Solicitation SAQMMA-14-R-0042 Afghanistan Life Support Systems (ALiSS) Site Survey for Contractors April 26-29 U.S. Mission Afghanistan - Kabul
INSTRUCTIONS
General: The Site Survey will be conducted in Kabul, Afghanistan from Saturday, April 26 into Tuesday, April 29, 2014.[footnoteRef:1] Participation is limited to companies who have stated their intention to bid as a Prime Contractor for this solicitation. [1: These dates are subject to change, and the Site Survey may be cancelled, due to the security situation or conflicting events. DOS will make every effort to inform the company and the individual representative traveling if a change or cancellation occurs.
Attendance: Due to security concerns and limited ability to provide support, attendance is limited to one (1) person from each Prime contractor. This Site Survey is not mandatory for making a proposal to the Department of State (DOS) for this solicitation. Contractors are responsible for all costs incurred in attending this event. Names with associated information (See last page) shall be submitted by April 9, 2014.
Purpose: The purpose of the Site Survey is to allow Offerors to actually see the environment, the conditions, the structures and the lay-out of the Department of State facilities in Kabul. This event is to provide transparency and openness in the solicitation.
During the visit, attendees will be taken on guided tours of key areas identified by the ALiSS program team that will include:
· Kabul Embassy Compound, (East and West sides)
· Camp Seitz
· Camp Eggers
· Camp Sullivan
In addition to the tours, discussions will be held regarding security, staff support, living conditions and working conditions as well as contract scope and requirements. Due to the sensitive nature of the Site Survey and its format of discussion, the information provided may not be provided in any other unclassified format (e.g. www.fbo.gov).
The overall intent is to provide Offerors with significant information so that proposals may be developed that meet the contract requirements and address the mission needs for supporting DOS sites.
The following instructions are provided to attendees so they may plan their visit.
Housing: Housing will be provided by the U.S. Embassy. Contractors will be expected to pay a standard per diem rate for housing and food.
Security: All attendees will be issued a special Contractor’s or Visitor’s Badge. Digital photos shall be sent in advance. The RSO/SSC requests the ALiSS Site Survey Contractors provide passport style photos with a white background for their visitor badges. These photos should be submitted through A/LM/AQM Christina Black at blackce@state.gov and arrive NLT April 12, 2014.
While on the compound, attendees will have access to the unclassified areas and will have freedom of movement within the compound. In visits to classified areas, participants are to stay with DOS employees who have “Escort” privileges.
A security briefing will be given by the Regional Security Office on the first day. All attendees are expected to follow the rules and guidelines while at DOS facilities.
Transportation: Participants will arrive into Kabul via commercial airlines at Kabul International Airport on April 26 between 7:00 a.m. and noon local time. DOS will meet on arrival and provide secured transportation from the airport to the Embassy.
Note: It may take up to 30 days for a tourist VISA request from the Government of the Islamic Republic of Afghanistan. DOS will not provide any support or letters in obtaining a visa. Please plan accordingly.
Note: For companies who are sending a representative from a location within Kabul, that person may use their own DOS badge if applicable, and may stay in their own lodgings. .
Flights out may be scheduled for April 29. Transportation to the airport will be provided at about 11:00 a.m. Once at the airport each will be on their own to process through security and check-in.
Schedule:
04/26 - Attendees will receive a badge and check into assigned housing. A security briefing and a facility overview will be provided at 2:00 pm. Also, a schedule of the events will be provided. Badges must be worn at all times.
04/27 – Tour of Kabul Embassy Compound; Presentations on requirements.
04/28 - Tour of Camp Seitz, Camp Eggers; Presentations continue.
04/29 – Check out; final questions; transport to airport.
Questions: Due to this being an active solicitation, questions will be strictly managed. Certain questions about the solicitation and scope of work may be answered during the tours and the suitability will be determined by the Contracting Officer. Questions about processes may be answered, or may be determined to be inappropriate for this venue. Questions about the solicitation, the contract, the incumbent contractor, or other areas of possible concern may require submission by email through the channels established in the solicitation and will be responded to in the appropriate format and posted on FedBizOps.
Not allowed: No laptops, cameras, cell phones, or other recording devices will be used during the tours.
Photos: A DOS escort will bring a digital camera on the tours. If an attendee requests a picture, the escort will take it based upon Post guidelines. All pictures will be subject to security review and release, and then be provided to the attending companies on disk.
Attire: Average temperatures in Kabul during in April can be between 40-700 F. This is the rainy season, so be prepared for showers. Wear business casual clothing and shoes that are safe in an industrial setting for areas with machines and heavy equipment. Sunscreen is recommended. Also, the altitude is above 6,000 feet and there will be significant walking as well as stairs.
Insurance: All attendees are required to present proof of Evacuation and Medical Evacuation Insurance for the period you will be with DOS in Kabul. Due April 9, along with the request for attendees’ names, travel information and security information Other: Should you forget any essential, there is a small store on the Embassy Compound where you may find limited sundries for purchase. In case of a medical emergency, there is a clinic on the compound and a DOS-managed hospital in the area (the attendee’s Company may be asked to reimburse for treatment.) A phone number will be provided so that you may be reached during the day in the case of a family emergency.
Companies will submit one name to attend the Site Survey. A second name may be submitted as an alternate only in case the primary representative cannot make it. DOS will publish specific instructions in the near future providing additional instruction regarding the submission of names and associated data to be cleared (country clearance) to attend this event.
Special security training may be required prior to travel…More information to be provided.
When completed, this form will contain Personally Identifiable Information (PII). Restrict distribution and handle accordingly. This information is required for security vetting and Country Clearance.
