Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:

Department of Veterans Affairs, VISN 12, Zablocki Medical Center NCO 12 Construction Team 695-21-4-6985-0038

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

HILTI Firestop Systems is an integration of materials, assemblies, and components which provide firestopping to prevent fire from spreading through penetrations in walls, ceiling, and floors throughout the medical center.

The estimated expected cost of HILTI firestopping on this contract is $50,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

While disparate specific materials can be used in firestopping, effective firestopping is achieved through the use of entire assemblies. In a medical center environment, it is imperative that all firestopping is to Joint Commission and VA standards. It is imperative approved and compatible assemblies are used throughout the VA Medical Center. It is necessary to match existing systems to ensure there are no interface problems, approved assemblies are used in lieu just materials and all systems are UL approved. IAW FAR 13.104, continuing to use HILTI Firestop Systems is the most advantageous to the Government.

4. Description of market research conducted and results or statement why it was not conducted:

HILTI is the standard that has been established at the Milwaukee VA Medical Center. Other products are not compatible with HILTI and mixing these systems would certainly We established HILTI as our standard. The other Firestop systems on the market are not compatible with HILTI. The products cannot be mixed together in a penetration because this would void the UL rating required. Were to switch systems we would not be able to maintain the existing firestop in the hospital and would be forced to remove and replace entire systems.
