About this file

This document outlines a solicitation for an upgrade to an existing fire detection and suppression system at a National Guard facility. The solicitation seeks a single firm fixed-price contract to upgrade Building 504's fire detection system and install a fire suppression system at Volk Field Air National Guard Base in Camp Douglas, Wisconsin. The project requires Monaco Vulcan Fire Alarm Panels and compatible detectors due to the need to interface with the base's existing proprietary Monaco system. The total estimated value is between $1 million and $5 million. Responses are due in accordance with the solicitation schedule published on SAM.GOV. The contract will be awarded to the responsive, responsible bidder with the lowest price following a public bid opening. The project is set aside for small businesses under NAICS code 236220 with a size standard of $39.5 million in average annual revenue.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

SINGLE SOURCE DETERMINATION FOR ACQUISITIONS NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD AS DEFINED IN

FAR 2.101

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER (within its warrant authority) DETERMINES THAT ONLY ONE SOURCE IS AVAILABLE IAW FAR 13.106-1(b). THIS DETERMINATION SHALL BE SUPPORTED WITH FULL JUSTIFICATION FOR SINGLE SOURCE FROM THE CUSTOMER. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

QUOTE/SOLICITATION NUMBER: W912J2-22-R-0002

ESTIMATED AMOUNT (Not exceeding $250,000): $18,000

DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

Monaco Enterprises, Inc: Monaco Vulcan Fire Alarm Panels with respective heat and smoke detectors compatible with BT2-8 transmitter.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

The Volk Field CRTC currently employs Monaco Enterprises, Inc equipment and systems for out base-wide fire alarm system. The overall systemincorporates a central reporting station that is located at the fire station with transceivers located in every building on base and communicates backto the central reporting station. Monaco Enterprise, Inc's equipment/systems are proprietary in nature and no other manufacturer's equivalentproducts can communicate and support the current Monaco Enterprise, Inc system currently employed at this installation. To install anothermanufacturer's equipment/systems would require substantial duplication of cost to the government not expected to be recovered throughcompletion resulting in unacceptable delays in fulfilling the agency's requirements. This estimated cost for converting the entire installation to anew fire protection system would be well over $1M.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES AND DETAILED

DESCRIPTION OF MARKET RESEARCH PERFORMED:

Many of other Air National Guard Installations have Monaco Enterprises, Inc. equipment/systems in use for the same purposes. As stated above, to install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition resulting in unacceptable delays in fulfilling the agency’s requirements. It is customary industry practice for manufacturers to limit proprietary information to technicians who have been properly trained and certified on how to install, maintain, repair, and integrate their equipment/systems.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN

COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE:

Monaco systems and items are already in place at the installation, and in this instance no other manufacturer’s systems or items will communicate and work with the current system. The cost to convert to a new system is not reasonable compared to the cost to maintain parts of the current system.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:

The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.

I certify that the statements above are complete and correct to the best of my knowledge.
