, Management Sub-Factor 3, 2nd paragraphSection M.9.1, Evaluation Factors, Sub-Factor 3, 2nd paragraph states, “The Government will also assess the effectiveness of the Offeror’s approach to managing subcontractors. The evaluation will consider the allocation of work and the likely effectiveness of the Offeror’s plans for managing the performance and quality of its subcontractor’s work and the escalation procedures for problem/dispute resolution.”
Recommend removing "allocation of work" from the evaluation criteria because of the IDIQ nature of the prime contract.Section M.9.1, Factor 2 Management Approach, Sub-Factor 3 is revised to remove: "The Government will also assess the effectiveness of the Offeror’s approach to managing subcontractors. The evaluation will consider the allocation of work and the likely effectiveness of the Offeror’s plans for managing the performance and quality of its subcontractor’s work.”
Sub-Factor 3 does not require “plans for managing the performance and quality of its subcontractor’s work and the escalation procedures for problem/dispute resolution.” Please advise if this evaluation criteria should be under Sub-Factor 2: Partnering/Subcontracting.Section M.9.1, Factor 2 Management Approach, Sub-Factor 3 is revised to remove: "The Government will also assess the effectiveness of the Offeror’s approach to managing subcontractors. The evaluation will consider the allocation of work and the likely effectiveness of the Offeror’s plans for managing the performance and quality of its subcontractor’s work.”
Attachment B, para. 6.1.1.3, First Aid Training CourseDoes this task require the contractor to conduct two courses (e.g.: 1 - Basic First Aid Refresher and 2 - Advanced First Aid Refresher) or is the requirement to conduct a single medical refresher training course? Please clarify.Requirement in Section 6.1.1.3. for primary refresher medical basic course curriculums and materials has been removed in its entirety.
Attachment B, para. 6.1.1.3, Basic Medical Refresher Training CoursesHow many students will be in each Basic Medical Refresher Training Course?See comment 24.
Attachment B, para. 6.1.1.3, Advanced Medical Refresher Training CoursesHow many students will be in each Advanced Medical Refresher Training Course?See comment 24.
