STATEMENT OF WORK:
Enhancing the Malian Armed Forces Military Medical Capabilities
1.0. BACKGROUND:
1.1. Mali is emerging from multiple crises that destabilized the country in 2012-2013, including a Tuareg rebellion, a coup, and violence carried out by Islamist militants. The United States Government resumed development assistance to Mali in 2013 following the return of a democratically elected government. A reformed and more effective Malian security sector is crucial for achieving U.S. political, development, security, and stability goals in Mali and the broader Sahel. The overall U.S. objective for assisting Malian security authorities is to improve their ability to manage internal and external security threats, contribute to national and regional stability, respond to civilian needs and authorities, and respect international law and human rights norms.
1.2. Rebuilding the Malian Armed Forces’ (MAF) medical capabilities is an important part of improving Mali’s ability to manage security threats, contribute to national stability, and respond to civilian health needs. The MAF requires better resources, infrastructure, qualified personnel, and institutional processes to enhance its ability to perform its medical responsibilities, ensure the health of its force and improve readiness to respond to national threats.
2.0. PLACE OF PERFORMANCE:
2.1. The places of performance will be:
2.1.1. Bamako
2.1.2. Mopti
2.1.3. Gao
2.1.4. Kidal.
3.0. TYPE OF FUNDING:
3.1. Peacekeeping Operations (PKO) will be applied to fund this task order. The contractor shall adhere to the procurement restrictions noted in Attachment A of the IDIQ. The contractor shall pay particular attention to the “Implementation Guidance for Offerors” when designing its procurement strategy.
4.0. PERIOD OF PERFORMANCE:
4.1. Base period: 12 months following task order award.
5.0. SCOPE:
5.1. The intent of this Statement of Work (SOW) is to provide the logistical outline and requirements for personnel training, equipment procurement, and transportation.
6.0 REQUIREMENTS:
6.1 TASK 6.1: Training:
6.1.1 The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required to complete the work described in this SOW, unless otherwise noted as a MAF responsibility. All contractor travel and life support shall be conducted in accordance with the terms and conditions set forth in section H.10 of the IDIQ. The MAF shall be responsible for all security at the sites identified in this SOW, including any personnel movements required to support the Task Order. Independent security arrangements are not required. The MAF will be responsible for all life support of its personnel, including shelter, rations, potable water, and transportation.
6.1.2 Prior to the start of training, all participants must be vetted for human rights abuses based on Department of State Leahy Law guidelines. Contractor shall coordinate with the Department of State to ensure participants’ vetting status. The contractor shall note that a minimum of ten (10) days are required to process vetting cases upon submission of the information. The contractor’s technical approach shall include a strategy to mitigate delays in receiving the information required for vetting.
6.1.3 Contractor shall include in the proposal the tasks and standards for each course, a curriculum outline clearly identifying all topics to be covered in each course, the length of the course in hours, testing requirements, and the required course material. The contractor shall identify the specific country conditions that will affect their ability to present course material (e.g., literacy rates), and training evaluations to measure course effectiveness. The contractor shall develop and provide a mitigation plan to improve training effectiveness and increase the number of students that satisfactorily complete the course based on known country learning conditions.
6.1.4 Contractor shall develop and conduct a training program for students with no military medical background or training.
6.1.5 The MAF will be responsible for all life support of its personnel, including shelter, rations, potable water, and transportation. The Government of Mali will also provide all import duty and applicable tax exemptions.
6.1.6 Tactical Combat Casualty Care (TCCC) Training
6.1.6.1 Contractor shall develop and conduct a TCCC training program pursuant to guidelines in section C.4.1.9 of the IDIQ.
6.1.6.2 Contractor shall plan to conduct a three (3) week long training program for up to thirty (30) students per iteration.
6.1.6.3 Contractor shall conduct (4) four total iterations of training in each location identified in the SOW. One iteration will take place at each of the four sites, sequentially in the following order: (1) Bamako, (2) Mopti, (3) Gao, and (4) Kidal.
6.1.6.4 The MAF shall provide all medical equipment, supplies, and expendables required for training.
6.1.6.5 All course materials shall be written and delivered in French.
6.1.7 Combat Lifesaving (CLS) Training
6.1.7.1 Contractor shall develop and conduct CLS training pursuant to guidelines in section C.4.1.2 of the IDIQ.
6.1.7.2 In addition to the guidelines in section C.4.1.2 of the IDIQ, the contractor shall include the following additional topics in the curriculum:
6.1.7.2.1 HIV/AIDs prevention
6.1.7.2.2 Identification and treatment of diseases found in the MAF area of operation.
6.1.7.3 Contractor shall plan to conduct a two (2) week long training program for up to fifty (50) students per iteration.
6.1.7.4 Contractor shall conduct (12) twelve total iterations of training. Three iterations will take place at each location identified in Section 2.0. The training iterations will occur sequentially in the following order: (1) Bamako, (2) Mopti, (3) Gao, and (4) Kidal. This sequence will then repeat twice over the period of performance.
6.1.7.5 The MAF shall provide all medical equipment, supplies, and expendables required for training.
6.1.7.6 All course materials shall be written and delivered in French.
6.1.8 Effective Methods Of Instruction (EMI) Training
6.1.8.1 Contractor shall develop and conduct (EMI) training for MAF CLS instructors pursuant to guidelines in section C.4.1.1 of the IDIQ.
6.1.8.2 A cadre of instructors shall be identified by the MAF. Contractor shall develop and conduct one EMI course for up to thirty (30) MAF instructors in Bamako. Following completion of the course, MAF instructors shall be prepared to conduct a CLS training course based on the guidelines of C.4.1.2 of the IDIQ. Preparation shall be determined by the contractor through a combination of written evaluations and practical exercises at the end of the course. The contractor shall submit a written evaluation for each trainee to the COR upon completion of the course. The offeror shall develop and submit a written evaluation template with their response, as well as a description of the practical exercises that will be utilized. The rank of the trainees will range between Army Captain and Lieutenant Colonel.
6.1.8.3 All course materials shall be written and delivered in French.
6.2 TASK 6.2: Procurement of Field Vehicles
6.2.1 The contractor shall procure field vehicles to support Tactical Combat Care (TCCC) medical operations. All equipment shall be delivered no later than sixty (60) days ARO.
6.2.2 Field vehicles shall be delivered to Bamako-Senou International Airport. The MAF will take possession of the field vehicles at the airport.
6.2.3 The contractor shall provide a transportation plan that identifies a tailored technical approach for delivering field vehicles in accordance with subtask 6.2.1. The Transportation Plan shall include proposed method of delivery, clearance and customs, adherence to Procurement Restrictions identified in Section 3.0 and Attachment A to the IDIQ, security of vehicles, and property receipt requirements.
6.2.4 The following vehicle types shall be procured:
6.2.4.1 (Quantity: 8) Truck, utility/cargo – 2.5-5 ton
6.2.4.1.1 The trucks shall conform with the specifications in Section B of the IDIQ (CLINX505) and Attachment F – Equipment List.
6.2.4.1.2 The trucks shall be painted olive green.
6.2.4.2 (Quantity: 8) APC, wheeled, ambulance:
6.2.4.2.1 The ambulance shall conform with the specifications in Section B of the IDIQ (CLIN X502) and Attachment F – Equipment List.
6.2.4.2.2 The ambulances shall be painted tan/desert.
6.3 Task 6.3: Construction of Tent Pads for Storage
6.3.1 Contractor shall construct concrete tent pads capable of supporting tents, which shall be used for MAF personnel. The contractor shall construct one tent pad at each of the four sites identified in Section 2.1.
6.3.2 The contractor shall ensure that the tent pads meet the following specifications:
6.3.2.1 Each concrete pad shall have welded wire reinforcement.
6.3.2.2 Each pad shall be 17 meters x 13 meters x 0.25 meters not counting the lower pad used for drainage and placing anchor points. The external pad shall be at least 75 cm wider than the pad.
6.3.2.3 Each pad shall be strong enough to support two base-X model 307 tents and 40 soldiers with full gear, cots and bedding.
6.3.2.4 Each pad shall have heavy duty concrete encased electrical outlets ready for connection to external power sources.
6.3.2.5 Each pad shall have concrete imbedded anchor points to allow secure tie down of tents during severe weather conditions.
6.3.2.6 Each tent pad will consist of two levels that allow for water to run away from the upper pedestal where personnel will live and work.
6.3.2.7 Anchor points will consist of metal pegs or rings placed on the lower platform, at the four corners with two additional anchor points on each long side of the platform.
6.3.2.8 The Department of State will provide all tents. The contractor is solely responsible for construction of the tent pads.
6.3.2.9 Contractor shall provide all the necessary management, supervision, labor, materials, and incidentals required to complete this task.
7.0 GENERAL SUBMISSION:
7.1 Procurement Status Report: Pursuant to the guidelines set forth in section F.4 of the IDIQ and submitted as part of the technical proposal.
7.2 Risk Analysis Plan: Pursuant to the guidelines set forth in section L.19.1 Sub-Factor 2 of the IDIQ submitted as part of the technical proposal.
7.3 Work Breakdown Structure: Pursuant to the guidelines set forth in section L.19 Sub-Factor 1 of the IDIQ submitted as part of the technical proposal.
7.4 Quality Control Plan: The contractor shall develop a comprehensive quality control plan (QCP) specifically for this Task Order, in accordance with Sections L.19.1 and M.19.1 of the IDIQ, and submit it as part of the technical proposal.
7.5 Task Management Plan: Pursuant to the guidelines set forth in section F.4 of the IDIQ submitted as part of the technical proposal.
7.6 Transportation Plan: Contractor shall provide a plan for all marine freight, air transportation for movement of procured supplies [e.g., vehicles].
