Q1. Please confirm personnel requirements for this project. Can (1) superintendent fulfill SSHO requirements? Or does (1) superintendent and (1) SSHO need to be on site full-time?
A1. No, the superintendent and the SSHO must be separate individuals. Refer to Specification 01 35 26 Section 1.7 Paragraph F for superintendent and SSHO site presence requirements.
Q2. Does prime contractor need to hire 23 09 23 controls? Does prime contractor have hire third-party DIV 25 integration contractors?
A2. There is no Division 23 or 25 work in this project. Any references to these divisions are not applicable.
Q3. Please confirm work hours for this project. Are there any specific tasks or trade division that must be on overtime (01 Infection Control, 02 Demolition, 02 Abatement)? Are there any areas of work that must be on overtime (Hallways, Occupied Areas, Etc.)?
A3. See Drawing Sheet FX001 Phasing Plan, which has been updated as part of amendment 03. See Specification 01 01 10SN Section 3.21, which has been updated as part of amendment 03.
Phase 1 does not have any hour restrictions.
Q4. Please provide listed abatement quantities. Specs list pipe to be abated but no quantities are given. If no quantities, please give assumed amount for bidding purposes.
A4. Per table 4 of Appendix D, Limited Asbestos and Lead Survey Report, red paint on sprinkler piping being replaced in Stairs 1 through 5 tested positive for significant lead concentration.
The paint on the sprinkler piping being demolished does not require abatement. An infection control barrier will be adequate for containment. Contractor to use lead-safe construction practices. Demolished sprinkler piping is to be disposed as recycled metal.
Q5. Please provide listed abatement quantities. Specs list flooring to be abated but no quantities are given. If no quantities, please give assumed amount for bidding purposes.
A5. Section 5.1 of Appendix D, Limited Asbestos and Lead Survey Report, specific quantities and recommendations for abatement. Contractor to use asbestos-safe construction practices.
Q6. Is there a proprietary DIV23 controls contractor at the facility? If so, please provide company and point of contact.

Q7. Is there a proprietary DIV28 Fire Alarm contractor at the facility? If so, please provide company and point of contact.
A7. The proprietary fire alarm contractor is Systec for Siemens. Establishing a point of contact shall be the responsibility of the contractor.
Q8. Please confirm if contract has material staging location at facility. If so, where is it? Is prime contractor responsible for any costs associated with staging?
A8. VA will provide limited storage outside of the main hospital.
Q9. Is the prime contractor responsible for submittal exchange? Or is this on the VA?
A9. The VA will host an online submittal exchange with the contractor once the contract has been awarded.
Q10. Please confirm if this is a hard bid turn in or email submission.
A10. As this solicitation is a FAR 14 IFB, a physical copy of the bid is required to be received by the bid opening date and time.
Q11. Please provide as built drawings of existing ceiling type as there is no indication on the contract drawings. Is prime contractor to assume ACT?
A11. Contractor shall field verify. The ceiling types in areas of work are:
a. 2/FX421 – Office B0622: ACT at approx. 7’-6”.
b. 2/FX451 – Corridor: ACT at approx. 8’-6”.
c. 2/FX461:
i. Corridor: Metal Pan Tile System at approx. 10’-0”.
ii. Scrubber Room: Gypsum board at approx. 8’0”.
d. 3/FX461 – Corridor: ACT at approx. 8’-6”.
e. ALL Other Areas: No Ceilings, exposed structure.
Q13. Provide clarification of required on site personnel.
a. Can superintendent also be SSHO?
b. Can superintendent also be QCM?

Q13. Verify that project is taxable?
A13. Yes, all applicable taxes will apply to this project.

Q15. Are there costs associated with drain down of piping systems?
A15. Contractor shall provide personnel to do the drain down and to provide the fire watch personnel for the areas affected, as indicated in the contract documents.
Q16. Are submittal drawings and hydraulic calculations required where we are removing and replacing with like piping A16. Submittal drawings are required. Hydraulic calculations are not required. Test data for the risers is required per contract documents Drawing FX001, Fire Suppression General Notes 3 and 4.
Q17. Are existing fire pumps in acceptable working condition?
a. Are existing fire pumps capable of being de-energized / re-energized for this work.
Q7. The fire pumps are in acceptable working condition.
a. Per the contract documents Drawing FX001, Fire Suppression General Note 3, the Contractor is to test the pump before work begins and after work is complete to show adequate flow and pressures for the new risers.
Q18. Can phasing be adjusted in order?
A18. See Drawing Sheet FX001 Phasing Plan, which has been updated as part of amendment 03.
Q19. Is existing steel fireproofed in any location?
A19. Our understanding is that the Building Construction is Poured Concrete. The areas of work do not appear to have any fireproofing of steel. Contractor shall field verify the existing conditions prior to proceeding with work.
Q20. Can multiple phases be completed at one time?
A20. See A18.
Q21. Are existing tamper switches all operational?
A21. All tamper switches should be assumed to be operational. Per the contract documents Drawing FX001, Fire Suppression General Note 16, the Contractor shall test every alarm device prior to the beginning of work.
Q22. What are thicknesses of all floor slabs / floor construction to be core drilled?
A22. Assume all floor slabs to be 6” thick in all core locations.
Q23. Is core drilling to be completed during off hours?
A23. Core drilling shall be performed during hours of work, Friday 1600 to Monday 0600.
Q24. Are any new piping installations to have exposed / painted piping? Provide color required and locations where this is to occur.
A24. Specification 21 12 00 – 3.1.I. calls for piping to be painted ‘Fire Safety Red’ unless otherwise designated by COR.
Q25. Appendix D / Hazmat report:
a. Report calls out locations of VCT / base to be removed. Is material to be replaced for only areas being remediated or entire areas? If entire areas are to be replaced, provide detailed plans reflecting areas.
b. Provide floor tile & base specifications for any materials to be replaced.
c. Appendix A / HA No 12 Plaster off white with light texture. Provide details for repair of this area including wall construction information.
d. Fire stop caulking is not showing ACM materials. Confirm that this is NOT to be removed? If to be removed provide all specific fire ratings to be replaced.
e. Table 4. LBP Sample Summary report shows that sprinkler line samples 1 – 5 contain concentration above 1%.
i. Clarify this is the existing vertical sprinkler main pipe to be removed during remediation processes?

a. Only material being affected by demolition/construction is to be abated.
b. Replace any tile damaged by demolition/construction with matching finish. Materials are only to be abated as necessary to perform work in scope
c. Use metal lathe secured to substrate. Apply scratch coat and then finish coat flush to adjacent surface. San and prep finish coat for new painted finish. Pain entire wall for like new appearance.
d. Fire stop caulking is to be removed and replaced as necessary to carry out project scope

a. Reference sections on drawings. Sub-Basement varies from approximately 23 feet high at Mechanical Room MER 1 and 6 to 10 feet in other areas. Most of the Sub-Basement floor is not finished.
b. No, the piping in the conveyor tunnels is not in the project scope.
c. Clarification, notes call out risers that are currently abandoned. These risers are not in the scope of this work.
i. No, riser piping for abandoned risers is to remain unless noted otherwise.
ii. Only where noted, cap the piping at the floor penetration into the Sub-Basement.

a. Existing are to be reused. Tiles have vertical slides that slide into a grid channel.

Q32. Sheet FX901:
a. Provide details / information of existing storage tank to be removed on sheet FX411.
b. Provide information on where piping is to be capped from existing storage tank removal.

a. Existing storage tank is not be removed. See answer A28.
b. Existing storage tank is not to be removed. New riser is to connect to point indicated by New Work Note 6 on FX411.
Q33. Is there any work required on the Fire Alarm system with the work happening on the sprinkler system flows and tampers? If so, could details and drawings be provided to reflect this work?
A33. Existing flow switches are to be reconnected to new piping where being replaced. Existing tamper switches are to be reconnected to new valves where being replaced.
Q34. Could spec section 28 31 00, 1.2 Scope be revised to match the work that is associated with any required fire alarm work for the project?
A34. The scope will not be changed, as it reflects the project scope when referencing the drawings and other specification sections. Paragraph 2.8.B. gives further clarification regarding fire suppression devices in reference to this project.
Q35. Will the bid submission and opening be done virtually or in-person for this job? The solicitation states that the bid opening will be in-person, but all bids since the COVID-19 pandemic have been submitted and opened virtually. Please provide further clarification on the bid submission requirements.
A35. Although many bids have been done virtually, the GLAC has in fact held IFB bid openings in person since March of 2020. This bid opening will be held in person at the address located in the IFB. Firms are of course allowed to mail/drop off their bids at the GLAC prior to the bid opening and need not be present. For firms that opt to attend the public bid opening in person, social distancing procedures and the wearing of masks will be enforced.
Q36. Reference section 01 35 26 1.8.E: requested to submit training records for all associated construction workers within 60 calendar days of the Notice to Proceed. This is not feasible. Is it acceptable to submit training records within two weeks before subcontractor work commences?
A36. All training records shall be submitted with the respective AHA per Specification 01 35 26 Section 1.5 Paragraph C.3.
Q37. Reference the specification, pages 62 and 63 are blank pages. Is there content that should have printed or were they intentionally left blank?
A37. These pages have breaks due to the large tables on the following pages. The single line of text at the top of the page is relevant to the preceding or following information.
Q38. Reference 01 10 00 SN 3.35.D Scheduling of Work states four weeks in advance notice of an outage. Typical outage requests require submission two-weeks notice prior to work commencing. Please advise what is the required notice for sprinkler outages.
A38. It is required for this project that outages must be requested four weeks in advance. An outage request form must be submitted for sprinkler outages.
Q39. Is the commissioning agent and all associated costs being supplied by the VA?
A39. Contractor is responsible for startup, manufacturer commissioning, and training as per the specifications. The VA will not hire an external commissioning agent for 3rd party services.
Q40. Can all work be done during normal daytime work shifts?
A40. Refer to A3.
Q41. Can sprinkler outages be scheduled during the day?
A41. No, sprinkler outages may only occur from Friday 1600 – Monday 0600.
Q42. Is an offer guarantee (Bid Bond) required?
A42. Yes, see page 1 of the IFB.
Q43. What percent SDVOSB labor is required?
Q44. As this solicitation is being conducted under a specialty NAICS code, the contractor must not pay more than 75% of labor costs to firms not similarly situated.
A44. Fire penetration inspector shall be hired by Contractor. Specification Section 07 84 00 – 1.5.C details inspector requirements.
Q45. How many copies of the O&M do you require?
A45. Digital copy along with (1) hard copy.
Q46. Spec say all OSHA cards and AHAs need to be submitted with APP. This is not feasible. Is it acceptable to submit OSHA cards and AHAs during the project, but prior to related work starting?
A46. See A36.
Q47. There are no Infection Control walls shown on the drawings. Please advise what will be required for infection control measures.
A47. Refer to specification section 01 35 26 – 1.12 and supporting documents for required infection control measures.
Q48. Is full time SSHO required?
A48. See A1.
Q49. Does the SSHO need to be a separate individual from the prime contractor’s superintendent?
A49. See A1.
Q50. Specification Section 01 00 00, Section 1.24 refers to refers to section 23 05 93 for written testing and commissioning plan. Section 23 05 93 has been crossed out of the table of contents as not applicable to the job. Please confirm this is correct.
A50. Correct, there is no HVAC work in scope. Section 23 05 93 is not applicable. See amended Specification 01 00 00 Section 1.24.
